Board Meeting Minutes
November 12, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the November meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
October Board Meeting Minutes (10/8/2018) – Roger seconded by Randy moved to approve the October Town Board meeting minutes as presented. Motion carried 3-0.
Treasurer’s Report – Greg read the October Treasurer’s report aloud. The ending balance as of 10/31/2018 was $446,120.59. Randy moved seconded by Roger to approve the treasurer’s report as presented. Motion carried 3-0.
REPORTS & COMMUNICATIONS
a. Road Report—Frank introduced the new Town Road Supervisor, Justin Weeks. Rich Buteyn retired 10/31/2018, the town thanks Rich for his 16 years of service to the township. Frank noted that there are some repairs needed on the International and Dodge Duley. The third cutting of the roadside is 75% done before the weather changed.
i. Culvert Permit Report--NONE
ii. Update Vision Triangle @ Brown Road & Nelson Road—Frank explained that the letter to this property owner will be going out soon and a meeting date will be set up to meet with them to discuss the vision concerns received by the board.
b. Monthly Building Permit Report—Frank read the monthly building permits issued this past month.
c. Update on Road Supervisor Position – (Please see a. above)
d. ELECTION – Tuesday, Nov. 6, 2018 – General Election—RESULTS – Clerk Jill Randall reported that Lamartine had 925 voters. The Republican candidates received the majority of the votes. 92 absentee ballots were issued for this elections.
e. Update on Hefty Sign legal matter – Attorney Parmentier is getting ready to take depositions for this case.
f. Report on possible new cell tower in township—Frank explained that a new cell tower site is being looked at in the township. About ¾ of a mile from the Orchard Road tower. In the last state budget many town rights were taken away on governing cell towers. Towns are able to negotiate with each cell tower owner.
a. Board Action – Certified Survey Map (CSM) Weber / Shepard—Discussion took place regarding this CSM. Randy moved seconded by Roger to approve the CSM. Motion carried 3-0.
b. Board Action – Certified Survey Map (CSM) Ed Montsma – Discussion took place regarding this CSM. Randy moved seconded by Roger to approve this CSM. Motion carried 3-0.
c. Board Action – Junk issue at N6891 Hageman Road—Frank reported that a letter was sent to this property owner requesting that he call the town to discuss the junk on his property. Frank told him the town was requesting that he send a letter detailing when the cleanup would begin and when he planned on having it done. Frank thinks the town should consider beefing up the town junk ordinance.
7:30 PM PUBLIC BUDGET HEARING
With the time being 7:30 Pm, Randy seconded by Roger moved to recess the Monthly Town Board Meeting and proceed into the Budget Hearing and the Special Town Meeting. Motion carried 3-0. With all notices having been properly published and posted, Frank Bartzen, Chairman of the Town of Lamartine, called the 2018 Budget Hearing Meeting to order, per Section 60.40(3) of the Wisconsin State Statues.
The proposed 2019 Budget of the Town of Lamartine was read aloud by Treasurer Greg Michels. Please see Attachment “A”—“Summary of Proposed 2019 Budget”. Discussion took place. The annual garbage and recycling charge per household will increase to $165.00. The town is going to automated cart pick up for all refuse. Each home will be receiving a 96 gallon cart for garbage and one for recycling. The town will also be going to recycling pick up of every other week. As soon as the carts are ready they will be delivered to each home with instructions on how to use and where they need to be placed for the automated pick up. There will also be a calendar with the pick-up days marked on it. Frank asked if there were any questions. Nick Kuik made a motion to adjourn the Budget Hearing and proceed to the Special Town Meeting. Greg Michels seconded the motion. Motion carried unanimously.
SPECIAL TOWN MEETING OF THE TOWN OF LAMARTINE
Approving the 2019 highway expenditures pursuant to Section 82.03(2) of Wisconsin Statutes—Frank called for a motion to approve the 2019 highway expenditures at $346,000.00. Kevin Schwin made a motion seconded by Nick Kuik to approve the 2019 highway expenditures. Motion carried unanimously.
Approving an increase in the per diem paid to elected officials to $50.00 for a half day meeting and $100 for a full day meeting—Nick Kuik moved seconded by Kevin Schwin to approve the per diem increase as stated.. Motion carried unanimously.
Adopting the 2018 tax levy to be paid in 2019 pursuant to Section 60.01(1)(a) of Wisconsin Statutes—Frank called for a motion to adopt the 2018 town tax levy payable in 2019 at $471,555.00. Nick Kuik seconded by Kevin Schwin moved to adopt the town tax levy at $471,555.00. Motion carried unanimously.
Frank, with all business having been completed, called for a motion to adjourn the Special Town Meeting. Frank Bartzen seconded by Roger Grade moved to adjourn the special town meeting. Motion carried unanimously.
Frank called the regular Town Board meeting back to order. The first order of business; being to call for a motion to adopt the final budget for 2019 (See Attachment “A”) as presented, per Wisconsin State Statute 60.04(4), thus setting the Local Tax Levy at $471,555.00. Roger made a motion to adopt the 2019 budget as presented. Randy seconded the motion. Motion carried 3-0.
Town Board Meeting Continues where it left off…
d. Board Action – Possible Deed back of Foss Road – Discussion took place about the possibility of deeding back Foss Road to the property owner at the end of Foss Road. Randy moved seconded Roger to check this out with the town attorney. Motion carried 3-0.
e. Board Action – Operator License for Cindy Roate – Randy moved seconded by Roger that an operator’s license be issued to Cindy Roate provided the background check does not come back with any alcohol or drug related violations. Motion carried 3-0.
f. Board Action – Town Selling excess snow plows – Discussion took place regarding the plows the town would consider getting rid of. Roger moved seconded by Randy that the town get rid of these plows for the best price Frank and Justin can manage. Motion carried 3-0.
g. Board Action – Purchase of pressure washer—Discussion took place about pressure washers. This item was tabled so more research can be done.
h. Board Action – Request from Alliant to reduce Right Away Ordinance Fees. Frank explained that Alliant had no problem with the annual fee charged by the town. Frank will talk to his Alliant contact about this and make sure he is understanding how it all works.
Approval of Monthly Vouchers & Checks – Roger seconded by Randy moved to approve the vouchers presented for payment as well as give the clerk and treasurer permission to pay US Bank Visa when the statement arrives, a retirement check to Rich Buteyn and the annual dog license fees to the county by the end of the month. Motion carried 3-0.
Adjournment – Randy seconded by Roger moved to adjourn the meeting. Motion carried and the meeting adjourned.
