LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 18, 2017
7:00 PM

With notices of the Annual Meeting having properly been posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2017 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room.

Also present at this meeting was Supervisor Roger Grade; Supervisor Bruce Rhode was absent and; Treasurer, Greg Michels; Clerk, Jill Randall & Fire Chief, Joe Birschbach. There were 11 other people in attendance at this meeting. (Please see Attachment A – Attendance Sign in Sheet.

Frank led the Pledge of Allegiance.

MINUTES—¬¬¬¬¬¬Larry Conger seconded by Randy Kuik made a motion to dispense with the reading of the 2016 Annual Town Meeting minutes. Motion carried unanimously with a voice vote--16 Yeas and 0 Nays. Pete Braun seconded by Brad Randall made a motion to approve the 2016 Annual Town Meeting minutes as presented. Motion carried with a voice vote--16 Yeas and 0 Nays.

DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Greg Michels seconded by Larry Conger made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote16 Yeas and 0 Nays.

ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Delores Braun seconded by Randy Kuik made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote16 Yeas and 0 Nays.

2016 FINANCIAL REPORT—Greg read the 2016 Financial Report. Questions or concerns were called for from the residents. Hearing none, Joe Birschbach moved to accept the 2016 Financial Report as presented. Pete Braun seconded the motion. Motion carried unanimously with a voice vote-- 16 Yeas and 0 Nays.

ROAD WORK—

A. Roadwork completed in 2016—Frank reported what roads the Town did work on in 2016.

B. Roadwork for 2017—Frank explained the road projects including crack filling the Town was considering for completion in 2017. He explained that no decisions have been made on what road projects were going to be done this season. He noted that there were a couple of culverts, including a concrete box culvert that would need to be replaced. He further explained that the town was working with the County to complete a grant for federal funds to help with the replacement of Townline Road Bridge.


C. Road & Equipment Concerns—Frank and Rich reported that the town board in late 2017 would need to look at replacing the 18 year old Oshkosh truck. It will be approximately $200,000 to replace it.

OLD BUSINESS—Resident Concerns—

A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that the Memorial construction was 8 years ago; at that time it was decided to charge $100 to add a name to the memorial. If anyone wish to have a name added please contact Greg Michels at 920-921-1802. The committee meets each year the last Monday in March and September. The cemeteries remain in broken up condition. Large stones are broken off and limestone headstones are washing away. The town is keeping the grounds in good shape. The soldier graves are marked and flags are put out on those graves each year.









NEW BUSINESS—

A. Discussion re: Increasing monthly recycling pick-up to 2 times per month or more. Advanced Disposal Representative Jason Johnson. The Advanced rep. was unable to make it to the meeting. Advanced has offered a new contract with the town’s inquiry as to a price for the two times per month recycling pick up instead of one. If the town moves forward with this change it would be required by Advanced that the town sign a new five year contract and the town would be required to start using carts. The town’s current contract is up with Advanced the end of this year. If the town makes this contract change now we would not be able to “shop” the refuse collection with any other haulers. The board felt that this possible change could wait until the new contract year with whatever hauler we would contract with.

B. Fire Department Report—Chief Joe Birschbach—Joe reported that this past year the fire department purchased a new fire truck. They are very proud of it and anyone interested could go and take a look at it. The biggest concern in the department is membership. Lamartine continues with about 43 members. 14 members are under the age of 30, the fire dept. also has 12 first responders and have responded to about 40 calls this year. Automatic mutual aid is helping with other departments in the County being called out to help immediately. The LVFD has a great working relationship with the City of Fond du Lac. The fire dept. has averaged over the last three years about 30 to 50 calls per year. This past year it has been about 90 calls. Joe reported that he is asking some farmers to help out with just driving the fire trucks to the call during the day when most fire fighters are coming to the fire from their place of work. The equipment is in good shape. Joe stated that this fire department always runs good and works together. The Board offered a big thank you to the fire department and first responders for their hard work and dedication to the Town of Lamartine; the town really appreciates everything they do!

C. Setting Date of the year 2018 Annual Town Meeting (The Third Tuesday of April, being 4-17-2018 at 7:00 Pm. Delores Braun moved to set the 2018 Annual Town meeting for April 17, 2018 Joe Birschbach seconded the motion. Motion carried 16 Yeas and 0 Nays.

Frank announced that Open Book of the Assessment Roll was held earlier this same day April 18, 2017 3:00 – 5:00 Pm at the Lamartine Municipal Building Meeting Room and that Board of Review would be held May 16, 2017 from 4:00 – 6:00 Pm, also at the Lamartine Municipal Building Meeting Room. Please contact Clerk, Jill Randall at 920-960-7835 if you wish to file a “Notice of Objection” form to appear before the Board of Review.

Frank offered a huge thank you to Bruce Rhode for his 12 years of service on the Town Board and also to Harold Birschbach for his many many years of service to the town in the Constable position. Both Bruce and Harold are leaving their positions on the board…thanks for everything!!

Frank then welcomed Randy Kuik, Town Supervisor and Katie McNamara, Town Constable to the town board. Everyone looks forward to working with them.

With no further business to discuss, Pete Braun made a motion to adjourn the 2017 Annual Town Meeting. Brad Randall seconded the motion. Motion carried unanimously and the meeting adjourned at 8:00 Pm.
