August 8, 2016

With all notices having been properly posted, Frank Bartzen, Chairman called the August meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Bruce Rhode and Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. There were no other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. July Board Meeting Minutes (7/11/16)—Frank seconded by Roger moved to approve the July minutes as presented. Motion carried 3-0.

Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $485,577.51 as of 7/31/2016. Greg noted that the Town received the State Shared Revenue & Transportation Aide monies as well as the fire dues grant and the Semanas outstanding personal property taxes. Roger moved to accept the treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.

Public Comment:

a. Road Report— Frank read a letter from a town resident complimenting the Town and the road supervisor and his crew on a great job done on the roads & roadsides in the township. Frank reported concern of numerous residents blowing grass clippings into the road. This issue needs to be addressed in the December newsletter. Frank informed the board of property in the town that is being logged out. He advised the company doing the work, of the Town’s Road Restoration Ordinance.
i. Culvert Permit Report—Culvert permit was issued to Bill Jacob, building a home on Randallwood Lane.
b. Update on Semenas Small Claims Case –Frank updated the Board on this small claims case. The Town has received all back years delinquent personal property taxes including the filing fee from Semenas.
c. Reminder: October Board Meeting (ONLY) date change to first Monday, October 3, 2016 @ 7:00 PM. November board meeting will be back on the 2nd Monday (November 14, 2016).
d. Update on Wisconsin Towns Association (WTA) new legislation issues to affect Town Government—Frank explained that the Federal Government passed a law tied in with several other items to allow milk trucks to travel down the roads at 170,000 pounds. The Town roads can barely handle 80,000 pounds. The Town will consider adopting the “Just Fix It” ordinance drafted and adoption encouraged by the Wisconsin Towns Association (WTA). Frank asked the board to read their WTA newsletters to find out all the details and what is coming down the pike.
e. ELECTION: August 9, 2016 Polls, opened at the Lamartine Municipal Building Room (N5269 Schafer Drive) from 7:00 Am to 8:00 PM.
f. WTA Annual Convention in Stevens Point—October 9th thru October 11th. Please let Jill know By August 15th if you are attending or not. A registration form is in your interoffice mailbox.
g. Update / discussion changes in the Building Requirements. Frank reported that some minor changes are needed in the Building Requirements. Most of these changes are due to the erosion control of any land over 4000 sq. ft. requires a permit.

a. Update on junk ordinance violators—The Town is waiting until the date specified to turn in registrations etc. properties / residences that remain non-compliant will be forwarded to Fond du Lac Code Enforcement.

h. Action to Adopt a Resolution by the Town to urge the Governor and Legislature to JUST FIX IT and agree upon a solution that includes a responsible level of bonding and adjusts our user fees to adequately and sustainably fund WI transportation system. Frank read the resolution aloud. Bruce seconded by Roger moved to adopt the “Just Fix It” resolution. Motion carried 3-0. The clerk will forward copies of the resolution to the WTA, state legislatures and the governor’s office.
i. Discussion / decision to include a monthly building permit report at each monthly town board meeting. Motion by Bruce to send a letter to Pete informing him that the board wants a monthly building permit report from him each month. Roger seconded the motion. Motion carried 3-0.
j. Choosing a date for the Fall Budget Workshop meeting for the Board (The proposed budget will be voted on by the town residents at the November 14th Town Board, Budget Hearing & Special Town Meeting. Possible dates October 18th or October 20th. The Board will hold a budget workshop on Thursday, October 13, 2016 at 3:30 PM.
k. Appointment of Paul Andrew to the Election Board, term ending December 31, 2017. Roger moved seconded by Bruce to appoint Paul Andrew to the Town Election Board. Motion carried 3-0.
l. Discussion/decision Re: Technical support contracts for tax collection software. The Board will review this contract and act on it at the September 12th Town Board meeting.
m. Action /adoption of the newly updated Access Control Ordinance—No action taken. Item will be put on the September 12, 2016 Town Board meeting agenda.

Approval of Monthly Vouchers & Checks—Bruce moved seconded by Roger to approve vouchers presented for payment. Motion carried 3-0.

Adjournment— Frank seconded by Roger moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:50 Pm.
