April 16, 2019 Annual Town Meeting - 2019
LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 16, 2019
With notices of the Annual Meeting properly posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2019 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room. Also, present at this meeting were Supervisors Randy Kuik and Roger Grade; Treasurer, Greg Michels; Clerk, Jill Randall & Fire Chief, Joe Birschbach. 11 other people were in attendance at this meeting. Frank led the Pledge of Allegiance.
MINUTES—Jeri Bartzen seconded by J. Peter Braun made a motion to dispense with the reading of the 2018 Annual Town Meeting minutes. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays. Roger Grade seconded by Randy Kuik moved to accept the 2018 Annual Town meeting minutes as presented. Motion carried with a voice vote -- 17 Yeas and 0 Nays.
DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Greg Michels seconded by Jill Randall made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote,17 Yeas and 0 Nays.
ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary, to continue to operate the town. Joe Birschbach seconded by Delores Braun made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote 17 Yeas and 0 Nays.
2018 FINANCIAL REPORT—Greg read the 2018 Financial Report. Questions or concerns were called for from the residents. Pete Braun moved to accept the 2018 Financial Report as presented. Brad Randall seconded the motion. Motion carried unanimously with a voice vote-- 17 Yeas and 0 Nays.
A. Roadwork completed in 2018—Frank reported what roads the Town did work on in 2018.
B. Roadwork for 2019—Frank explained that the road projects including crack filling for the 2019 roadwork season have not yet been determined. He noted that there were some culverts that would need to be replaced.
C. Road & Equipment Concerns—Frank reported that the end of 2018 was costly for equipment repairs. The town recently met with the DOT to see about funding assistance for flood road damage.
Frank on behalf of the town offered a big thank you to Rich Buteyn for 17 years of employment, he retired 10/31/2018. The town also welcomes our new road supervisor, Justin Weeks. A big thank you to Justin and his crew of part-time help; Mike King, Glenn Becker, Andy Coates. They do a great job for the town! The Town would also like to thank Ed Montsma and his crew for putting up and taking down, each spring and fall, the US flags that fly in the “village” of Lamartine!! A warm thank you also to all the other volunteers that so generously and quietly do nice things for our township…we appreciate all you do!!
OLD BUSINESS—Resident Concerns—
A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that it has been ten (10) years since the veteran’s memorial was erected. Plans are being made for a re-dedication of the memorial on Monday, May 27, 2019 at 11:00 am. Be on the lookout of more information coming in the mail. Greg explained that this committee also takes care of the town’s two cemeteries. Anderson Cemetery on Hwy 23 and North Lamartine Cemetery on County Y. The town set aside funds last year to do some stone repair at the North Lamartine Cemetery and has put more money aside in the budget this year to complete more stone repairs. There are also stones in need of cleaning. This would be a great project for a volunteer group or class at a local school.
A. Thank you to the Fire Dept. and First Responders for all their hard work this past year—Frank on behalf of the Town thanked the fire department and the first responders for another year of hard work and dedication to the township! The department does a wonderful job for the town and we are proud of them all!!
B. Fire Department Report—Chief Joe Birschbach reported on the calls the department had this past year. (Please see the attachment included with these minutes that Joe handed out at this meeting). The average age of people serving on the fire department is 46 years old. Joe stated that the department is doing well with a roster of 40 – 42 members. He thanked the town for their support. This year for Lori’s Bar Easter Egg Hunt, (Saturday, April 20, 2019) the fire department will be opened and doing some fire protection education. Joe also invited everyone to attend the steak fry, the department’s annual fund raiser which will be held this year on June 15, 2019.
C. Setting Date of the year 2020 Annual Town Meeting (The Third Tuesday of April, being 4-21-2020 at 7:00 PM. Pete Braun moved to set the 2020 Annual Town meeting for April 21, 2020. Frank Bartzen seconded the motion. Motion carried 17 Yeas and 0 Nays.
Greg asked about setting a date for the bulky waste collection for the town. The Clerk will contact Advanced Disposal for instructions on how we set up this collection at the town hall and when they can get us the dumpsters.
With no further business to discuss, Pete Braun made a motion to adjourn the 2019 Annual Town Meeting. Joe Birschbach seconded the motion. Motion carried unanimously and the meeting adjourned at 7:50 Pm.
