April 12, 2005 Annual Town Meeting
LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 12, 2005
With notices of the Annual Meeting having been posted and published, Ed Montsma, Chairman of the Town of Lamartine, called the 2005 Annual Town Meeting to order at 7:30 PM at the Lamartine Municipal Building Meeting Room.
Present at this meeting were Supervisors Mike Suprenand and Frank Bartzen; Treasurer, Greg Michels; Clerk, Jill Randall, Constable Harold Birschbach and Assessor Gilbert VanderGalien. There were 10 people signed in at this meeting.
Ed led the Pledge of Allegiance.
MINUTES—The minutes of the 2004 Annual Town Meeting were read aloud. Greg Michels seconded by Mark Hintz made a motion to approve the 2004 Annual Town Meeting minutes. Motion carried.
DESIGNATING OF DEPOSITORY FACILITY—Ed called for a motion to designate a Public Depository facility, per SS 60.46. Frank Bartzen made a motion that the town continues to use US Bank. Greg Michels seconded the motion. Motion carried.
ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Ed explained that this is sometimes necessary to get a short-term loan to pay bills for the town while waiting for tax dollars to be received. Mark Hintz made a motion the town be allowed to borrow up to $100,000. Joe Birschbach seconded the motion. Motion carried.
2004 FINANCIAL REPORT—Greg read the 2004 Financial Report. Questions or concerns were called for from the residents. Harold Birschbach seconded by Frank Bartzen made a motion to approve the 2004 Financial Report as presented. Motion carried.
ROAD WORK—Accidentally skipped on the agenda—Read farther down on the minutes.
OLD BUSINESS—Resident Concerns—Hal Ayer asked when the Town would be getting the new style fire signs. Discussion took place regarding when the Town would replace all the old fire signs with the new County mandated signs. The new signs will be blue with white lettering. The fire number, Township name and road name will be on each sign. Joe Birschbach made a motion that the Town replaces all the fire signs with the new style in 2006. Mark Hintz seconded the motion. Motion carried.
Larry Conger asked why he was not notified prior to his rezoning hearing that the Plan Commission would not have all five members in attendance at his rezoning hearing. Ed explained that the Plan Commission only offers a recommendation to the Town Board and the WI Towns Association attorney informed the Town that it was legal to have a rezoning hearing as long as there was a quorum. Larry asked that the town pay for his next rezoning as he paid for his last rezoning and did not get a full plan commission, which he felt he had paid for. He also said that he wants all five Plan Commission members at this rezoning. The Town Board will put these items on the May Town Board Meeting Agenda for discussion.
A. Date for 2006 Annual Town Meeting—Mark Hintz made a motion seconded by Frank Bartzen that the 2006 Annual Town Meeting be held as always on the second Tuesday of April being April 11, 2005 @ 7:30 Pm. Motion carried.
B. Discussion regarding a three (3) member Town Board vs. a five (5) member Town Board—Ed explained that someone had inquired as to the Town Board going to a five-member board.
Discussion took place regarding this matter. Mark Hintz made a motion that the Town have an Advisory Referendum at the fall election (or at the next election) asking the Town electors if they think the Town should have a three (3) or five (5) member board. Jim Reitzner seconded this motion. Motion carried.
Roadwork completed in 2004— A double culvert on Forest Ave Rd was replaced. Crack filling Lincoln Ave, Brown Road from Nelson to Wonser, Hillcrest between Brown Rd and CTH T. Chip sealing .63 miles on the west end of Orchard Road, Hillcrest between Brown Rd and CTH T, and 2 miles on Forest Ave Rd from CTH C to Dan Wepner’s residence. Culverts were replaced on Forest Ave Rd, and on East Lamartine Drive, and Hageman Road. The Town received $14,000 + dollars from a FEMA Grant for the spring flooding, this money went toward replacing some of the culverts.
Roadwork for 2005—TRIP Program Funds to be used for one (1) mile of new asphalt on Forest Ave from CTH Y west. Forest Ave west of CTH C—An area 1000 feet by 10-feet wedge chip seal coated. Brown Road from Townline west to the bridge chip seal coating. Towne Road from CTH TC to CTH T—wedge chip seal coating. Fairview Road from CTH T to Orchard Road—wedge seal coating.
Crack filling for 2005—Crack filling will be done on the roads that will be chip seal coated, the municipal building parking lot, Orchard Court, West Lane and part of Hillcrest.
Ditch Cleaning—Ditch cleaning will be done on parts of Treptow Lane, Grandwood Drive and East Lamartine Drive.
With no further business to discuss, Harold Birschbach made a motion to adjourn the 2005 Annual Town Meeting. Jim Reitzner seconded the motion. Motion carried.
