With notices of the Annual Meeting having properly been posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2011 Annual Town Meeting to order at 7:30 PM at the Lamartine Municipal Building Meeting Room.

Also present at this meeting were Supervisors Mike Suprenand and Bruce Rhode; Treasurer, Greg Michels; Clerk, Jill Randall, and Constable Harold Birschbach. There were 8 other people signed in at this meeting.

Frank led the Pledge of Allegiance.

MINUTES—Harold Birschbach seconded by Joe Birschbach made a motion to dispense with the reading of the 2010 Annual Town Meeting minutes and accept them as presented. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Greg Michels made a motion that the town continues to use US Bank. Larry Conger seconded the motion. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Harold Birschbach seconded by Greg Michels made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

2010 FINANCIAL REPORT—Greg read the 2010 Financial Report. Questions or concerns were called for from the residents. Hearing none, Randy Kuik moved to accept the 2010 Financial Report as presented. Carol Kinyon seconded the motion. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

A. Roadwork completed in 2010—Frank reported that the town did crack filling on various roads in the township this past year. The following road work was completed in 2010: Johnson Road—1 mile full cold mix wedge STH 23 to Crescent Road chip seal. Forest Avenue Road—One mile spot wedge east of Giebel Road. Chip seal coat. Nelson Road—CTH T to Forest Avenue Road, spot wedge and chip seal. West Lane – seal coat. West Brook Lane – seal coat.

B. Roadwork for 2011—Frank explained that the Town was considering several road projects for 2011 but what work actually gets done will depend on how the prices for each project come in. The Town has budgeted approximately $165,000 for this years roadwork and crack filling. Projects being considered are: Townline Road STH 23 to Forest Avenue Road 200-feet – two patches and chip seal patches. W. Clark Road – Full wedge and chip seal 480-feet. Towne Road – Patch, wedge, and chip seal 300-feet. Palmer Road south of CTH T ¾ mile full wedge and chip seal. Forest Avenue Road – Giebel Road to CTH C—2 inches cold mix mat and seal coat. Crack filling is being considered for Townline Road—Forest Avenue Road to CTH T, Nelson Road—Forest Avenue Road to CTH T, Hillcrest Road—Brown Road to CTH T, Fairview Road ¼ mile, Thomaswood Trail—Older section.

Frank offered a big thank you to Rich and his fellow workers for the super job done on the roads this winter. They worked long days and long hours to get the job done. Frank also offered a heartfelt thank you to the Fire Department and First Responders, for doing a great job. Fire Chief Joe Birschbach stated that membership was up. Spare gear had to be taken out of storage. Joe felt that the department leaders did a great job and was pleased to see some up and coming leader in the department. The fire department received some grants this past year for new radios, making it possible for all department radios to be upgraded by the end of the year. The Lamartine Fire Department also received a grant for water rescue equipment. A local snowmobile club reached out to the fire department and they now have equipment for snowmobile trail and hunting accident rescue. Joe thanked the fire department and the town for their support.

OLD BUSINESS—Resident Concerns—
A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that Community Day had a successful parade last fall. They could have used more watchers but the committee is not discouraged. At a Vet Memorial/Cemetery meeting a couple of weeks ago they decided another event with parade would be held. The committee discussed moving the day of the event to a Sunday instead of a Saturday and to hold the event in August instead of September. The memorial came through the winter but is in need of some new lights and flags. There is only one new name to be added to the memorial; due to the cost of adding names the committee will wait to add names until next year to see if more names are submitted. The committee is seeking estimates on adding a border to the flower bed. The cemeteries the town takes care of are in need of some work. Trees and fences need to be removed and some stone repair work needs to be done. The committee will continue to monitor the cemeteries and get prices on completing some of the necessary work.
B. Update on Towns’ Comprehensive Plan—Frank reported that the Comp Plan was approved over a year ago.
C. Zoning Ordinance Update—Frank announced that the Zoning Ordinance was adopted December 21, 2010. A Public Hearing will be held on Tuesday, April 19, 2011 at 6:30 Pm at the Lamartine Municipal Building Meeting Room to discuss some minor amendments to the ordinance. Also discussion would take place regarding incorporating a Solar Energy Systems Ordinance and an Adult-Oriented Establishment Licensing Ordinance in to the Zoning Ordinance. The Town Subdivision and Land Division Ordinance will also be amended so it is consistent with new state law regarding the time period municipalities have for plat reviews. The Plan Commission (PC) will make recommendations to the Town Board on these items. The Town Board will hold a special Town Board meeting immediately following the public hearing to take action on the PC recommendations.


A. Date for 2012 Annual Town Meeting—Randy Kuik made a motion seconded by Greg Michels that the 2012 Annual Town Meeting be held as always on the second Tuesday of April being April 10, 2012 @ 7:30 Pm at the Lamartine Municipal Building Meeting Room. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

An announcement was made that there will be no lunch for the Annual Roadside Clean up this year. Less and less people have been coming for the meal. A reminder to town residents to continue to clean up the roadsides as they have in the past. If you have any questions please call Mike Suprenand at 920-904-5987.

With no further business to discuss, Randy Kuik made a motion to adjourn the 2011 Annual Town Meeting. Joe Birschbach seconded the motion. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays. Meeting adjourned at 8:20 Pm.
