Board Meeting Minutes
May 14, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the May meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
April Board Meeting Minutes (4/9/2018) – Roger moved to approve the April Town Board Meeting minutes as presented. Randy seconded the motion. Motion carried 3-0.

Treasurer’s Report – Greg read the April Treasurer’s report aloud. The ending balance as of 4/30/2018 was $661,969.22. Randy moved seconded by Roger to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment: A thank you was expressed for placement of a new road sign by Wonser Rd. A concern was addressed regarding a culvert on Hillcrest Road north of County Rd T.

Board Action - Conditional Use Permit Requests (Plan Commission Public Hearings held 5/7/2018)
C&B Ventures, LLC - Board Action on Plan Commission’s recommendation voted on at a Public Hearing 5/7/18- at 6:00 Pm. Request from Mueller Excavating for a Conditional Use Permit (CUP) to remove excess clay off site for wetland and habitat restoration on the C & B Ventures LLC property. This Conditional Use Permit is requested under Section 16 in the Lamartine Zoning Ordinance. The property use is currently for wetland habitat. The current zoning of this property is: Intensive Farmland Preservation (IFP). Parcel I.D. No. T12-15-16-36-04-001 involving approximately 20.3 acres located in the SE ¼, Sec.36, Town 15 North, Range 16 East, Town of Lamartine, Fond du Lac County, Wisconsin (W7302 State Road 151). Clerk, Jill Randall reported that the Plan Commission voted 5-0 to recommend to the Town Board that the CUP be granted with the condition that the Conditional Use Permit document drafted by the town attorney be signed by Mueller Excavating. Chairman Bartzen noted the hours of operation and that a certificate of insurance for the town, in the proper amounts would be necessary. Randy seconded by Roger moved to approve a CUP for the C&B Ventures property by Mueller Excavating with the condition that the attorney drafted document is signed by Mueller as well as all the other items requested in the CUP document are provided to the town. The voice vote results were as follows: Frank—YES, Randy—YES and Roger—YES. The Town Board voted 3-0 to grant a conditional use permit as stated above to Mueller Excavating Inc. Tulledge & Wegner Revocable Trust - Board Action on Plan Commission’s recommendation voted on at a Public Hearing 5/7/18- at 6:45 Pm. A request was submitted by Jeff Butzke, Compass Surveying, LLC on behalf of his clients Patricia Tulledge & Wegner Revocable Living Trust. The request was for the creation of a lot around existing farm residences by CUP without the need to rezone. This Conditional Use Permit is requested under Section 7.4 in the Lamartine Zoning Ordinance. The property use is currently the original farmhouse of the Tulledge farm. The current zoning of this property is: Farmland Preservation – Moderate. The property is described as follow: Parcel I.D. No. T12-15-16-27-03-001-00. Approximately two (2) acres of future CSM located in a part of the SW ¼ of the NE ¼, Sec.27, Town 15 North, Range 16 East, Town of Lamartine, Fond du Lac County, Wisconsin (N5559 County Road Y). Property is owned by Patricia Tulledge & Wegner Revocable Living Trust. Clerk, Jill Randall reported that the Plan Commission voted 5-0 to recommend to the Town Board that the CUP be granted. Roger seconded by Randy moved to approve a CUP for the creation of a lot around existing farm residences by CUP without the need to rezone. The voice vote results were as follows: Frank—YES, Randy—YES and Roger—YES. The Town Board voted 3-0 to grant a conditional use permit as stated above to Patricia Tulledge & Wegner Revocable Living Trust. Vision-Aire Acres, LLC - Board Action on Plan Commission’s recommendation voted on at a Public Hearing 5/7/18- at 7:30 Pm. A request was submitted by Jeff Butzke, Compass Surveying, LLC on behalf of his client Vision-Aire Acres. The request was for the creation of a lot around existing farm residences by CUP without the need to rezone. This Conditional Use Permit is requested under Section 7.4 in the Lamartine Zoning Ordinance. The property use is currently the original residential buildings and outbuildings of this Base Farm Tract. The current zoning of this property is: Farmland Preservation – Moderate. Parcel I.D. No. T12-15-16-11-10-001-00. Approximately 2.7 acres of future CSM located in a part of the NW ¼ -SW ¼ Sec.11, Town 15 North, Range 16 East, Town of Lamartine, Fond du Lac County, Wisconsin. This property is located at W8046 & W8042 State Road 23 and is owned by Vision-Aire Acres, LLC. Clerk, Jill Randall reported that the Plan Commission voted 5-0 to recommend to the Town Board that the CUP be granted. Let the record show that Supervisor Roger Grade abstained from voting on this matter. Frank seconded by Randy moved to approve a CUP for the creation of a lot around existing farm residences by CUP without the need to rezone. The voice vote results were as follows: Frank—YES, and Randy—YES. The Town Board voted 2-0 to grant a conditional use permit as stated above to Vision-Aire Acres. REPORTS & COMMUNICATIONS
a. Road Report—
i. Culvert Permit Report--NONE
ii. Update on State Hwy 23 reconstruction—Frank reported that the reconstruction of a portion of State Hwy 23 in mid-June to replace the bridge deck on the bridge before County Rd I. No one will be allowed to drive on this closed portion of the road from Rolling Meadows Drive to Rosendale.
iii. Update State Hwy 151- County Y overpass repair – The repair of the County Road Y overpass will begin about June 21 through August 30, 2018. If there is a meeting on this road closure / repair it will be held in Fond du Lac and the town will be notified of the date and time.
iv. Update on board road tour—The town board toured the township roads on April 25th to review what work needed to be done in 2018.
v. Introducing new Road Supervisor Dennis Hopp – Frank welcomed the new road supervisor Dennis Hopp who started today, May 14th.
Frank reported on problem culverts in the township. Smith Road culvert is washed out and needs to be replaced. They are waiting for the water to go down and then the area water will need to be pumped and diked. Nelson & Forest Ave culvert needs to be replaced. Lincoln Ave just past A to Z Hydraulic needs to be replaced also. There was a major wash out of the culvert on Orchard Road. The road had to be closed for a time. The DNR will have to be in on this culvert replacement as it is in a wetland area so a permit from the state will be needed. Frank met with the DNR earlier today and they are getting the ball rolling.

Frank also noted that he met with Mike Nolan from Nolan Insurance to go over the town insurance. The property now is insured for $2,353,000.
a. Monthly Building Permit Report - NONE
b. Update of the 2018 ANNUAL TOWN MEETING—Tuesday, April 17, 2018- Frank reported that our representative from Advanced Disposal cancelled and rescheduled a meeting with the board for the June 11, 2018 Town Board meeting at 7:00 P.M.
c. Board of Review (BOR)—May 22, 2018—4:00 Pm to 6:00 PM at the LMBMR

OLD BUSINESS:
a. Board Action on Updated Town of Lamartine Building Requirements form—After much discussion; Randy seconded by Roger moved to table this item as well as the next item (Old Business b. Updated Permit Issuer Job Description) to another meeting when Pete Michels, Permit Issuer is available to attend and offer his input on these items. Motion carried 3-0. Another date for this meeting will be planned. This meeting will be posted as required by state statue.
b. Board Action on Updated Permit Issuer Job Description (see motion above (Old Business a.)
c. Board of Appeals terms expiring the 2nd Monday in June for:
vi. Greg Michels
vii. Paul Dercks
Randy moved to reappoint Greg Michels and Paul Dercks to the Board of Appeals Board for another two year term. Roger seconded the motion. Motion carried 3-0.
2. NEW BUSINESS:
a. Board Action - Town Conducting an Annual Dog Count – Discussion took place regarding the dog count that the board votes annually to conduct may as well be voted on to do every year without the board voting on this item each year. Randy moved seconded by Roger that the town conducts an annual dog count each and every year. Motion carried. 3-0.
b. Board Action – Crack Filling Quote for 2018 season – Frank received a quote from Crack Filling Services to complete the 2018 crack filling that the town felt needed to be done for $12,200.00. Roger moved to approve the crack filling quote. Randy seconded the motion. Motion carried 3-0.
c. Board Action – Proposal / Contracts for Country Touch Lawn mowing at both town cemeteries- Discussion took place regarding the town hiring Country Touch again this year to mow and trim at the cemeteries. This upcoming mowing season the town will have extra labor available to handle the cemetery mowing. Roger seconded by Frank moved to not renew the contracts with Country Touch Lawn Mowing for the 2018 season. Motion carried 3-0. Rich Buteyn is training his replacement; Dennis Hopp and the town feels that they will be able to handle this job. The board noted that County Touch did a good job and their services may be used again in the future.
d. Discussion / Board Action – Dodge Truck – Frank reported that the Dodge pickup truck used by the road supervisor really needs to have the box of the truck sand blasted, primed and painted from the cab back. The town received a quote from Futureworks for $2500. Randy seconded by Roger moved to have this project done by Futureworks in June or July. Motion carried 3-0.
e. Donation of an AED Unit for the Town hall—Frank reported that the new AED unit is installed in the meeting room. The unit was paid for by Agnesian Healthcare Foundation (THANK YOU!!). There will be upcoming training on how to use this equipment.
f. Veteran Memorial /Cemetery Committee Requests—Greg reported that the following list of items were things the committee would like the town board to act on.
(a) Board Action – Appointing Sue Seresee and Ellen Gottinger to the Vet Mem/Cem. Committee – Frank seconded by Randy moved that the board appoint Sue and Ellen to the committee and seek to add one more person to be a member on this committee by the time the committee meets again. Motion carried 3-0.
(b) Board Action- Raising fees for cemetery plots at North Lamartine Cemetery – Roger seconded by Randy moved to increase the purchase price of each gravesite at the North Lamartine cemetery to $450.00 as recommend by the committee. Motion carried 3-0.
(c) Board Action – Purchase of new flag pole for Anderson Cemetery – This item no longer requires action.
(d) Board Action – Approve purchase of signs for display at both Anderson & North Lamartine Cemeteries – Greg reviewed quotes on the cost of signs to be made and placed at both Anderson & North Lamartine Cemeteries directing donations for cemetery repairs to the township. Frank seconded by Roger moved to purchase two 12 x 18 signs at the quoted price. Motion carried 3-0.
(e) Board Action – Watertown Memorial Co. Quote to repair stones at cemeteries – Greg reported the cost and possible ways the town could go about getting the North Lamartine Cemetery stones repaired. Randy moved that the town hire 3 men at $210.00 /hour from Watertown Memorial Co. to work for two days on the north side of the driveway and see what it looks like to start with. Roger seconded the motion. The town will provide the pea gravel and let them use this gravel right off the town duley truck. Motion carried 3-0.

Approval of Monthly Vouchers & Checks— Frank moved seconded by Roger to approve the checks and vouchers as presented. Motion carried 3-0.

Adjournment—Randy moved seconded by Roger to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:15 P.M.
