Board Meeting Minutes
April 8, 2019

With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
March Board Meeting Minutes (3/11/2019) – Correction in the minutes: Reports & Communications c. Update on DNR meeting held Feb. 19, 2019…the minutes stated; “Janet reported that she has completed an application to be filed with the DNR.” The minutes are corrected to read; Janet reported that she is in the process of completing an application to be filed with the DNR.
Roger seconded by Randy moved to approve the March Town Board meeting minutes as corrected. Motion carried 3-0.

Treasurer’s Report – Greg read the March Treasurer’s report aloud. The ending balance as of 3/31/2019 was $632,600.28. Randy made a motion seconded by Roger to accept the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Kevin Giebel stated that he was here in support of opening up the town roads to ATV traffic.

REPORTS & COMMUNICATIONS
a. Road Report—
i. Culvert Permit Report – NONE
ii. Road & Culvert update—Frank reported that Justin has been busy fixing roads, bumps, etc. In the rain / flood event that occurred mid-March the town had some water damage on Foss Road and Jones Road that required major repairs. Culvert replacement was done on Jones Road. Hageman Road is broken up; the board may want to consider tiling down the center of the road in the future.
b. Monthly Building Permit Report – two (2) building permits were issued this past month and were read aloud.
c. Update on Hefty Sign Legal Matter—Frank reported that an agreement was drafted and is ready for signatures. A fine of $10,500 has been assessed on Hefty Sign and the sign on 23 will remain up.
d. Election Results – April 2, 2019 – The Clerk reported that the town had 527 voters at this election. An original tape of the election results is filed with these minutes.
e. Update on Veteran Memorial / Cemetery meeting – Greg reported that the committee recently met regarding the veteran’s memorial and two town managed cemeteries. Ed Montsma & crew will again this year put up the flags that fly in the “village” of Lamartine in the next few weeks. Greg will request a quote to finish up the rest of the stone work at North Lamartine cemetery. Any group or organization looking for a project would be welcome to work on cleaning the stones at this cemetery. It has been ten (10) years since the memorial was erected and dedicated. The committee is planning a rededication of the memorial this year on Memorial Day Monday, May 27th at 11:00 AM. Town residents will be invited to the rededication via an insert / note in with the fire departments Steak Fry letter and ticket mailing. The committee will meet again April 23rd to finalize plans for the rededication event.
f. 2019 Annual Town Meeting—Tuesday, April 16, 2019 at 7:00 PM at the Lamartine Municipal Building meeting room.
g. Open Book of the Assessment Roll—April 17, 2019 – 3:00 to 5:00 PM – At the Lamartine Municipal Building meeting room.
h. Board of Review (BOR)—May 21, 2019—4:00 Pm to 6:00 PM at the LMBMR—PLEASE CALL 920-960-7835 FOR MORE INFORMATION ON WHAT YOU NEED TO DO TO ATTENED BOR.
i. Severe Weather Awareness Week – April 8 – 12, 2019

OLD BUSINESS:
a. Update on Deed Back of Foss Road – Frank explained that the property owner that the road would be deeded back to has contacted the town and is opposing this deed back. This road was damaged in the recent flooding and needs work, with the possibility of another culvert being installed. Frank is hoping that the town can get some assistance from the DOT disaster fund. This road vacation will be postponed pending road repair.
b. Update on Pinno Road drainage issue – Janet Williams reported that she is working with an engineering firm to help fill out the application for the DNR. The Town is having the road right of way surveyed and is looking into getting the County to core the road.
c. Update Hageman Road Clean-up – The Town Attorney is sending this property owner a letter on behalf of the town stating that the town is requiring his property to be cleaned up. Neighboring property owners are concerned that their property values will decrease due to this “junk” property.
d. Update on Nelson / Brown Roads (Janiak) agreement to keep vision triangle clear – Matt Parmentier (Town Attorney) has agreement drafted and Janiak’s have agreed to sign.

NEW BUSINESS:
a. Discussion regarding opening town roads to ATV & UTV use - Kevin Giebel stated that he was here in support of the town opening town roads to ATV traffic. The County and State are opening roads and he and others in the township are pushing to get the towns to permit ATV traffic as well. The town would like to establish an ATV Ordinance, form routes, and encourage that an ATV club be formed. This will likely take time to get done. Frank will talk to Fond du Lac County Hwy Dept. and see what County roads they may be opening up to ATV traffic in the township.
b. Board Action – 2019 Dog Count in township – The Town Constable, Katie McNamara was in attendance at this meeting and informed the board and that she does not want to be responsible for doing the dog count in the township. In the past the town has had the constable go door to door of residences that have not registered their dogs by the April 1st due date to see if they still have the dog. It is a state law that all dog owners must register their dog(s) each year. The town feels that it is important to keep track of the dog licensing in the township. The town will consider this request and see if it is possible to hire someone else to do the dog count.
c. Discussion – Update or create new standalone Town Sign Ordinance – Town Attorney Matt Parmentier is advising that the town updates our current sign ordinance. No property can be rezoned for the sole purpose of constructing a sign.
d. Board Action – Disaster Assistance for road and culvert flood damage – Randy moved seconded by Roger to submit the application for disaster funds. Motion carried 3-0.

Approving the monthly vouchers and checks – Randy moved that the checks and vouchers be approved as presented. Roger seconded the motion. Motion carried 3-0.

Adjournment – Roger seconded by Randy moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at
8:40 PM.
