Town Board Meeting
Minutes Dated: April 9, 2012
With all notices having been properly posted, Frank Bartzen, Chairman called the April meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall also attended this meeting.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the March Board Meeting minutes.
¬Bruce seconded by Mike made a motion to approve the March Board meeting minutes as presented.
Motion carried 3-0.
Greg read the March Treasurer’s report. The ending balance as of 3/31/2012 is $483,518.39. Bruce seconded by Frank moved to approve the Treasurer’s report as presented. Motion carried 3-0.
REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that he met with the crack filling contractor and the estimated cost of crack filling this season is $19,600.00. The cost is higher due to a 10 to 15% increase in oil prices. Mike moved seconded by Bruce to approve the $19,600.00 for crack filling. Motion carried 3-0. Fond du Lac County Hwy Commissioner Tom Janke sent a letter asking for an estimate from the Town on the amount of sand salt the town would like for this next winter season. Frank requested the same tonnage as last year. The Town received a letter from Charter Communication informing the Town that they will be doing work in the township. They will notify the Town within 10-days of the work to be done. The DOT recently met with the Lamartine Cemetery Assoc. regarding three unmarked graves that are located in the road (Lincoln Ave) right of way (R/W). The DOT suggests that the Town swap or deed land to the cemetery to create at least a five foot buffer. This will be discussed further at the Lamartine Annual Cemetery Association meeting on April 23, 2012 at 6:00 Pm at the LMBMR. The DOT and Town Chairman will be in attendance at this meeting. Martenson & Eisele (M & E) is offering a Road Evaluation “PASER” Rating program. They will work for the Town in rating the roads. This is something the Town does each year and Frank fills that it may be beneficial for the Town to hire it done once to see how the Towns’ rating and M & E’s rating compare. Rich is working mowing, cutting brush and chipping it. Herrling Crack filling has offered their chipper to the Town to use at a very reasonable hourly rate.
B. Veteran Memorial / Cemetery Committee Meeting 3/25/2012 Report—Greg reported that the committee met at the end of March. The Fire Department has taken over handling Community Day. The committee discussed moving forward this year adding the one veteran name they received to the memorial. Delores Braun has been contacted for assistance in redoing the flower beds at the memorial park. The committee will be taking a serious look at the cemeteries the town cares for. Rich will look at a tree at the North Lamartine Cemetery that needs to come down. The Veteran Memorial Cemetery Committee will now meet only three times per year (June 2012. Sept. 2012 and March 2013).

D. Well Water Sampling for Town Residents: Sample jar Distribution & Collection Dates— The Town will distribute sample collection jars on Wednesday, April 11th from 8:00 Am to 11:00 Am and 4:00 Pm to 6:00 Pm. After well sampling the Town will collect residents filled sample jars Monday, April 16th at 6:00 Am to 8:00 Am and again at 4:00 Pm to 6:00 Pm. The results meeting will be held Tuesday, May 22, 2012 at 6:30 Pm until 8:30 Pm at the Rolling Meadows Meeting Room, 560 W Rolling Meadow Drive, Fond du Lac—Please note that individual homeowner’s results will be kept confidential. Bottles will also be given out to anyone interested after the Annual Town meeting Tuesday, April 10th. The County is asking that anyone who knows of any unused wells in the township to mark the location on a map they have provided so proper well abandonment for these wells can be looked into. The map and literature regarding unused well abandonment will be available at the well water sampling bottle distribution and collection dates.
E. Results of April 3, 2012 Election—Clerk, Jill Randall reported that 385 people voted at the April 3, 2012 election. Nine absentee ballots were processed. The election results were read aloud. The official results tapes for this election are included with these minutes.
A. Townline Bridge Cost Sharing with Town of Fond du Lac—Frank spoke with Town of Fond du Lac Chairman Harold Manske regarding the status of the Townline Road Bridge and the possibility of Town of Fond du Lac sharing that cost with Lamartine. Manske is unsure about this cost share and the County feels both townships should wait until we are notified that the bridge no longer meets requirements and has to be replaced. Then apply to the state for the cost share program and then figure out who is paying for what.
B. Discussion / decision regarding Attorneys opinion of Citizen Concerns / Public Comments type items on Town Board Meeting Agendas—Mike offered his version of language he would like to use on the monthly board agendas regarding citizen concerns input. Frank will pass it on to the town attorney for his legal opinion. This item will be discussed again at the May Board meeting.
A. Discussion / decision Approval and Signing of a CSM for the Hintz / Kintzler Property—Surveyor David Jacob presented a CSM Application and a check for the required $100 fee, along with a preliminary copy of the CSM for the Hintz / Kintzler property. Issues were discussed regarding an easement which serves as an access to the property owner beyond the CSM property. This easement runs through the parcel Hintz would like to buy and reportedly only part of the land designated in the easement is recorded. After much discussion, Jacob explained that he was looking for conditional approval of the CSM at this time and he would complete the survey so it meets the requirements of the Town. Mike moved to defer the approval / signing of the CSM until the Board receives more information regarding the easement. Bruce seconded the motion. Motion carried 3-0.
B. Action By the Board to Issue an Operators License to Jackie Rymer—The clerk reported that no results were found on a background check for Jackie Rymer. Mike seconded by Frank moved to grant an operator’s license to Jackie Rymer. Motion carried 3-0.
Approving the monthly vouchers and checks—Mike seconded by Bruce moved to approve payment of the vouchers presented. Motion carried 3-0.
Adjournment—With no further business to discuss, Bruce seconded by Mike made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 9:30 Pm.
