Board Meeting Minutes
April 11, 2016
With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisors; Bruce Rhode & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. March Board Meeting Minutes (3/14/16)—Bruce seconded by Roger moved to accept the March minutes as presented. Motion carried 3-0.
Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $689,465.45. Roger moved to approve the treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.
A reminder was made by Supervisor Rhode to keep an eye on the Forest Avenue ditch matter and bring the parties together for a meeting as stated at a previous board meeting.
Jeff Dunn and Jerry Prosser, representing Schraven Circle residents, expressed concern for last year’s chip sealing and all the left over gravel in the ditches and yards of the property owners on Schraven Circle. They also brought up concerns of parties living in RVs and unlicensed vehicles in this neighborhood. Frank explained the Fond du Lac County junk ordinance and how the town handles the unlicensed vehicles. Frank and Rich will look at and determine the best way to handle the excess stones from the chip sealing.
Clerk, Jill Randall passed on a message from Lamartine’s County Board Supervisor, Sara Everson. She emailed the town to say she is unable to make the board meeting tonight, let her know if anyone needs anything from her and thanks for the votes at the April 5th election.
REPORTS & COMMUNICATIONS:
a. Road Report—Frank reported that crack filling has been reviewed for this season. He also reported that there was some road / ditch damage and a letter was sent to the responsible party. A tentative meeting date has been set with Scott Zwick and Debra Heller regarding applying the second coat of blacktop to Thomaswood trail, Woodland Estates.
i. Culvert Permit Report—NONE this past month
b. Update from Building Committee Held March 17, 2016—Greg reported that the committee met to finalize the generator for the building. The fire department will put the concrete slab in for the generator to set on. He also presented the newly installed oak cabinets in the meeting room.
c. Results of Spring Election—April 5, 2016—The clerk read the official election results for the Town of Lamartine. In summary there were 730 voters, 30 absentee voters. Please see the attached election results tape filed with the these minutes.
d. Announcement of the upcoming Annual Town Meeting to be held, Tuesday, April 19, 2016 at 7:00 PM at the LMBMR
e. Update on Veteran Memorial / Cemetery Meeting Held March 28, 2016—Greg reported that two names will be placed on the memorial soon. Some stones at the cemeteries are in need of being repaired but there are no funds available to do this work.
f. Announcement: OPEN BOOK of the Assessment Roll-- April 19, 2016—3:00 to 5:00 PM—Lamartine Municipal Bldg Meeting Room
g. Announcement: BOARD OF REVIEW—May 17, 2016—4:00 to 6:00 PM—Lamartine Municipal Bldg Meeting Room Please contact Clerk, Jill Randall if you would like to come to Board of Review to have the necessary paperwork sent to you and a meeting time scheduled.
h. Tornado Awareness week is April 11-15. There will be a Mock Tornado Drill Statewide on Thursday, April 14th. Beginning at 1:00 with a watch, then moving into a warning and concluding at 2:00 Pm. This drill will be cancelled if there is bad weather this day.
i. Proposed Jeremy Thiesfeldt bill regarding Board Of Review at County Level—Frank explained that a bill regarding holding Board of Review at the County level instead of the town level is being proposed. Fond du Lac County is being suggested as a pilot county to give this a try. Mike Kole from the Wisconsin Towns Association is helping the towns fight this bill.
j. Update on Road Discontinuation—April 1, 2016—Ballwanz, Darling, Giebel & Sunnyside Roads are officially returned to owners. The fore mentioned roads are now officially returned to the owners. The Town will make sure all roads have the necessary gravel and grading to give them back in good shape.
a. Board Action—Adopting Preamble & Resolution approving the town to borrow $ 260,000.00 to purchase a new fire truck—Frank read the Preamble & Resolution aloud. Supervisor Grade seconded by Supervisor Rhode moved that the Town adopt the foregoing preamble and resolutions to borrow $260,000.00 from the Trust Funds of the State of Wisconsin for the purpose of finance the purchase of a fire truck. The question being upon the adoption of the foregoing preamble and resolutions, a vote was taken by ayes and noes, which resulted as follows:
Chairman: Frank C. Bartzen voted YES; Supervisor: Bruce Rhode voted YES and Supervisor, Roger Grade voted YES. A majority of the Town board of the town of Lamartine in the County of Fond du Lac, State of Wisconsin, having voted in favor of the preamble and resolutions, they were declared adopted.
a. Discussion / Board Action regarding continuing to fly US Flags during the summer on CTY Y; Flag Contract & Flag Holders/Brackets—Frank has been working on getting the flag brackets, poles etc. ready to fly the flags in the “village” in time for Memorial Day. Bruce moved to have all new brackets made up for the flags at Agromatic for $20.00 each. Frank seconded the motion. Motion carried 3-0. Ed Montsma, Piney Lawn would consider having a contract with the town again this year to put up and take down the flags. Frank moved that the town contract with Piney Lawn again this season to put up and take down the US flags in the “Village” of Lamartine. Roger seconded the motion. Motion carried 3-0.
b. Board Action—Appoint Alternate Board of Review Members—Bruce seconded by Roger moved to appoint Roger Searl, Linda Birschbach, Randy Kuik as Alternate members for the Board of Review. Motion carried 3-0.
c. Board Action—Policy on Procedure for Sworn Telephone or Sworn Written Testimony Requests—Per § 70.47(8). Frank read the policy for allowing Sworn Telephone & Written testimony during the board of review. Roger seconded by Frank moved to adopt the policy as read. Motion carried 3-0.
d. Discussion / Board Action--Grant from East Central Regional Plan Commission (ECRPC)—Frank explained that the Town of Lamartine was being approved for a grant to do a sign inventory for the town from ECRPC. This will be at no cost to the township. Roger moved seconded by Bruce to accept the grant and get the sign inventory done for the township. Motion carried 3-0.
e. Board Action –Review & Discuss Quotes for Mowing Town Cemeteries—Frank offered a quote for mowing the two town cemeteries from Country Touch Lawn Care. North Lamartine Cemetery approximately 20 times / season: $55.00 each mowing and Anderson Cemetery approximately 20 times / season for $92.00 each mowing. Rich recommended contracting the cemetery mowing out. Motion was made by Bruce and seconded by Roger to contract with Country Touch Lawn Care to mow these two town cemeteries for the 2016 season. f. Board Action—Allow Chairman & Constable to Canvass Town for Junk Ordinance Violations—Roger seconded by Bruce moved to allow the Chairman and the Constable to canvass the township for junk ordinance violations. Motion carried 3-0.
g. Discussion--Heimrich Road Damage—Heimrich Road damages was discussed. The Board agreed to talk to the DNR and the Town of Eldorado to see what they felt should be done with this road to keep people /vehicles from damaging the road.
Approval of Monthly Vouchers & Checks—Bruce moved seconded by Frank to approve vouchers presented for payment. Motion carried 3-0.
Adjournment—Roger seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:20 Pm.
