TOWN OF LAMARTINE DRAFT
Board Meeting Minutes
November 11, 2019

With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
October Board Meeting Minutes (10/7/2019) – Greg noted the following correction in the October minutes. Under Reports & Communications – g. Update of recent meeting of the Veteran’s Memorial… the minutes are corrected as follows: (please see bold & underlined corrected text and the stricken, incorrect text is removed. “Greg discussed Ron Rymer resetting solar lights and sealing the parking lot the concrete under the monument at the park…” Randy seconded by Frank moved to approve the October Town Board meeting minutes as corrected. Motion carried 3-0.

Treasurer’s Report – Greg read the October Treasurer’s report aloud. The ending balance as of 10/31/2019 was $413,593.64. Randy moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Roger Grade asked if some gravel could be put on Crescent Road. Frank and Justin said they would get that done soon.

Randy moved seconded by Travis that the board change the order of the agenda and have David Jacobs present the Pucker CSM. Motion carried 3-0.
NEW BUSINESS:
a. Board Action – Certified Survey Map (CSM) Dan & Cindy Pucker (Presented David Jacob) – Location of CSM: NE ¼ of SW ¼, Sec 8, T15N-R16E. N6688 Giebel Road. Parcel Number T12-15-16-08-09-001-00. Total acreage of CSM is one (1) acre. Travis moved seconded by Frank that the Pucker CSM be approved as presented. Motion carried 3-0.

REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that InterCom has started a gas line project in the township, changing two-inch gas lines to four-inch via boring and digging. Justin reported that the trucks are ready for winter. Justin is putting up snow fence.
i. Culvert Permit Report -one permit was read aloud.
b. Monthly Building Permit Report – Frank read the building permits aloud.
c. Update on the new 2020 Town plow truck – Frank reported that Quality Truck is done with their portion of the truck. The truck has been sent to Olson to build the body; plow equipment, lights, salter, etc. The truck should be done around Christmas time.

OLD BUSINESS:
a. Board Action – Adopting “Short-Term Rental Licensing Ordinance – Drafted and recommend by the Town attorney. Frank explained what this ordinance was about. Discussion took place regarding the Town of Lamartine going in with another local municipality to hold municipal court to take care of violations that occur in the township. Randy moved seconded by Travis to adopt the Short-Term Rental Licensing ordinance. Motion carried 3-0.

7:30 PM PUBLIC BUDGET HEARING
With the time being 7:30 Pm, Randy seconded by Frank moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0.

With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2019 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.

The proposed 2020 Budget of the Town of Lamartine was read aloud by Chairman, Frank Bartzen. Please see Attachment “A”—“Summary of Proposed 2020 Budget”. Discussion took place. The annual garbage and recycling charge per household will increase $3.00 to $168.00. Frank asked if there were any questions. Nick Kuik made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Roger Grade seconded the motion. Motion carried unanimously.

SPECIAL TOWN MEETING
A. A motion is called for to consider adoption of a resolution by the town meeting endorsing a town board resolution which proposes that the town levy exceed the state allowable levy limit under s. 66.0602 of Wis. Statutes, specifically a proposed tax levy which would exceed the allowable town tax levy for 2019, before adjustments, by 10 percent, for a dollar increase of $44,546. Nick Kuik seconded by Mary Kuik moved that the town adopt this resolution as stated above. Motion carried unanimously.
B. Motion to ADOPT “Resolution for Electors to Adopt the Town Tax Levy at a Special Town Meeting of the Electors”. Approving the 2019 total town tax levy $ 542,222 to be collected in 2020 pursuant to s. 60.10(1)(a) of Wis. Statutes. (Motion by Electors) – Nick Kuik moved seconded by Roger Grade that the town adopts the resolution for the electors to adopt the town tax levy setting the 2019 town tax levy at $542,222.00 payable in 2020. Motion carried unanimously.
C. Call for a motion to adjourn the Special Town Meeting. (Motion by the Town Electors) Nick Kuik moved seconded by Frank Bartzen to adjourn the special town meeting. Motion carried unanimously.

Town Board Meeting Continues—with the first order of business being:
A. Calling of the November Board Meeting back into order – Frank called the monthly board meeting back to order.
B. Motion to adopt the final 2020 Budget as presented – Randy moved to adopt the 2020 budget as presented. Travis seconded the motion. Motion carried 3-0.

NEW BUSINESS:
b. Board Action – Consider Wage Increase for Part-time Road Employees – Justin suggested that the part-time plow driver’s hourly rate be increased by $1.00. Randy moved that the part-time drivers receive an increase of $1.00 per hour beginning January 1, 2020. Travis seconded the motion. Motion carried 3-0.

Approval of Monthly Vouchers & Checks – Randy seconded by Travis moved to approve the vouchers presented for payment. Motion carried 3-0.


Adjournment – Randy seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at
8:00 Pm.
