Board Meeting Minutes
April 13, 2015

With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode; Clerk; Jill Randall and Treasurer, Greg Michels. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. March Board Meeting Minutes (3/9/15) Mike moved seconded by Bruce to approve the March Board Meeting Minutes. Motion carried 3-0.

Treasurer’s Report-Greg read the Treasurer’s report aloud. The ending balance 3/31/2015 is $587,563.48. Bruce moved seconded by Mike to approve the Treasurer’s report as read. Motion carried 3-0.

Public Comment:

a. Road Report—Frank reported that Rich and he had recently toured the town roads. They are standing up fairly well with the exception of E. Clark Road and Smith & Priepke Roads. They will watch these roads and take a look at what needs to be done. Springvale is again storing the Town of Lamartine’s leftover sand-salt at no charge.
i. Culvert Permit Report—No permits were written this past month.
b. Update from Building Committee Held March 30, 2015—Committee Chair, Greg Michels reported on the last committee meeting. A quote was received from Strong Plumbing to install a water softener and reroute the water to distribute hard and soft water to the appropriate faucets / fixtures. No quote was ever received from Silica Plumbing the committee feels that enough time has been spent waiting for the quote and therefore they were moving forward with a recommendation for the Town Board to approve the quote from Strong. New cabinets were discussed for the meeting room as the current ones are no longer big enough. Karst will submit a quote for the addition of two six foot cabinets to be added on each end of the current cabinets. The committee is also getting quotes for a generator to heat and light the entire building. Greg explained that at this time the committee was only looking for approval from the board to move forward with the water softener project. Mike seconded by Bruce moved that the board approves up to $2000.00 to Strong Plumbing for the water softener work. Motion carried 3-0.
c. Results of Spring Election—April 7, 2015—Clerk, Jill Randall reported that there were 239 voters (8 of those voted absentee ballot) at the April 7, 2015 election. This election included local elected officials for the Town of Lamartine. The only change in elected officials were 1st Supervisor position would now be held by Bruce Rhode (formerly 2nd Supervisor position) as Mike Suprenand did not run for re-election; and Roger Grade was elected as 2nd Supervisor to fill that vacant position. d. Annual Town Meeting will be held, Tuesday, April 21, 2015 at 7:00 PM at the LMBMR
e. Update on Veteran Memorial / Cemetery Meeting Held March 23, 2015—Committee Chair, Greg Michels reported that there are no new names to add to the memorial. They will be looking at replacing the dusk to dawn lights and replace / repair the ones that are not working. Also, broken stones at the cemetery will be looked at again to see what can be done. The board voted in the past to not repair these broken stones.
f. Cost to Town for Forest Avenue Ditch Matter—The legal cost of the Forest Avenue ditch matter was researched as requested and the total spent by the town to date was about $2600.00.
g. Tornado Awareness week is April 20-24 Corrected date to April 13 - 17. There will be a Mock Tornado Drill Statewide on Thursday, April 23rd Corrected to 16th. A Mock Tornado Watch will be announced at 1:00 PM and a Mock Tornado Warning at 1:45 Pm. This drill will be cancelled if there is bad weather this day.


a. Discussion / Board Action regarding continuing to fly US Flags during the summer on CTY Y –Mike will no longer be taking care of putting up and taking down the flags flown in the “village” during the summer months. Frank is looking for someone else to do this work but is concerned about the insurance and liability. After much discussion the Board asked that this item be put on the May agenda; as they prefer that the Town continue to fly these flags if someone can be found to put the flags up and take them down.

Approval of Monthly Vouchers & Checks—Mike made a motion seconded Bruce to approve the vouchers as presented. Motion carried 3-0.

Adjournment—with no further business to discuss, Mike seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 7:40 Pm.
