Board Meeting Minutes
August 11, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the August meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode, Treasurer; Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)—Bruce seconded by Mike moved to approve the July Town Board Meeting Minutes as presented. Motion carried 3-0.
Treasurer’s Report—Treasurer, Greg Michels read the July Report with an ending balance of: $465,920.47 on
July 31, 2014. Bruce moved seconded by Mike to approve the Treasurer’s report. Motion carried 3-0.
REPORTS & COMMUNICATIONS:
Culvert Permit Report—No culvert permits were issued this past month.
Road Work Update Per Frank—Frank stated that he assumed the roadwork was done. The seal coating had no excess of stone on the roads and they did a good job of rolling the gravel into the blacktop. Rich is still mowing. Frank spoke with Marchant Excavating and hopefully the culvert work will begin next week. Palmer Road, which is a TRIP project is paved. It appears that the blacktop is not as thick as it should be and the road is bowed. Frank is not sure what happened but has contacted Northeast Asphalt (NEA) and they will take care of the problem. A check has been written for this work and will be offered for approval later at this meeting. Frank feels the town may want to wait to pay NEA until the road is fixed.
Announcement: Conditional Use Permit Hearing (CUP)—to be Held 6:00 PM on Monday, Sept. 8, 2014—Request from Central State Tower to construct a Mobile Communications Tower on Hageman Road.
ELECTION –August 12, 2014 Partisan Election—Polls Open 7:00 Am to 8:00 Pm.
Update on Small Claims Court filing for Ron Semenas’ Delinquent Personal Property Taxes 2011, 2012 & 2013—Frank informed the board that the claim forms have been completed and he will be taking them to the town attorney for review. The forms as well as the fees will then be submitted to the county clerk of courts to schedule a court date.
Board Action—Mt Pleasant Drive Vacation—Lamont Wilder, representing Dennis Pipping stated that they have all but one signature on the land owner agreement (Ingress / Egress Agreement); the last signer has been ill and will be signing in the next day or two. All parties are in agreement. Pipping’s will also be signing the “Agreement to Initiate Road Discontinuation Process” and both documents will be delivered to the town. Frank moved that the town board proceed with the vacation of Mt. Pleasant Drive subject to Frank’s receipt of these two (2) fully executed documents and the review of them by the Town Attorney. Bruce seconded the motion. Motion carried 3-0.
Board Action—Operator’s License Application—Lisa Coyne (new)—Mike moved, seconded by Bruce to approve issuing an operator’s license to Lisa Coyne. Motion carried 3-0.
Board Action—Shouldering Palmer Road—Frank presented a $4000 quote from Fond du Lac County to shoulder Palmer Road from CTH TC to Orchard Road. Mike moved that the town have the County do the one mile of shouldering on Palmer Road not to exceed $4000. Frank seconded the motion. Motion carried 3-0.
Board Action—Plan Commission recommendation to grant CUP for Norbert & Sally Giebel Rev Tr. Parcel division—Frank explained that the Town Plan Commission held a public hearing on August 4th to hear a request for a conditional use permit (CUP) from Norbert & Sally Anne Giebel; N6478 Jones Drive, Eldorado, WI, to permit dividing an existing 5.7 acre parcel of land into two parcels consisting of an existing home on the northerly 3 acres and a proposed home on the remaining southerly 2.2 acres. Approximately 0.5 acres of the parcel is in existing road right of way and will be dedicated for that use. This land is currently zoned Intensive Farmland Preservation. The current land use is residential. None of the existing parcel is being used for farm land. The CUP was requested under Section 5.4 of the Zoning Ordinance. The Town Plan Commission voted unanimously 4-0 to recommend to the Town Board that this CUP request be granted. Mike move that the board accept the PC recommendation to grant the CUP to Norbert & Sally Giebel. Frank seconded the motion. Motion carried 3-0.
Board Action—Town of Lamartine Participating in the “Little Free Library“ Program—A town resident has inquired about building a little free library structure and placing it at the Municipal Building grounds. Also, a local boy scout may be interested in building another “little library” structure. The location of the second little library has not yet been determined. The “libraries” are stocked with books and anyone interested is welcome to take a book and leave another book in exchange. Mike moved seconded by Frank to allow two (2) little libraries be placed in the township. Motion carried 3-0.
Board Action—Repair of Town Garage Roof—Frank explained that the roof in the town garage needs to be replaced. Walters who originally built the building 35 or so years ago, looked at it and has submitted a price for repairing it. The board asked that the amount of the quote not be disclosed even to them so other companies can be asked to look at it and submit a quote. Frank will speak with Pinno and Modern Pole to see if they are interested and the board will call a special meeting ay a later date to decide on who / when the repairs to the garage roof will be made.
Board Action—Janice Voskuil Property Clean up—Frank explained the Ms. Voskuil’s property on Fairview Road burned approximately a month ago. He has spoken with her and she reports that they are working on getting the place cleaned up and everything hauled away. There is no insurance on the property and the board would like to keep an eye on this and make sure it gets cleaned up and does not become a health and safety hazard in the township. Mike seconded by Bruce moved to send a letter to Janice Voskuil instructing her to clean up the burned out mobile home on Fairview Road by November 1, 2014. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Mike made a motion that the board approve the checks and vouchers as presented with the exception of the Northeast Asphalt check in the amount of $88,553.65 be held by the town until the problems with Palmer Road are rectified. Bruce seconded the motion. Motion carried 3-0.
Adjournment—Frank seconded by Mike moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:10 Pm.
