Board Meeting Minutes
April 10, 2017
With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors Bruce Rhode & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. March Board Meeting Minutes (3/13/17)—Bruce seconded by Roger moved to accept the March minutes as presented. Motion carried 3-0.
Treasurer’s Report—Greg read the March Treasurer’s report aloud with an ending balance of
$607,334.27. Roger moved to approve the treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.
Public Comment: Sarah Everson, County Board Supervisor for the Town of Lamartine was here to say Hi and see if there was anything the town needed from her.
Frank informed the board that he was setting up an informational meeting with the town board and the plan commission to review some items in the town zoning ordinance that need to be updated. This meeting would be set for Monday, May, 1, 2017 at 6:30 Pm at the LMBMR. Notices would be sent out to the plan commission members.
REPORTS & COMMUNICATIONS
a. Road Report—Rich Buteyn the town road supervisor reported on the condition of the town roads.
i. Culvert Permit Report--NONE
b. Monthly Building Permit Report—Frank read three (3) building permits issued in the past month.
c. ELECTION Results– Spring Election (Local Race also) – April 4, 2017 – The clerk read the results of the Spring Election. Lamartine had 255 voters which is about 22% of the eligible voters of the township. Nine people voted absentee. The election brought changes to a couple positions on the town board. The 1st Supervisor position will now be held by Randy Kuik and the Constable position will be held by Katie McNamara. A big thank you to Bruce Rhode and Harold Birschbach for their years of service on the town board.
d. 2017 ANNUAL TOWN MEETING—Tuesday, April 18, 2017 at 7:00 PM at the Lamartine Municipal Building meeting room.
e. Open Book of the Assessment Roll—April 18, 2017 – 3:00 to 5:00 PM – At the Lamartine Municipal Building meeting room.
f. Board of Review (BOR)—May 16, 2017—4:00 Pm to 6:00 PM at the LMBMR—The property owner must complete and submit a Notice of Objection to schedule an appointment to appear before the Board of Review. Please call Clerk, Jill Randall at 920-960-7835 to receive the form and get an appointment scheduled.
g. Veteran Memorial – Cemetery Meeting Update—Held March 27, 2017—Greg reported that they did not have any new names to add to the memorial this year. He asked that the committee be contacted if anyone has a veteran’s name to be added to the memorial. The cemeteries are still in need of having stones fixed. The committee hopes that possibly the town will be able to put some money in the 2018 budget for repairs at the town cemeteries. Discussion took place about the flags that fly each summer from the light poles in the “village”. Ed Monstma’s team will again put the flags up and take them down this season.
h. Announcement of DOT Meeting regarding County Y overpass repair—A meeting will be held here at the LMBMR on Monday, May 18th from 5:00 to 6:00 PM for area local officials and from 6:00 to 7:00 PM there will be a meeting for the general public. Frank explained that someone hit the overpass and now it is in need of repairs.
a. Update – Letter of Credit or other financial instrument to secure road paving for Woodland Estates by SID Investments—Town Attorney, Matt Parmentier is going to call or send a letter to Scott Swick to inquire as to when this letter of credit /financial instrument will be in place to assure the final black topping lift for Thomaswood Trail and complete SID Investment’s obligation to the town as stated in the Developer’s Agreement they have signed with the town.
Bruce seconded by Roger moved to change the order of the agenda and move the Closed Session portion of this meeting to the end of the meeting agenda. Motion carried 3-0.
b. Update / Board Action Hefty Sign Company Application—Frank recognized Jeff “Hefty” Schmidt here to resolve a dispute / discrepancy his company is having with the town regarding a billboard he has erected on State Road 23 in the township. Mr. Schmidt at the towns’ request has completed and submitted a sign application and the appropriate fee. A building permit was issued for the erection of this sign months ago. The town feels that correct procedure was not followed in this matter. The Town believes that this sign is not legal according to town ordinance. Mr. Schmidt states that he has reviewed the towns’ ordinance and disagrees with the interpretation that the town has regarding the placement of this sign / billboard. Mr. Schmidt believes it fits within the towns’ ordinance and will take this as far as necessary. The billboard is already in place; is a nice looking sign that advertises an area business on a main highway which is not even a town road. Roger moved to table this item so the board can confer with legal counsel on this matter. Bruce second the motion. Motion carried 3-0.
c. Update Heimrich Road winter closure. Frank explained that the DNR representative has told him and Gary Miller from Town of Eldorado that there has been some issues to address before they can give their blessing on the winter closure of Hageman Road. The Towns’ of Lamartine and Eldorado have been working jointly with the DNR to get a gate and permission to close Hageman Road to vehicular traffic during the winter and early spring. There has been problems with people tearing up the road and roadside with their vehicles during the wet spring. The DNR will not allow the towns to keep the road closed past April 10th so the turkey hunters can get back in this area to hunt. No action is required by the board at this time. This was for the board’s information only. Frank will continue to work with the DNR on this matter.

Frank will speak to the individuals listed above and see if they are interested in serving another term. This item will be on the May 8, 2017 Town Board Meeting agenda.
CLOSED SESSION: Update / Board Action Driveway issues on Thomaswood Court--
Frank made a motion that the Town Board now convene in closed session. He read the following statement aloud. The Town of Lamartine Town Board intends to convene into closed session meeting pursuant to Wis. Stat. § 19.85(1)(g) for the purpose of conferring with legal counsel for the Board who is rendering oral or written advice concerning strategy to be adopted by the Town in litigation in which the Town is or is likely to become involved. During the closed session, the Town Board will discuss the property located at N5382 Thomaswood Court. Roger seconded the motion. Motion carried 3-0 and the board went into closed session.
Bruce moved to reconvene in open session. Roger seconded the motion. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Bruce moved seconded by Frank that the board approve the vouchers as presented. Motion carried 3-0.
Adjournment— Bruce moved seconded by Roger to adjourn the meeting. Motion carried 3-0 and the meeting adjourned.
