With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Clerk, Jill Randall and Treasurer, Greg Michels were also in attendance.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the March Board Meeting minutes.
Mike seconded by Bruce moved to approve the March Board meeting minutes as presented.
Motion carried 3-0.

Frank asked Greg to read the Treasurer’s report. The ending balance as of 3-31-13 is $491,101.93. Mike seconded by Bruce moved to approve the March Treasurer’s report as presented. Motion carried 3-0.

Citizen Concerns:
NONE

REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that it appears that the town roads are getting better and seem to be coming back. There are a couple of spots that need the sod to be pulled back from plowing. The grader is broken and they are checking into what might be wrong. They will look at all the options available; purchasing a different one, subcontracting our grading work out, etc.
a. 2013 Road Work— Frank handed out a spreadsheet detailing the proposed road work for 2013. He explained that he was bringing this up now so the board could consider the work and the town could get going on culverts etc. to be done before possible paving or seal coating. For details on this work please see attachment “A”
b. Discussion / decision to proceed on portions of 2013 Road work—Mike seconded by Bruce moved that the town proceed with the 2013 proposed road projects, get bids out for culvert work and do the necessary repairs discussed on the bridges. Motion carried 3-0.
c. Discussion / decision regarding bridge work repairs—This agenda item was discussed and decided on along with “B” above – “Decision to proceed on portions 2013 Road Work”.
B. Report on results of April 2, 2013 Spring Election—the Clerk reported that there were 341 voters at the Spring / Local election. This is about 25% of the towns’ registered voters. Nine voters voted absentee ballot. Select races were read aloud.
C. Annual Town Meeting—April 16, 2013 -- 7:30 Pm at the Lamartine Municipal Building Meeting Room
D. Report on Township Comprehensive Plan Mandatory 2013 Update—Frank reported that the town will need to address some clusters of residences in the township that on our Farmland Preservation (FP) Map are recorded as agriculture land that the County FP map has indicated as residential land. These two plans must be consistent with each other. The Town needs to change these properties to residential also. An informational meeting will be held with the property owners and the town plan commission. There will also be a public hearing and a recommendation needed from the plan commission to the town board. With the update of our Comprehensive plan, now is the time to take care of this issue. Letters will be sent to all effected property owners. The informational meeting with the property owners will be held the first Monday in May (May 6th) at 6:30 Pm at the Lamartine Municipal Building Meeting Room (LMBMR).
E. Open Book of the Assessment Roll will be held on Tuesday, April 23, 2013 at the LMBMR from 3:00 to 5:00 PM.
F. Board of Review (BOR) will be held on Wednesday, May 15, 2013 at the LMBMR from 5:00 Pm to 7:00 Pm—Property Owners wishing to attend the BOR must contact Clerk, Jill Randall 920-906-3683 to request an “Objection to Assessment” form. You must make an appointment to appear at Board of Review.


OLD BUSINESS:
A. Legal opinion from Town Attorney regarding sharing the Towns’ annual Federal Fish & Wildlife Payment—There has been no new information regarding this issue.

NEW BUSINESS:
NONE


Approving the monthly vouchers and checks—Bruce moved seconded by Mike that vouchers and checks presented be approved for payment as well as payment to Advanced Disposal once the amount owed is verified as correct. Motion carried 3-0.

Adjournment—Bruce moved seconded by Frank to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:40 Pm.
