Board Meeting Minutes
JUNE 14, 2021

With all notices having been properly posted, Frank Bartzen, Chairman called the June meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
May Board Meeting Minutes (5/10/2021) –Travis seconded by Randy moved to approve the May Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the May Treasurer’s report aloud. The ending balance as of 5/31/2020 was $718,978.49. Frank moved seconded by Randy to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Larry Conger questioned when the contract with Waste Management would be completed. It was made known that the township still has 3 years on the current contract.

OPENING OF ROAD BIDS 7:30 PM-- With the time being 7:30 pm Frank asked for the bids received by the 3:30 Pm, June 14, 2021 deadline. The Clerk announced that only one bid was received from Scott Construction and it was submitted on time. The bid was opened and read aloud and discussed.
Travis moved that the Town award the bid to Scott Construction to complete the 2021 road projects, noting that the projects to be done this year are #1, 2, 3 , 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, and 16. The 2021 Road List will be with the June 2021 Minutes. The contract was signed and dated and will be mailed to Scott Construction Representative, Bill Plucker. Total cost of the accepted bid from Scott Construction was $ 187,843.00.

REPORTS & COMMUNICATIONS
a. Road Report— Justin reported that he has started mowing the ditches and also has been trimming some trees on Townline.
i. Culvert Permit Report- Frank read the permits aloud.
b. Monthly Building Permit Report – Frank read the last month of building permits issued.
c. Fire Department ANNUAL STEAK FRY! -Saturday June 19, 2021.
d. Update on recently held Board of Review (BOA)-May 12, 2021- No residents came to the BOA.
e. Update on BULKY WASTE DROP-OFF— Fri. June 11, 2021 @ 3:00 -5:30 PM and Sat. June 12,2021 @ 8:00 Am – 1:00 Pm- 81 residents participated in the Bulky Waste. Great turn out! 6- 30-yard dumpsters were filled.
f. 2021 Dog Count – Justin noted that the 2021 Dog count is almost completed. Only about 20-30 left.
OLD BUSINESS:
a. Board of Appeals – Reappointment for 2-year terms for: Roger Searl, J. Peter Braun, and Bud Guenther – Frank will reach out to these people to see if they are still interested in reappointment.
b. Board Action-Sign ATV/UTV Ordinance- The Town Board approved the Final Revised Ordinance to be signed. Randy seconded by Travis moved to sign and submit the final Ordinance to the Town Attorney. Motion carried 3-0
c. Board Discussion-ATV/UTV Sign Order. Tim Babler submitted quote a of $918.00 for the sign order. Randy moved to proceed with the ordering of the signs and be reimbursed by Tim, seconded by Travis. Motion carried 3-0
d. Board Discussion-Ditch Mower- Frank was informed that there was a Boom Mower for sale that was only 2 years old and only had 3 hours on it. The price for the Mower is $14,000. Travis moved to purchase the Boom Mower pending a demo on the workings of the mower and if it will meet the expectations of the town. Randy seconded. Motion carried 3-0.
NEW BUSINESS:
a. Board Action-CSM Leo Fisher-Board reviewed the CSM Travis moved to accept the CSM as presented seconded by Frank. Motion carried 3-0.
b. Board Discussion-American Rescue Plan Funds- Frank informed the board as to the American Rescue Plan Funds and what the town was able to do with the funds. The funds would need to be used by the end of Dec 2024.
c. Board Action/Approval Temporary Lamartine Fired Dept Liquor License for Steak Fry-Frank seconded by Randy moved to approve the temporary Liquor License for the steak fry on June 19th, 2021.

The Clerk read the names of the 2021 - 2022 liquor license applications. Randy moved to approve the four applicants (listed above) for renewal of liquor licenses for 2021-2022. Frank seconded the motion. Motion carried 3-0.
d. Board Action – 2021– 2022 Operator License Application (Renewals)—Applicants to be announced at meeting. The Clerk read the Operator license applicants aloud. Randy seconded by Travis moved to approve all operator applicants for renewal. Motion carried 3-0.
e. Board Action – New Operator License Applications – The Clerk reported that nothing was found on the back ground check on either of the new applicants. Randy seconded by Travis moved to grant operator licenses to Harold Haney and Brian Michels. Motion carried 3-0.

Approval of Monthly Vouchers & Checks – Randy seconded by Travis moved to approve the vouchers presented. Motion carried 3-0.

Adjournment – Frank seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:50 PM.
