April 9, 2007 Annual Town Meeting

With notices of the Annual Meeting having been posted and published, Ed Montsma, Chairman of the Town of Lamartine, called the 2007 Annual Town Meeting to order at 7:30 PM at the Lamartine Municipal Building Meeting Room.

Also present at this meeting were Supervisors Mike Suprenand and Frank Bartzen; Treasurer, Greg Michels; Clerk, Jill Randall, Constable Harold Birschbach and Assessor Gilbert VanderGalien. There were 19 other people signed in at this meeting.

Ed led the Pledge of Allegiance.

MINUTES—Frank made a motion to dispense with the reading of the 2006 Annual Town Meeting minutes and accept them as written. Pete Braun seconded this motion. Motion carried.

DESIGNATING OF DEPOSITORY FACILITY—Ed called for a motion to designate a Public Depository facility, per SS 60.46. Dolores Braun made a motion that the town continues to use US Bank. Larry Conger seconded the motion. Motion carried.

ALLOWING THE TOWN BOARD TO BORROW MONEY—A motion was called for to allow the Town Board the right to borrow up to $100,000 if necessary to continue to operate the town. Ed explained that this is sometimes necessary to get a short-term loan to pay bills for the town while waiting for tax dollars to be received. Dolores Braun made a motion the town be allowed to borrow up to $100,000. Joe Birschbach seconded the motion. Motion carried.

2006 FINANCIAL REPORT—Greg read the 2006 Financial Report. Questions or concerns were called for from the residents. Linda Birschbach seconded by Kathy Bozich made a motion to approve the 2006 Financial Report as presented. Motion carried.


A. Roadwork completed in 2006—Ed reported that the town did seal coating and wedging on stretches of the west end of Forest Ave Road and Triple Kay Road. One mile of road on the East end of Forest Ave Road was milled and blacktopped including the bridge. The Town was unhappy with this work especially concerning the bridge and has withheld $15,000 from Scott Construction. The work will be repair this year by Scott Construction with no cost to the Town.

B. Roadwork for 2006—Ed explained that the Town was considering seal coating and wedging on Brown Road from Hillcrest to Wonser Road and also doing Wonser Road. Possibly some stretches of Palmer Road will be seal coated and wedged but this is not in the road budget. Several other projects were discussed along with the Town applying for a state grant to do East Lamartine Drive in 2008.

OLD BUSINESS—Resident Concerns—

A. Update on Cemetery / Veterans Memorial Committee—Committee members Dick Baehler and Allen Morin showed a sketch of the proposed veteran’s memorial and where it would be placed at the Seven Mile Creek Park. Greg Michels, Committee Treasurer reported that the committee has received over $10,000 in donations for the memorial fund. The committee has received over 700 names. The Committee encourages town residents to contact them with any names of veterans that were born in the town, lived in the town or were buried in the town. The committee also needs the middle initial of each veteran’s name.

B. Review of 2007 Comprehensive Planning Grant—Ed announced that the grant that Town of Lamartine, Town of Friendship, Town of Oakfield and the Village of Oakfield jointly applied for was not received. The Town will speak with Eric Fowle with ECWRPC and the other municipalities to see what we will do next.


A. Date for 2008 Annual Town Meeting—Frank Bartzen made a motion seconded by Harold Birschbach that the 2008 Annual Town Meeting be held as always on the second Tuesday of April being April 8, 2007 @ 7:30 Pm at the Lamartine Municipal Building Meeting Room. Motion carried.

B. Future Plans for updating the town trucks—Ed reported that the town needs to look at and budget for some updating of the town equipment. The 1995 plow truck has about 80,000 miles on it and is starting to have some little problems. Ed advises that it be replaced in 2008. The pick up truck they hope will last another 3-4 years. The Town currently has $5000 set aside for highway equipment.

Joe Birschbach, Fire Chief spoke regarding the need for more members on the fire department. He noted that younger people and those who would be available to respond during the day to fire calls were especially needed. He explained that volunteer fire departments county and nationwide are experiencing similar membership concerns. He invited anyone interested, both men and women, were welcome to come to a practice and see what being a fire fighter is all about. Joe also reported that the fire department remains active in their grant writing. The fire department received a grant last year for $44,000 to purchase some new air packs. He thanked Pete and Dolores Braun for helping the fire department in writing the grants.

Pete Braun announced that the fire department will again this year be applying for a grant. The fire department has decided to write the grant for an exhaust collection system. The approximate amount of the grant they will request will be for $65,000, which will need a matching amount of 5% from the fire department. The fire department would like the town to include these matching funds in their 2008 budget. Pete Braun made the motion that the town includes $3100 in the town budget for 2008 to pay the 5% of the grant match funds. Allen Morin seconded the motion. Motion carried.

Mike Suprenand along with the Town of Lamartine Board thanked Ed Montsma for giving his time and dedication to the town as the chairperson for the last six years. He noted Ed is leaving the town in good shape and everyone appreciates his honesty, sense of fairness and concern for the township.

With no further business to discuss, Harold Birschbach made a motion to adjourn the 2007 Annual Town Meeting. Frank Bartzen seconded the motion. Motion carried. Meeting adjourned at 8:45 Pm.
