Board Meeting Minutes
Dated: December 11, 2006

With all notices having been properly posted, Ed Montsma, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand and Frank Bartzen and Treasurer Greg Michels were in attendance at this meeting.

Ed led the Pledge of Allegiance.

Ed then called for any corrections or additions in the November Board Meeting minutes. Frank made a motion seconded by Mike to approve the November minutes as presented. Motion carried 3-0.

Ed asked Greg to give the November Treasurer’s report. The Treasurer’s report was read aloud with an ending balance of $444,334.13 as of 11-30-2006. Mike made a motion to accept the Treasurer’s report as given. Frank seconded the motion. Motion carried 3-0.


Chris Newton asked about the sub-division on the east side of Townline Road in Town of Fond du Lac. Ed said that this item would be discussed later on at the meeting.


A. Road report—

1. Payment to Scott Construction for Forest Ave Road work—Frank made a motion that the town withhold $15,000 from Scott Constructions bill for the work done on Forest Ave Road. Mike seconded the motion. Motion carried 3-0. The remaining $15,000 due to Scott will be paid when the roadwork on Forest Ave Road is repaired to the satisfaction of the Town.
2. Snow Removal from driveway snow clean ups—Ed reported that town residents are plowing snow from their driveways across the road leaving snow on the town roads and not pushing the piles far enough off the road. This is illegal and a liability to the town and the homeowner. Ed will address this problem in the upcoming newsletter.

B. Property Clean-ups

1. Treptow Property— N6345 Hillcrest Road—this property clean up is still in the hands of County Code Enforcement.
2. Schmitz Property—W8251 Hwy 23—Ed has been unable to contact Mr. Schmitz regarding the junk vehicles on his property. The Town will send a letter giving him 30-days to clean it up.
3. Balboa Property—N5481 Grandwood Drive—The Town will send a letter giving him 30-days to clean up the vehicles.
4. Roehl Property—N5602 Fairview Road—A letter giving the property 30-days to clean up the property will be sent by the town.

C. Update on Cemetery/Veterans Memorial Committee Mtg 12/2/06—Ed reported that the committee met with Ron Engel to select the best location for the Veterans Memorial to be place at the Seven Mile Creek Park. Ed pointed out on a map of the property, the location he believes will be chosen for the memorial. The Veterans Memorial / Cemetery Committee will meet on Thursday December 14th at 7:30 Pm @ the Lamartine Municipal Building Mtg Room to stuff envelopes with the letters they are mailing to area businesses requesting donations for the memorial.

D. Update on Building Committee work completed at the Municipal Building—Greg reported that the Building Committee projects were completed. A new lighted sign visible from both directions was installed on the north side of the building, a new flag pole was installed along with lighting for the flag, wainscoting and a chair rail were installed on the south side of the meeting room wall and the drywall was touched up and re-painted. Greg offered a huge thank you to the Building Committee; Ron Rymer, Greg Stratz, Joe Birschbach, Larry Conger, Greg Michels, Ginger Hintz and Bill Luckey. He noted that Bill Luckey moved from the township so he has resigned from the committee. He also wished a special thank you to Ron Rymer for donated his time installing the wainscoting and chair rail and also a donation for a new flag from the Rymers’, and to Don Lefeber for his donation of the cement work on the new sign. Greg stated that “all this work being completed shows the commitment of our town residents to make stuff happen”.

E. Newsletter Articles for December Newsletter—All newsletter articles need to be to Patti ASAP. She will be getting the newsletter out soon.

F. Report on Townline Road (Don Gerlach) concern of new subdivision on Townline Road in Town of Fond du Lac causing future water drainage problems for Town of Lamartine property owners—Discussion took place regarding this issue. Several town residents that reside on the west side of Townline Road were in attendance at this meeting to voice their concern. Ed Montsma will call Town of Fond du Lac Chairman and request a meeting between the Town of Lamartine and the Town of Fond du Lac to discuss this matter.

G. Town of Lamartine / Town of Fond du Lac jurisdiction of Townline road between CTH T and STH 151—This issue will also be addressed at the meeting between the Town of Lamartine and the Town of Fond du Lac.

H. Update on the Town / Road Driveway Committee Progress—waiting for information / recommendation from the Town Attorney—Ed reported that Attorney Sharpe spoke with David Jacobs regarding getting some survey work done on the roads/driveways that have no legal descriptions. The Town is now waiting for this work to be done before moving forward with this matter.


A. Resolution to “Establish the Town of Lamartine Veterans Memorial Committee”—Mike seconded by Frank made a motion that the board approves the resolution to establish the Town of Lamartine Veterans Memorial Committee. Motion carried 3-0.

B. Appointment of two members to the Town Plan Commission for a three year term beginning the 2nd Monday in January 2007 to the 2nd Monday in January 2010—Kramer & Grade’s Terms are up in January of 2007—Frank made a motion seconded by Mike to reappoint Roger Grade and Tom Kramer to the Plan Commission for these three year terms. Motion carried 3-0.


A. Nomination and appointment of Election Board / Poll Workers for a one-year term beginning January 1, 2007 through December 31, 2007— Ed read the names of the Election Workers to be appointed for the Jan. 1, 2007 thru Dec. 31, 2007 term. David and Kathleen Stetter, Mike Gannon, Linda Birschbach, Joann Towne, Daniel and Frances Wustrack, Armin and Barbara Kollmann, Greg Michels and Mary Ayer. Frank made a motion that the board appoints theses people for a one year term on the Town Election Board. Mike seconded the motion. Motion carried 3-0.

B. Ordinance Committee Request for Board decision regarding a town subdivision ordinance be drafted by Attorney St. Peter—Mike seconded by Frank made a motion to contact Attorney St. Peter to draft a subdivision ordinance for the Town of Lamartine. Motion carried 3-0.


Frank made a motion that the Clerk and Treasurer have permission to pay the Scott Construction Invoice, the Red Power Invoice and the US Bank Visa bill after this board meeting. Mike seconded the motion. Motion carried 3-0. Mike made a motion to approve the monthly vouchers as presented. Frank seconded the motion. Motion carried unanimously.

Frank made a motion to adjourn the meeting. Mike seconded the motion. Motion carried.
