Minutes Dated: April 10, 2012

With notices of the Annual Meeting having properly been posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2012 Annual Town Meeting to order at 7:30 PM at the Lamartine Municipal Building Meeting Room.

Also present at this meeting were Supervisors Mike Suprenand and Bruce Rhode; Treasurer, Greg Michels; Clerk, Jill Randall, and Constable Harold Birschbach. There were 11 other people signed in at this meeting.

Frank led the Pledge of Allegiance.

MINUTES—Larry Conger seconded by Randy Kuik made a motion to dispense with the reading of the 2011 Annual Town Meeting minutes and accept them as presented. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.

DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Greg Michels made a motion that the town continues to use US Bank. Harold Birschbach seconded the motion. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.

ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Randy Kuik seconded by Greg Michels made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.

2011 FINANCIAL REPORT—Greg read the 2011 Financial Report. Questions or concerns were called for from the residents. Hearing none, Joe Birschbach moved to accept the 2011 Financial Report as presented. Randy Kuik seconded the motion. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.

ROAD WORK— Frank offered a big thank you to Rich Buteyn, Town Road Supervisor and his staff for a great job done this past year plowing and maintaining the roads and keeping the equipment and property in such good shape.
A. Roadwork completed in 2011—Frank reported what roads the Town did work on in 2011.

B. Roadwork for 2012—Frank explained the road projects the Town was considering for completion in 2012.

OLD BUSINESS—Resident Concerns—

A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported the committee met at the end of March. The Fire Department has taken over handling Community Day. The committee discussed moving forward this year adding the one veteran name they received to the memorial. Delores Braun has been contacted for assistance in redoing the flower beds at the memorial park. The committee will be taking a serious look at the cemeteries the town cares for. Rich will look at a tree at the North Lamartine Cemetery that needs to come down. The Veteran Memorial Cemetery Committee will now meet only three times per year (June 2012. Sept. 2012 and March 2013).
B. Update on the Fond du Lac County Farmland Preservation Plan—Frank reported that the County has completed approximately 80 – 90% of their Farmland Preservation Plan. They are taking each municipalities plan and incorporating it into their plan. The Plan must be completed by 2013. The Town of Lamartine will have to take a look at the Town Comprehensive Plan again and have it recertified by the state in 2013.


A. Fire Department Report—Chief Joe Birschbach—Joe reported that the fire department buried a pioneer of the township fire department Al Dinse. Al was one of the first department members. The 2012 membership remains strong with 38 members. This past year the fire department purchased a used truck. Joe thanked the truck committee, Jeeps, Futureworks, Balken’s Auto Body, Agromatic and Mr. Machine (Dan Kindschuh) and the Town for their help and support. The Fire Department then presented to the Town a check for over $21 thousand dollars toward the truck purchase.
B. Date for 2013 Annual Town Meeting—Harold Birschbach moved to hold the 2013 Annual Town meeting on the third Tuesday in April being April 16, 2013 but move the time to 7:00 Pm instead of the usual time of 7:30. Motion failed due to the lack of a second. Greg Michels made a motion seconded by Joe Michels that the 2013 Annual Town Meeting be held on the third Tuesday in April being April 16, 2013 @ 7:30 Pm at the Lamartine Municipal Building Meeting Room. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.
C. Community Day Clean up Status—Mike Suprenand—Mike explained that again this year there would be no particular day set up for Roadside Clean up. He hoped that people continue to clean their roadsides, adding that it looks like they are, as they have in the past.
D. Update on Town Revaluation—Frank reported that Bowmar has completed revaluating about 37% of the town. They are currently working in sections 25 and 26. Measuring the outside of homes and buildings, taking pictures and viewing the inside. They will leave a card if you are not home when they stop and property owners can call them and make an appointment.
E. Well Water Sampling for Town Residents: Sample jar Distribution & Collection Dates— The Town will distribute sample collection jars on Wednesday, April 11th from 8:00 Am to 11:00 Am and 4:00 Pm to 6:00 Pm. After well sampling the Town will collect residents filled sample jars Monday, April 16th at 6:00 Am to 8:00 Am and again at 4:00 Pm to 6:00 Pm. The results meeting will be held Tuesday, May 22, 2012 at 6:30 Pm until 8:30 Pm at the Rolling Meadows Meeting Room, 560 W Rolling Meadow Drive, Fond du Lac—Please note that individual homeowner’s results will be kept confidential. Bottles were offered for distribution to anyone interested after the Annual Town meeting. The County is asking that anyone who knows of any unused wells in the township to mark the location on a map they have provided so proper well abandonment for these wells can be looked into. The map and literature regarding unused well abandonment will be available at the well water sampling bottle distribution and collection dates.

With no further business to discuss, Harold Birschbach made a motion to adjourn the 2012 Annual Town Meeting. Lawrence Ford seconded the motion. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays. Meeting adjourned at 8:25 Pm.
