TOWN OF LAMARTINE
Town Board Meeting
Minutes Dated: April 11, 2011
With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also in attendance at this meeting.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the March Board Meeting minutes.
Bruce seconded by Frank made a motion to approve the March Board meeting minutes as presented. Motion carried 3-0.
Frank asked Greg to read the March Treasurer’s report. The ending balance as of 3-31-11 is $545,885.28. Mike moved to accept the Treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.
REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that the roads are not too bad after the winter. There are some wide, deep cracks that will have to be filled. It looks like there will be approximately a 15% increase in the cost of blacktop. He will go into further detail at the Annual Town Meeting tomorrow night. The road equipment has held up pretty well this winter as well.
B. Zoning Ordinance Update—Frank announced that the Town Board has scheduled a Public Hearing to be held by the Plan Commission on April 19, 2011 at 6:30 Pm at the Lamartine Municipal Building Meeting Room This meeting is to review the Adult Entertainment & Solar Panel Ordinances that are part of the Town Zoning Ordinance. There are also a couple of minor changes/amendments to be made in the original zoning ordinance.
C. Election Results – Spring Election – April 5, 2011—Clerk, Jill Randall stated that the town saw approximately a 41% voter turnout for the Spring Election with 561 voters. Election results were read aloud. (An official copy of the election results are filed with these minutes).
D. Update--County Bridge Replacement Project—Public Meeting for all County projects held on March 16, 2011 at the Lamartine Municipal Building Meeting Room—Frank attended this meeting with about 8 other people. The CTH T bridge project will begin in September – October 2011. The road will be closed 60 – 90 days.
E. ANNUAL TOWN MEETING - Tuesday, April 12, 2011 at the Lamartine Municipal Building Meeting Room at 7:30 Pm—ALL WELCOME TO ATTEND
F. Update—Letter sent by Town to Paul Reis – Forest Ave Road regarding parking semi on Treptow Lane overnight—Mr. Reis received the letter sent by the town. Frank received a call from Mrs. Reis stating that Paul was not home and she would call Frank back, but he received no call back. The Town will wait and see if a call is returned and if Mr. Reis continues to park on Treptow Lane.
G. Tornado & Severe Weather Awareness Week—April 11th – 15th, 2011—Thursday, April 14th a mock tornado watch for the entire state will be declared at 1:00 PM. A mock tornado warning will be issued for the Fond du Lac CTY at 1:20 Pm (conclude at 1:25 Pm) There will be NO “ALL CLEAR”. Frank spoke of the above referenced weather awareness week.

Frank asked if anyone had any questions regarding the ordinance updates listed above that will be addressed at the April 19, 2011 6:30 Pm public hearing. No one had any questions.
A. Discussion / action on Road Posting—Discussion took place regarding posting of select town roads during the surrounding road construction and bridge reconstruction projects. Forest Avenue Road for instance will most likely become a short cut instead of taking the posted detours. Mike made a motion to post weight limits on Forest Avenue Road at a 10 ton limit beginning June 1, 2011 until construction is completed. Bruce seconded the motion. Motion carried 3-0. Frank will call the chairman of Springvale and ask him to post their road from STH 26 to CTH C.
B. Discussion / action on rezoning forms and costs to rezone—Discussion took place regarding application fees for rezoning, conditional use permits, certified survey map review, plan reviews and variances. Mike moved seconded by Bruce to go with the five fees as discussed:
Rezoning A-T District $ 480.00
Rezoning Farm Preservation $ 980.00
Comprehensive Plan Amendment $ 600.00
Zoning & Plan Amendment $1200.00
Variance $ 380.00
Conditional Use Permit $ 480.00
CSM Filing $ 100.00
Final Plat Review $1000.00
Motion carried 3-0. Wages to be paid to Town Zoning Administrator Pete Michels and the Plan Commission will be discussed and acted on at the May 9, 2011 Town Board Meeting.
C. Approval to issue Operator’s License for Samantha Albrecht (Rascals Bar)—The clerk reported that there was nothing found in the background check on Samantha Albrecht. Mike seconded by Frank moved to approve issuing an operator’s license to Samantha Albrecht. Motion carried 3-0.
Approving the monthly vouchers and checks—Mike moved to approve the vouchers as presented for payment. Bruce seconded the motion. Motion carried 3-0.
With no further business to discuss, Bruce seconded by Mike made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:55 Pm.
