Town Board Meeting
Minutes Dated: December 12, 2011

With all notices having been properly posted, Frank Bartzen, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall also attended this meeting.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the November Board Meeting minutes.
¬Mike seconded by Bruce made a motion to accept the November Board meeting minutes as presented. Motion carried 3-0.

Frank asked Greg to read the November Treasurer’s report. The ending balance as of 11-30-11 is $455,394.85. Bruce seconded by Mike moved to accept the Treasurer’s report as presented. Motion carried

Citizen Concerns:
Larry Conger inquired as to when the property tax bills would be coming out. Greg stated that they would be mailed out soon. The town had to wait for the County to print the tax bills.

A. Road Report—Frank reported that the plow trucks are ready to go for winter plowing and salting. The Oshkosh would be in the shop soon for painting due to it being very rusty. They are hoping to get a couple more years out of the truck. If the truck does not stand up the town will consider getting rid of it or replacing the box. This winter the mower tractor will be going back to the dealer at no cost to the town, for troubleshooting some of the problems the town has experienced with it.
B. Update on Building Committee Projects—Greg reported that the new garage lighting and outside building lights are installed with the exception of two lights that were forgotten. These lights have been ordered and will be installed as soon as they arrive.
C. Well Water Testing Program—The Town Board voted at the November Town Board Meeting to work with the UW Extension-Fond du Lac in offering a well water testing program to the town residents. The Clerk will email Diana at the UW Extension to inform her of the board’s decision. Please watch for futher details in the upcoming Town Newsletter and a special mailing.
D. Announcement of TRIP Awards—Frank announced that the Town Road Improvement Program (TRIP) grants were recently rewarded. The Town of Lamartine will receive $38,330.43 to put toward the road project submitted for the township. The County will not approve a cold mix for this project so the town will have to go with a hot mix for this work.
E. Announce Plan Commission (PC) Meeting to be held Thursday, January 5, 2012 at 6:30 Pm—Purpose for meeting is to have the PC review the Land Use Plan for the Fond du Lac CTY Farmland Preservation Plan

A. Discussion / decision-- Terms are up January 2012 for Plan Commission Regular Members Carol Kinyon & Glenn Becker (Reappointment)—Frank stated that both Kinyon and Becker were interested in being reappointed to the Plan Commission. Bruce moved seconded by Mike to reappoint both Carol Kinyon and Glenn Becker to a three year terms (January 2012 to the 2nd Monday in January 2015) on the Town Plan Commission. Motion carried 3-0.

A. Discussion / decision regarding Adoption of a Town Driveway Grading Policy—After much discussion on this topic Frank moved that the Town Driveway Grading Policy be put on hold and a copy of the draft policy be sent to the town’s insurance company for their opinion on it and to find out the towns’ liability in doing this work. He will report back on this matter at the February Town Board meeting. Bruce seconded the motion. Motion carried 3-0.
B. Appointment of Poll Workers for two year term 1/1/2012 thru 12/31/2013—Mike seconded by Bruce moved to approve all the poll workers submitted by the clerk for a two year term beginning 1/1/2012 thru 12/31/2013. Motion carried 3-0 to appoint David and Kathleen Stetter, Linda Birschbach, Jodi Suprenand, J. Peter Braun, Jeri Bartzen, Armin and Barbara Kollmann, Greg Michels and Mary Ayer to the Town of Lamartine Election Board.
C. Board Approval to sell fire equipment if truck bid is successful—Mike moved seconded by Frank to sell fire department equipment as two pieces; one truck tank and one chassis. Motion carried 3-0. Frank reported that he spoke with the Wisconsin Towns Association and they recommend that the equipment for sale be published and the town asks for quotes to purchase each piece of equipment.

Approving the monthly vouchers and checks—Bruce moved to approve the vouchers as presented for payment including an invoice presented by the clerk for Quality Truck. Frank seconded the motion. Motion carried 3-0.

With no further business to discuss, Mike seconded by Bruce made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:30 Pm.
