April 21, 2015 2015 Annual Town Meeting

With notices of the Annual Meeting having properly been posted and published, Frank Bartzen, Chairman of the Town of Lamartine, called the 2015 Annual Town Meeting to order at 7:00 PM at the Lamartine Municipal Building Meeting Room.

Also present at this meeting were Supervisors Mike Suprenand and Bruce Rhode; Treasurer, Greg Michels; Clerk, Jill Randall, and Constable Harold Birschbach. There were 8 other people in attendance at this meeting. (Please see Attachment A – Attendance Sign in Sheet).

Frank led the Pledge of Allegiance.

MINUTES—Larry Conger seconded by Joe Birschbach made a motion to accept and dispense with the reading of the 2014 Annual Town Meeting minutes. Motion carried unanimously with a voice vote—¬¬¬¬14 Yeas and 0 Nays.

DESIGNATING OF DEPOSITORY FACILITY—Frank called for a motion to designate a Public Depository facility, per SS 60.46. ¬¬¬¬Harold Birschbach seconded by Greg Michels made a motion that the town continues to use Hometown Bank as its depository. Motion carried unanimously with a voice vote--14 Yeas and 0 Nays.

ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Delores Braun seconded by Joe Birschbach made a motion that the town be allowed to borrow up to $100,000. Motion carried unanimously with a voice vote14 Yeas and 0 Nays.

2014 FINANCIAL REPORT—Greg read the 2014 Financial Report. Questions or concerns were called for from the residents. Hearing none, Pete Braun moved to accept the 2014 Financial Report as presented. Roger Grade seconded the motion. Motion carried unanimously with a voice vote-- 14 Yeas and 0 Nays.

ROAD WORK— Frank offered a big thank you to Rich Buteyn, Town Road Supervisor and his staff (Harold Haney, Mike Fisher, Matt Coyne & Jim Hoffman for doing such a great job this past year plowing and keeping the roads in good shape.
A. Roadwork completed in 2014—Frank reported what roads the Town did work on in 2014.

B. Roadwork for 2015—Frank explained the road projects including crack filling the Town was considering for completion in 2015.

C. Road & Equipment Concerns—Frank addressed some highway equipment concerns and discussed some road, bridge and culvert concerns.

OLD BUSINESS—Resident Concerns—

A. Update on Cemetery / Veterans Memorial Committee—Committee Treasurer, Greg Michels reported that there were no names to add to the Memorial this past year. He further reported that the two cemeteries that town takes care of need some work on stone straightening and repairs. The committee holds two meetings each year, one in March and one in September. There were 12 cemetery lots sold this past year. There was no response from the newsletter article requesting information on records for the Andersen Cemetery.

A. Fire Department Report—Chief Joe Birschbach—reported that the fire department had 92 calls this pasted year, including some structure calls and some tough emotional calls. He thanked the town for their support of the fire department. He noted that there are some good people serving this township and all of Fond du Lac County. The fire department continues to maintain good equipment. A new engine will be needed in the coming years at a large cost so town needs to be prepared. Frank, Bruce and Mike thanked the fire department for a great job this past year.

B. Setting Date of the year 2016 Annual Town Meeting (The Third Tuesday of April, being 4-18-2016 at 7:00 Pm. Greg Michels seconded by Joe Birschbach moved to approve setting the date of the next annual town meeting for Tuesday April 18, 2016. Motion carried 14 Yeas to 0 Nays.

C. Thank you to Mike Suprenand for his years of service on the Town Board—Frank and Bruce on behalf of the township thanked Mike for all the years he served on the Town Board. He was good to work with and would be missed. Mike stated that he learned a lot, the board was always good to work with including when Ed Monstma was the chairman. The fire department and EMTs were always nice to work with and everybody worked together. He further thanked Rich and all the numerous committees he worked with the Plan Commission, Board of Appeals, Veterans Committee, Building Committee; Pete Michels (Building Permit Issuer and Zoning Administrator). Mike thanked the Town of Lamartine stating that this is a great town to live in and thinks we have a good addition to the Board with Roger Grade.

D. Welcome to Roger Grade who will be serving a two year term as the 2nd Town Board Supervisor—Frank and the Town Board welcomed Roger Grade and thanked him for agreeing to serve as a town board supervisor.

Frank took a moment to thank Dan and Cindy Pucker for the donation of the “Little Library”, stating it is a welcome addition to the township.

Greg thanked Delores Braun and her ladies for all their work at planting and maintaining the flower beds at the veteran memorial park and the town hall flag post flower bed.

Frank announced that Open Book of the Assessment Roll would be held on April 22, 2015 3:00 – 5:00 Pm at the Lamartine Municipal Building Meeting Room and that Board of Review would be held May 18, 2015 from 4:00 – 6:00 Pm, also at the Lamartine Municipal Building Meeting Room. Please contact Clerk, Jill Randall at 920-960-7835 if you wish to file a “Notice of Objection” form to appear before the Board of Review.

With no further business to discuss, Pete Braun made a motion to adjourn the 2015 Annual Town Meeting. Joe Birschbach seconded the motion. Motion carried unanimously and the meeting adjourned at 8:30 Pm.
