Board Meeting Minutes
July 13, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the July meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels, Clerk; Jill Randall and Deputy Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
June Board Meeting Minutes (6/08/2020) – (2) Corrections were noted in the June minutes. Under opening of road bids-It was left out that one of the projects to be done this year was wedge and seal coat was project # 1 Priepke Rd option wedging only. Discussion Townline Bridge, the Town share would be 20% approximately $275,000, not the $200,000 reported in the June minutes. Randy seconded by Travis moved to approve the June Town Board meeting minutes as corrected. Motion carried 3-0.

Treasurer’s Report – Greg read the June Treasurer’s report aloud. The ending balance as of 6/30/2020 was $568,907.83. Randy moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment: -Reported that the sign at Wonser and Brown Roads are missing again and need to be replaced. Also, the sign at Wonser and Honold Rd is damaged and will need to be fixed.


REPORTS & COMMUNICATIONS
a. Road Report— Justin was mowing the ditches until the bearing on the tractor broke. The signs with the broken off posts will be replaced and will be consulting the Fire Dept to see if the weeds/grass can be sprayed around the baseball diamond fences instead of weed eating.
i. Culvert Permit Report- Frank read the permits aloud.
b. Building Permit Report – No monthly building permits to report
c. Steak Fry—Greg reported that the Steak Fry was very successful, better than anyone expected. They were sold out of all 500 steaks by 2pm. They had a $5500 profit. Lori’s Bar also had a 50/50 raffle held to help the Fire Dept and had a profit of $500-$550. Thank you to everybody that came!
d. Bulky Waste—The Bulky Waste was also successful, Justin reported that 11 dumpsters were taken out and he was able to get $100 worth of iron.
e. Update on Clerks Position—Jessica Randall was hired as the Deputy Clerk
f. Update on Schrubbe Property---Frank signed the paperwork and sent it to the court to put pressure on Mr. Schrubbe to clean up his property. No court date has been set at this time.
g. Update on Vacation of Foss Rd---Still trying to get in contact with the property owner Hidden Acres that will have the property deeded back to them if Foss Rd is vacated by the town.

OLD BUSINESS:
a. Board of Appeals – Reappointment for 2-year terms for: Greg Michels & Paul Dercks -Frank moved to approve the reappointment of Greg and Paul to another two-year term to end June 2022. Motion was seconded by Randy. Motion carried 3-0.
b. Update Board Action-Declaration of Emergency—Travis moved that the town rescind the emergency order with no restrictions on the number of people gathering at one time in the town hall. Randy seconded the motion. Motion carried 3-0.

NEW BUSINESS:
a. Discussion – Town Assessment Quotes—Quote received by Bowmar. Town was quoted $55,700 for a total assessment or $39,500 for a walk around assessment. This is to take place in 2022. The last time the township had a full assessment was 2012. At this time the board decided to get another quote.
b. Board Action – Replacement of Doors on the Town Garage—Looking to add 2 CTI Garage Doors. Received quotes from multiple business and some don’t handle CTI garage doors. Town Board decided to go with Precision Doors to replace the 2 garage doors, 3 openers and 6 remotes for a total of $8684. Travis seconded by Frank moved to accept the quote from Precision Door. Motion carried 3-0.
c. Board Action—New Operator License Application for Douglas Henning—Randy seconded by Travis approved the license for Douglas Henning. Motion carried 3-0
d. Discussion—Decision on the ordinance for the appointed clerk’s position—Randy seconded by Travis moved that the town adopt the ordinance to change the clerk’s position from elected to appointed and move forward with a referendum to do so on the Nov. 3rd ballot. Motion carried 3-0.



Approval of Monthly Vouchers & Checks – Frank seconded by Travis moved to approve the vouchers presented for payment along with permission to pay ½ down to Precision provided we receive an invoice.

Adjournment – Randy seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:20 PM.
