TOWN OF LAMARTINE
Monthly Town Board Meeting
Minutes Dated: April 12, 2010

With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Clerk Jill Randall and Treasurer Greg Michels were also in attendance at this meeting.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the March Board Meeting minutes.
Mike made a motion to accept the March Board meeting minutes as presented. Bruce seconded the motion. Motion carried 3-0.

Frank asked Greg to read the March Treasurer’s report. The ending balance as of 3-31-10 is $555,200.94. Bruce seconded by Mike moved to approve the Treasurer’s report as given. Motion carried 3-0.

Citizen Concerns: NONE

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank Bartzen reported that Rich Buteyn, Town Road Supervisor and he had met with Herrling Crack Filling and John Delmore from Scott Construction to assess the town roads for needed maintenance. More will be discussed at the Annual Town Meeting tomorrow night regarding 2010 summer road work. Rich stated that he has been working on maintaining town gravel roads and feels that more needs to be done. The crushed blacktop that the town used last year to shoulder town roads is holding up nicely.
B. Zoning Ordinance Update—A meeting will be held with the Plan Commission and the Town Board regarding some changes in the Zoning Ordinance requested by the State. The meeting will be held Thursday April 15, 2010 @ 6:30 Pm at the Lamartine Municipal Meeting Room. The Public is encouraged to attend this meeting as some of the decisions to be made may effect how your land is used in the future. The purpose of the meeting is to review changes to the recommended Lamartine Zoning Ordinance text and maps based upon the certification review by the WI DATCP, and a motion to accept the changes and forward the revised ordinance, map and application back to DATCP by the April 16, 2010 deadline.
C. Results of the Spring Election held on Tuesday, April 6, 2010—Jill Randall, Clerk reported that the town had over the 10% anticipated voter turnout with 194 ballots cast. Five people requested absentee ballots. Please see the official results of this election attached to these minutes in the clerk’s office.
D. Update on the Veterans Memorial / Cemetery Committee Meeting held Mar. 22, 2010—Greg reported that at the March meeting the committee reviewed the additional names to be added to the memorial. The Park Committee was invited to the meeting to discuss plans for the flower beds with Dolores Braun. Community Day will be held on September 25, 2010. There will be a parade at 11:00 Am and then a get together with food and beverages being served. Watch for further details. A walk-thru of the cemeteries was planned but, the committee only had time to view the Anderson Cemetery. The students that did work at this cemetery did a good job. The teacher who oversaw this work is trying to get together a group of students to work on the cemetery again this year. The next committee meeting will be held Monday, April 26, 2010 at 7:30 Pm at the Lamartine Municipal Building Meeting Room.
E. Announcement—Roadside Clean up Day—Saturday, April 24, 2010—To volunteer or for more information please call Mike Suprenand at 920-904-5987—A meal for all people cleaning up the roadsides will be held at the Lamartine Municipal Building on Saturday 4/24/2010 at 11:00 Am to 1:30 Pm. All workers should plan on coming to eat even if you cleaned your roadsides on a different day. A big thank you to Knaus Cheese for donating all the meat for the meal and to American Family Insurance (Lyle Birschbach) for donating the money to purchase the beverages, buns and condiments.
F. Hazardous Waste Clean Sweep—May 14, 2010—Noon to 4:00 Pm—County wide—Drop off items at Cty Fairgrounds Expo Building—Please see town posting boards for a listing of what will be accepted. For more information please call FDL Cty UW Extension office 920-929-3171.

OLD BUSINESS:
A. St. Stephen’s Church drainage concerns—Need to do engineering and figure out the estimated project cost—Frank reported that Rich and Harold Haney shot some grades at the project site. Frank is working with a couple of guys to get some prices and styles on culverts.

NEW BUSINESS:
A. Jason Karst—Review / Signing of the Certified Survey Map (CSM)—David Jacob, Surveyor for Karst, presented the Certified Survey Map for the town to review and sign. Mike made a motion seconded by Bruce that the town signs the CSM. Motion carried 3-0 and the Chairman and Clerk signed the CSM and returned it to Mr. Jacob for delivery to the County.
B. Discussion / decision on mower tractor—Discussion took place regarding mower tractors that Rich and Frank have looked at for possible purchase. Mike made a motion that the town trades in our current tractor mower and purchases a used tractor from Waupun Equipment and set it up with the Diamond mower. Bruce seconded this motion. Motion carried 3-0. Cost of this purchase will be approximately $39,000.00.
C. Discussion / decision regarding trees / shrubs for town property—Katie Deaver (Town Park Committee Member) informed Frank that there were trees and shrubs available at the Boy Scouts nursery. Greg stated that the Vet Memorial / Cemetery Committee has spoke to her and is aware that these items are available.
D. Discussion / decision regarding new contract with TDS Metrocom—Mike made a motion seconded by Frank that the town signs the contract with TDS Meterocom for another five years. Motion carried 3-0.
E. Discussion on complaint from town resident regarding the Fisher Farm property—Frank explained that the town received an email from a concerned citizen who wishes to be kept anonymous regarding dirt, clay and cow dropping on the road by the Fisher Farm on CTH T. They felt that the condition of the road was unsafe. Other issues were mentioned as well. Frank contacted this citizen and advised her to contact the County as this road is a County road and the town has no jurisdiction over it.

Approving the monthly vouchers and checks—Mike made a motion seconded by Bruce to approve the vouchers presented. Motion carried 3-0.

Adjournment-Mike seconded by Frank moved to adjourn the meeting. Motion carried and the meeting adjourned at 9:00 PM.
