Board Meeting Minutes
May 09, 2022
With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
April Board Meeting Minutes (4/11/2022) – Randy seconded by Travis moved to approve the April Town Board meeting minutes. Motion carried 3-0.

Approval of April Annual Town Meeting(s)
April Annual Meeting (4/19/2022) – Randy seconded by Frank moved to approve the April Annual Meeting. Motion carried 3-0.

Treasurer’s Report – Greg read the April Treasurer’s report aloud. The ending balance as of 4/30/2022 was $934,668.03. Randy made a motion seconded by Travis to accept the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Jerry O’Connor and Robert Thresher introduced themselves and said a few things about themselves as well. They both are running for the 52nd District Assembly.
Andy Thone addressed the board in regards to the ditch along Nelson and Forest Ave. He made mention that the ditch is getting worse and stone is being washed away. Frank informed Mr. Thone that he did receive paperwork on this matter and will look into it this week and be back in touch. Travis asked if there is any site or building plans and Mr. Thone responded that he is waiting on the lineation and should have this week.
Ryan Potratz told the board that the Sub division did approve him and wanted to make sure it was okay to move forward. He had documentation that it had been approved. Frank told Mr. Potratz that it was ok for him to go ahead with his plans. The Sub Division covenant will eventually be re written.

REPORTS & COMMUNICATIONS
a. Road Report—Craig reported that he is getting ready for the mowing season. He has started mowing the cemeteries and trimming trees. He is also cleaning up brush piles as well. He also continues to keep the Town Shop in good working order.
i. Culvert Permit Report—Frank read the culvert permits (3) aloud.
b. Monthly Building Permit Report—Frank read the building permits that have been issued.
c. The date for Town Board Road Inspections will take place on May 17th at 6:30 PM
d. Fire Department ANNUAL STEAK FRY!! – Coming Soon – Saturday, June 18, 2022 from 3-8pm
e. Update on 2022 Annual Town Meeting— Held Tuesday, April 19, 2022 at 7:00 PM. If you would like a copy of the 2021 Financial Report, please contact Jessica at 920-906-3683.

f. BULKY WASTE DROP-OFF—Fri. June 10, 2022 3:00 pm to 5:30 Pm and Sat. June 11, 2022 8am-1pm at the Municipal Building parking lot.
OLD BUSINESS:
a. Board Discussion—Pinno Ditch Issue—Mr. and Mrs. Pinno were in attendance. Mr. Pinno put in a culvert last fall to even out his ditch. It was noted by the previous Road Supervisor that 2 different size culverts were used which is against the Town Access Ordinance. After a lengthy discussion, Mr. Pinno advised the town board he will “remove the culverts and place the ditch back to drain from his land to the culvert in his existing driveway by his shop.” The work is to be completed by June 1st, 2022.
b. Board Discussion—Update 2022 Dog County in Township—Nobody within the Town has come forward with wanting to work the Dog Count. After some discussion on how to handle the 2022 Dog Count it was decided the Clerk will mail out letters to the residents that are in question.

NEW BUSINESS:
a. Board Discussion/Decision—Building request/does not meet access ordinance vision corner setbacks.—Visionaire sold to Lend Properties and they want to move 2 buildings to the corner of Forest Ave and Fisher Rd. Fond du Lac County said the State has revised their setback requirements and it is now different from the Town Ordinance. If Visionaire follows the Town Ordinance there will be vision concerns at that corner. If they follow the States requirements there will be no concern. They would like to move those buildings in fall after the crops are off the fields. Travis advised that he would like to review and verify the County and State regulations before any decisions are made. Frank and Randy agreed.
b. Board Action-Purchase push mower for trimming around buildings and cemeteries—Frank informed the rest of the board that Bob Hutter does have a used push mower that has been checked over for $125.00. He will also look around for new mowers as well to see who has the best deal. Randy moved to purchase a push mower for no more than $200.00 seconded by Travis. Motion carried 3-0.
c. Board Action – Set up oil and grease program with Condon Oil. –Craig would like oil on hand at the Town Shop for work on our vehicles and machinery. He said it is economical for the town to have that oil access. Frank seconded by Travis moved to set up the oil program with Condon Oil. Motion carried 3-0.
d. Board Action – Paint and repair doors on building—Greg received a quote from Meixensperger Painting and he would be able to paint the 5 doors in question along with the frames for $673.00. He also received a quote from Capelle Bros. and they would be able to replace the Meeting room entrance door and fix the fire station doors for $6,170.00. Greg recommended to the board that we do both projects. Travis moved to replace and paint the doors per the quotes and was seconded by Randy. Motion carried 3-0.
e. Board Action – Operator License Application for Allison Opheim- The clerk reported the background check was conducted for Allison Opheim with no results from the search. Frank seconded by Randy moved to grant the operator’s license for the applicant. Motion carried 3-0.
f. Board Discussion—Cut trees and replant new ones—3 Ash trees need to be removed around the ball diamond. Craig said he would be able to take care of the removal of those trees. Greg spoke with County Touch and Stuarts about replacing the 5 trees that were removed and if we plant them ourselves the cost per tree would be $500.00. Greg spoke with Bernie Ritger and he offered to help dig the holes for the tree placement. Frank moved to plant 5 trees and remove the 3 trees that need to be taken down along with stump removal. Randy seconded the motion. Motion carried 3-0.

Approving the monthly vouchers and checks – Randy moved that the checks and vouchers be approved as presented. Travis seconded the motion. Motion carried 3-0.

Adjournment – Randy seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:45 PM.
