LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 19, 2016
With notices of the Annual Meeting having properly been posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2016 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room.
Also present at this meeting were Supervisors Bruce Rhode and Roger Grade; Treasurer, Greg Michels; Clerk, Jill Randall, and Constable Harold Birschbach. There were 10 other people in attendance at this meeting. (Please see Attachment A – Attendance Sign in Sheet—Note: all did NOT sign in).
Frank led the Pledge of Allegiance.
MINUTES—Greg Michels seconded by Harold Birschbach made a motion to accept and dispense with the reading of the 2015 Annual Town Meeting minutes. Motion carried unanimously with a voice vote--10 Yeas and 0 Nays.
DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. ¬¬¬¬Greg Michels seconded by Larry Conger made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote--10 Yeas and 0 Nays.
ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Randy Kuik seconded by Harold Birschbach made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote--10 Yeas and 0 Nays.
2015 FINANCIAL REPORT—Greg read the 2015 Financial Report. Questions or concerns were called for from the residents. Hearing none, Larry Conger moved to accept the 2015 Financial Report as presented. Joe Birschbach seconded the motion. Motion carried unanimously with a voice vote—10 Yeas and 0 Nays.
A. Roadwork completed in 2015—Including the Discontinuation of Four Gravel Roads—Frank reported what roads the Town did work on in 2015. He also explained that the town vacated four (4) gravel roads back to the original owners. Ballwanz, Darling, Giebel & Sunnyside Drive were given back as of April 1st, 2016. The town will gravel and grade the necessary roads and make sure they are in good shape as the weather permits and then any future maintenance will be up to the owner.
B. Roadwork for 2016—Frank explained the road projects including crack filling the Town was considering for completion in 2016. The Board thanked Rich for a great job done this past year.
C. Road & Equipment Concerns—Frank addressed some highway equipment concerns and the need to start putting away for a new plow truck that would need to be replaced in the next five years or so. Frank stated that in late 2017 and 2018 the Town needs to start looking at replacing the Oshkosh truck. Other than this the equipment is in good shape. New tires were put on the International truck.
OLD BUSINESS—Resident Concerns—
A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that last year the committee met two times (March & September) The cemeteries are in need of repairs to gravestones but there are no funds to do this work. The veteran memorial will have two names added before this upcoming Memorial Day. It will be resealed and new solar lights will be placed.
NEW BUSINESS—Frank offered a big thank you to the fire department for all their hard work. He further stated that they are a number one team.
A. Fire Department Report—Chief Joe Birschbach—reported that the fire department membership is doing well. County departments have some real problems getting daytime help. The fire department has a good group. Stan Dietsche, Dept. President is planning on stepping down in June. Dean Birschbach is also going to give it up in June. Joe is confident that good people will take their place. Lamartine is a busy well respected department. Joe reported that in 2015 the department replaced the imaging camera and replaced the ATV 6-wheeler. He also explained how the department recently came across a great deal on a new truck. They met with the Town Board and together came up with a plan to acquire the new truck. The truck is a six man cab. The chassis is already purchased for $170,000.00 from town funds. The remainder of the money needed to purchase the truck $260,000 will be a loan from the State Trust Fund.
B. Setting Date of the year 2017 Annual Town Meeting (The Third Tuesday of April, being 4-18-2017 at 7:00 Pm. Larry Conger moved to set the 2017 Annual Town meeting for April 18, 2017. Randy Kuik seconded the motion. Motion carried 10 Yeas and 0 Nays.
Frank announced that Open Book of the Assessment Roll was held earlier this same day April 19, 2016 3:00 – 5:00 Pm at the Lamartine Municipal Building Meeting Room and that Board of Review would be held May 17, 2016 from 4:00 – 6:00 Pm, also at the Lamartine Municipal Building Meeting Room. Please contact Clerk, Jill Randall at 920-960-7835 if you wish to file a “Notice of Objection” form to appear before the Board of Review.
With no further business to discuss, Frank Bartzen made a motion to adjourn the 2016 Annual Town Meeting. Roger Grade seconded the motion. Motion carried unanimously and the meeting adjourned at 8:30 Pm.
