LAMARTINE ANNUAL TOWN MEETING
Minutes Dated: April 20, 2021
With notices of the Annual Meeting properly posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2021 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room. Also, present at this meeting were Supervisors Randy Kuik and Travis Kloetzke; Treasurer, Greg Michels; Clerk, Jessica Randall & Fire Chief, Joe Birschbach. Frank led the Pledge of Allegiance.
MINUTES—Larry Conger seconded by Jill Randall made a motion to dispense with the reading of the 2020 Annual Town Meeting minutes. Motion carried unanimously with a voice vote--29 Yeas and 0 Nays. Jill Randall seconded by Dave Tavs moved to accept the 2020 Annual Town meeting minutes as presented. Motion carried with a voice vote -- 29 Yeas and 0 Nays.
DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. Greg Michels seconded by Jill Randall made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote,29 Yeas and 0 Nays.
ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary, to continue to operate the town. Jill Randall seconded by Cindy Roate made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote 29 Yeas and 0 Nays.
2020 FINANCIAL REPORT—Greg read the 2020 Financial Report. Questions or concerns were called for from the residents. Terry Baumhardt moved to accept the 2020 Financial Report as presented. Nic Kuik seconded the motion. Motion carried unanimously with a voice vote-- 29 Yeas and 0 Nays.
A. Roadwork completed in 2020—Frank reported what roads the Town did work on in 2020.
B. Roadwork for 2021—Frank explained that the road projects that are to be completed in 2021.
C. Road & Equipment Concerns—Frank reported that most of the equipment is in good working order. The only item that will need to be replaced at this time is the Ditch Mower that will be very comparable with the current Mower.
Frank on behalf of the town offered a big thank you to Justin and his crew of part-time help; Mike King, Glenn Becker, Andy Coates, and Dave Baumhardt. They do a great job for the town! The Town would also like to thank Ed Montsma and his crew for putting up and taking down, each spring and fall, the US flags that fly in the “village” of Lamartine!! A warm thank you also to all the other volunteers that so generously and quietly do nice things for our township…we appreciate all you do!!
The town would also like make a special thank you to all the election workers who helped in 2020! HUGE thank you to Jill Randall for all her years as clerk, she will be greatly missed!
OLD BUSINESS—Resident Concerns—
A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that the Committee meets on the last Monday in March and September. There has been no new names added in 2020. BIG thank you to all our Veterans!!! New flags have been installed and solar lights have also been replaced around the memorial. We are in the 4th year of a 4-year plan to rejuvenate the cemeteries. Watertown Memorial is providing the work for us. There has been 106 stones that were repaired in 2020. $750.00 has been graciously donated to the Cemetery/Veterans Memorial in 2020 as well.
A. Thank you to the Fire Dept. and First Responders for all their hard work this past year—Frank on behalf of the Town thanked the fire department and the first responders for another year of hard work and dedication to the township! The department does a wonderful job for the town and we are proud of them all!!
B. Fire Department Report—Chief Joe Birschbach reported on the calls the department had this past year. Joe stated that the department is doing well with a roster and the Fire Department has a wonderful group of guys. He thanked the town for their support. Joe also invited everyone to attend the steak fry, the department’s annual fund raiser which will be held this year on June 19, 2021. It will be held like it has been in the past and we all look forward to that.
C. Setting Date of the year 2022 Annual Town Meeting (The Third Tuesday of April, being 4-19-2022 at 7:00 PM. Darryl Zick moved to set the 2022 Annual Town meeting for April 19, 2022. Dave Tavs seconded the motion. Motion carried 29 Yeas and 0 Nays.
D. Discussion Regarding Opening Town Roads for ATV/UTV use—Twin Oaks submitted written comments in favor of opening the roads for ATV/UTV. Tim Babler, Kevin Engle, Cindy Roate, and Chad from County Roads ATV Club also all spoke in support. There was a voice vote to show who was in support. 29 Yeas and 0 Nays. Will resume the topic at the May board meeting.
With no further business to discuss, Terry Baumhardt made a motion to adjourn the 2021 Annual Town Meeting. Darryl Zick seconded the motion. Motion carried unanimously and the meeting adjourned at 8:40 Pm.
