Board Meeting Minutes
February 11, 2019
With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
January Board Meeting Minutes (1/14/2019) – Roger seconded by Randy moved to approve the January Town Board meeting minutes as presented. Motion carried 3-0.
Treasurer’s Report – Greg read the January Treasurer’s report aloud. He noted that the last of the personal property taxes has been collected. The ending balance as of 1/31/2019 was $1,353,729.76. Frank moved seconded by Randy to approve the treasurer’s report as presented. Motion carried 3-0.
Several town citizens were in attendance at this meeting regarding possible ATV routes on the town roads. Frank explained that they needed to request to have this item put on the agenda so the board could take action on the matter. He further asked that those interested should consider if they are going to form a club, which roads they would be using and what routes they wished the town to consider. When they get the plan put together they should arrange to be on the board meeting agenda.
Sarah Everson, Fond du Lac County Board Supervisor stopped in to say hi and see if there was anything anyone needed.
REPORTS & COMMUNICATIONS
a. Road Report—
i. Culvert Permit Report -- NONE
ii. Board Action – Spring Road Posting – Randy seconded by Roger moved to post weight limits on the town roads when / if needed. Motion carried 3-0. Frank and Justin informed the board that the town was considering the purchase of a bolt bin for the shop. The cost would be approximately $795.00.
iii. 2018 Bridge Report—Frank read the annual Bridge Report prepared by Fond du Lac County for the town road bridges; Brown Road Bridge, Townline Road Bridge and Forest Avenue Road Bridge. The complete report is on file in the clerk’s office.
iv. Update on truck repairs—Frank and Justin updated the board on recent truck repairs.
**Frank reported that Alliant Energy has notified the town that they will be doing work on County Road Y moving the power poles and lines.
b. Monthly Building Permit Report – Frank read the building permits issued this past month aloud.
c. C & B Ventures hauling fill in out of Highway 151 property access – Frank reported that the hauling has begun for this property again for the next month and a half or so.
d. Update on Building Committee Meeting report (see New Business a. for item requesting board action) – Greg reported that the building committee met to look at painting quotes that they had gathered to paint at the town hall. The board will take action on the paint quotes later at this meeting. Greg also asked the board to appoint Bernie Ritger to the building committee. Frank moved seconded by Randy that Bernie Ritger be appointed to the building committee. Motion carried 3-0.
a. Update on N6891 Hageman Road junk issue—Property owner is not happy that the board is asking him to get this property clean up on a time frame. Randy moved that the town have our attorney start writing letters to the property owner and have Matt (town attorney) write up what the property owner needs to do. Roger seconded the motion. Motion carried. 3-0.
b. Update on Possible Deed Back of Foss Road – The Quit Claim deed was signed as needed by the property owner to straighten out a property line. Town Attorney Matt Parmentier will have this recorded and move forward with the vacating of this road.
c. Update on Pinno Road drainage issue—The DNR will be holding a meeting regarding drainage issues with Seven Mile Creek (which is part of the drainage problem on Pinno Road) Tuesday, February 19, 2019 @ 9:30 Am at the Town of Lamartine Municipal Building meeting room. Much discussion took place regarding this matter. Discussion also took place regarding how much of Pinno road the town really owns as there is no deed showing it was ever deeded to the township.
a. Board Action – Building Committee presenting quotes for painting at town municipal building – Greg presented several quotes for painting different areas of the town hall. Randy seconded by Frank moved to accept the bid for $3045.00 from Meixensperger Painting to do the entire job (painting all the areas specified as needing to be painted by the committee). Motion carried 3-0.
b. Set date for Road Supervisor Review – A closed session meeting will be held at 6:00 Pm on Monday, March 11, 2019 (before the 7:00 Pm board meeting) to complete the road supervisor’s review.
Update on Hefty Sign legal matter-- The Town Board intends to convene into closed session pursuant to Wis. Stat. 19.85(1)(g) for the purpose of conferring with legal counsel for the Town who is rendering oral or written advice concerning strategy to be adopted by the Town with respect to litigation in which it is or is likely to become involved and pursuant to Wis. Stat. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business because bargaining reasons require a closed session. In the closed session, the Town Board will discuss the lawsuit involving Hefty Sign Company. Frank read the above statement aloud. Roger seconded by Randy moved that the town board convene in closed session to discuss the options presented by our town attorney in this legal matter. After much discussion Roger moved that this item be tabled to a future meeting with the town attorney in attendance. Randy seconded the motion. Motion carried 3-0. Randy moved seconded by Frank the board move out of closed session and reconvene in open session. Motion carried 3-0.
Approving the monthly vouchers and checks – Randy moved seconded by Roger to approve the vouchers as presented. Motion carried 3-0.
Adjournment – Roger seconded by Randy moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:45 Pm.
Board discussion with Road Supervisor on future wants & needs of the department. Shop Tour – No decisions will be made at this time. Any matters that require board action will be added to the agenda of the next board meeting or a special meeting will be planned and posted.
