Monthly Town Board Meeting
Minutes Dated: August 9, 2010

With all notices having been properly posted, Frank Bartzen, Chairman called the August Board Meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisor Bruce Rhode, Clerk Jill Randall and Treasurer Greg Michels were also in attendance at this meeting. Supervisor Mike Suprenand was absent.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the July Board Meeting minutes.
Bruce made a motion to approve the July Board meeting minutes as presented. Frank seconded the motion. Motion carried 2-0.

Frank asked Greg to read the July Treasurer’s report. The ending balance as of 7-31-10 is $459,613.04. Frank seconded by Bruce moved to accept the Treasurer’s report as given. Motion carried 2-0.

Citizen Concerns: Bruce announced that he had some literature on Wild Parsnip if anyone was interested in reading about it. It is growing in the town ditches and is a nasty weed. There was not enough time to get the information in the newsletter.

A. Road Report—Frank asked Road Supervisor Rich Buteyn to give the road report. Rich spoke about the wedging and seal coating done in the township. The summer road work projects are complete.
1. Weight Limit Posting for Town Roads—Frank checked into what the town needed to do to post weight limits on town roads that were at risk for breaking up with heavy truck traffic. The Town Board by resolution can impose weight limits on the town roads if the road will be destroyed with heavier traffic. Palmer & Merrill Roads are being considered by the Board for posting. Extensive discussion took place. Frank will speak with someone at the state to see what happens if the town would post a “NO THRU TRUCK TRAFFIC” sign and someone is caught; can this be enforced. This will be put on the agenda for discussion at the September Board meeting when Mike is present.
B. Zoning Ordinance Update—June 8, 2010 Public Meeting to reconvene on Wednesday, August 11, 2010 at 6:30 Pm at the Lamartine Municipal Building Meeting Room. Adoption of the Town Zoning Ordinance Amendment. PUBLIC IS ENCOURAGED TO ATTEND!! Frank explained that DATCP has certified our amended plan. We can add a Wind Siting & Adult Establishment Ordinance, etc. which Town Attorney St. Peter would like to incorporate into the Zoning Ordinance, without sending it back to the State for approval. He announced the above meeting and encouraged all to attend.
C. Update on the Veterans Memorial / Cemetery Committee Meeting held July 26, 2010—Greg reported that there was nothing new on the memorial. Some trees and the fence need to be taken down at the cemetery, but we need to see if we have some funds available in the budget to have this work done. The September 25, 2010 Community Day activities continued to be planned. The parade route, parade entries and food prices were discussed at the meeting. A flyer announcing the details of Community Day will be distributed to town residents around Labor Day.
D. Update on July 29, 2010—Highway 151 Upgrade Public Meeting with DOT—Frank stated that about 40 people attended this meeting. There are two plans for consideration. Plan A is an interchange at CTH TC and an overpass at Dehring Road. Plan B is an interchange at Dehring Road and an overpass at CTH TC. The Town of Lamartine and Fond du Lac County would like Plan A. This is a future (20 year) plan. More information and DOT meetings will occur in the future.


A. Discussion / decision regarding Town budget and the availability of funds to pay for the Fire Department Freightliner Pumper repair—this truck tank needs to be blasted and coated. The cost of this work will be about $2430.00 to do the job. Money to do this job is available.
B. Discussion / decision regarding conditional approval of the Fisher CSM—Frank explained that Steinke would like to build a home on a two (2) acre parcel of land on the Ed Fisher property on Brown Road. They would like to have the Town Board conditionally approve the CSM subject to the Zoning Ordinance being adopted at the August 11, 2010 public hearing. If adopted Fisher will come back to the Town for a Conditional Use Permit (CUP). Bruce moved to conditionally approve the Fisher CSM subject to the adoption of the Zoning Ordinance and the granting of a CUP after the Ordinance is adopted and published and in effect. Frank seconded the motion. Motion carried 2-0.
C. Approval to issue Timothy L. Loomans an operators license—Bruce seconded by Frank made a motion that an operators license be issued to Timothy Loomans. Motion carried 2-0.
D. Discussion / decision regarding a re-assessment of the township—Frank received a letter from Bowmar stating that they would re-assess the Town of Lamartine for $46,800.00. This price is much lower than the Town thought it would be for a re-assessment. This will be discussed further at the next Town Board meeting.

Approving the monthly vouchers and checks—Frank seconded by Bruce moved to approve the vouchers presented. Motion carried 2-0.

Adjournment—Bruce moved to adjourn the meeting. Frank seconded the motion. Motion carried 2-0 and the meeting adjourned at 8:55 PM.
