April 17, 2018 Annual Town Meeting
LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 17, 2018
With notices of the Annual Meeting properly posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2018 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room.
Also present at this meeting were Supervisors Randy Kuik and Roger Grade; Treasurer, Greg Michels; Clerk, Jill Randall & Fire Chief, Joe Birschbach. 11 other people were in attendance at this meeting. (Please see Attendance Sign in Sheet filed with these minutes.
Frank led the Pledge of Allegiance.
MINUTES—Pete Braun seconded by Harold Birschbach made a motion to dispense with the reading of the 2017 Annual Town Meeting minutes and accept them as presented. Motion carried unanimously with a voice vote--17 Yeas and 0 Nays.
DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Dolores Braun seconded by Nick Kuik made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote17 Yeas and 0 Nays.
ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Ed Montsma seconded by Joe Birschbach made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote 17 Yeas and 0 Nays.
2017 FINANCIAL REPORT—Greg read the 2017 Financial Report. Questions or concerns were called for from the residents. Hearing none, Pete Braun moved to accept the 2017 Financial Report as presented. Nick Kuik seconded the motion. Motion carried unanimously with a voice vote-- 17 Yeas and 0 Nays.
A. Roadwork completed in 2017—Frank reported what roads the Town did work on in 2017.
B. Roadwork for 2018—Frank explained the road projects including crack filling the Town was considering for completion in 2018. He explained that no decisions have been made on what road projects were going to be done this season. He noted that there were some culverts that would need to be replaced. Smith Road tiling down the center of the road appears to be working nicely.
C. Road & Equipment Concerns—Frank reported that in 2018 the Oshkosh should be replaced. He offered a big thank you to Rich Buteyn and his crew of part-time help; Mike King, Glenn Becker, Andy Coates. They do a great job for the town! Frank reported that Hwy 23 from Rolling Meadows Drive to Rosendale will be closed this summer. County Y overpass will also be closed for repairs beginning in June through August.
OLD BUSINESS—Resident Concerns—
A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that there were no new names added this year to the memorial. Contact Greg Michels at 920-921-1802 to have a name added. A new POW, Wisconsin and US flags will be put up by Memorial Day. Greg noted that the committee recently changed the financial account from a money market to a regular interest bearing checking account. Dolores Braun from the Master Gardeners with a couple of volunteers will take care of the flower beds at the memorial park. The committee is exploring the idea of having a 10-year anniversary of the memorial celebration in 2019. Cemetery concerns: Greg explained that this committee also takes care of the town’s two cemeteries. Anderson Cemetery on Hwy 23 and North Lamartine Cemetery on County Y. The committee would like to accomplish this next year: Install a sign at each cemetery stating that donations for upkeep can be directed to the town; purchase and install a new flag pole at the Anderson Cemetery; mapping the North Lamartine Cemetery; Town Board appointing Sue Seresse and Ellen Gottinger as committee members on the Cem. Vet Mem committee; Town starts to allocate money for fixing stones, etc. at the cemeteries. Greg explained that he has been researching companies that do work at cemeteries to fix stones etc. Ed Montsma moved that the cemetery committee gets a proposal of costs to fix the North Lamartine Cemetery stones etc. and the town puts $1500 to 2500 per year for fixing up the town cemeteries and if it is not used in that year it is to be saved for that purpose until the stones are fixed up. Sue Seresse seconded the motion. Motion carried with all Yeas and 0 Nays.
A. Discussion re: Upcoming (2019) Refuse Removal Contract and any changes the town would like to submit to the Contract Hauler for pricing quotes. Discussion took place regarding refuse pick up. Concerns were voiced regarding recycling being picked up two times per month, carts or no carts, if the town goes to carts will they replace damaged carts? Garbage blowing out of the garbage trucks all over the township and every week some residences refuse is not picked up. A representative will be here from Advanced Disposal at the May Town Board meeting. These items will be addressed at this meeting. The Towns’ contract with Advanced is up the end of the year.
B. Thank you to the Fire Dept. and First Responders for all their hard work this past year—Frank thanked the fire department and the first responders for their hard work and dedication to the township. The department does a wonderful job for the town and we are proud of them all.
C. Fire Department Report—Chief Joe Birschbach reported on the calls the department had this past year. (Please see the attachment included with these minutes that Joe handed out at this meeting). The average age of people serving on the fire department is 45 years old. Joe stated that the department is blessed the right people at the right time, it is a good department with equipment in great shape. They are going to be writing some grants. He thanked the town for their support and said if anyone had a questions or wanted to see any equipment he would be mingling around after the meeting. The steak fry, the department’s annual fund raiser will be held, June 16th.
D. Setting Date of the year 2019 Annual Town Meeting (The Third Tuesday of April, being 4-16-2019 at 7:00 Pm. Larry Conger moved to set the 2019 Annual Town meeting for April 16, 2019. Nick Kuik seconded the motion. Motion carried 17 Yeas and 0 Nays.
With no further business to discuss, Joe Birschbach made a motion to adjourn the 2018 Annual Town Meeting. Nick Kuik seconded the motion. Motion carried unanimously and the meeting adjourned at 8:40 Pm.
