Board Meeting Minutes
December 13, 2021
With all notices having been properly posted, Frank Bartzen, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
November Board Meeting Minutes (11/08/2021) –Randy seconded by Travis moved to approve the November Town Board meeting minutes. Motion carried 3-0.
Treasurer’s Report – Greg read the November Treasurer’s report aloud. The ending balance as of 11/30/2021 was $624,833.88. Randy moved seconded by Frank to approve the treasurer’s report as presented. Motion carried 3-0.
Frank addressed why the CSM for Ryan Potratz was not on the December Agenda. The Clerk will send Mr. Potratz the CSM Application to be filled out that the township requires for all CSM’s along with written documentation as to what is needed for the board to review the CSM. Once that is returned by Mr. Potratz the CSM will be added the January Agenda for approval.
Kellie Jacob stated her concerns in regards to the state of Fenner Rd. She feels that it is a safety concern. Frank mentioned that he did speak with the plow driver in regards to the damage of the road and will see about getting screenings added to Fenner Rd. There is a possibility to have the road graded in late winter. Fenner Rd will be on the discussion list to have the road fixed in 2022. Randy made note that Ashley Geasland also contacted him in regards to the state of the Fenner Rd as well.
Ryan Potratz questioned if there was any funds available for the township to get better broadband. He stated that he has also heard from other residents that it is needed due to some areas having terrible service. He said that due to a lot more people working from home and virtual learning with schools that it is needed. Frank replied saying that the funds would have to be from the State and County. Some areas have run fiber optic and made mention that the state is working on the broadband service but it all really depends on how the state disperses any funds available.
REPORTS & COMMUNICATIONS
a. Road Report—Plows are up and running, All the trucks will be worked on for normal maintenance.
i. Culvert Permit Report – Frank read two report was aloud
ii. Replacing Road Supervisor—Looking for replacement for the vacant Road Supervisor position. At this time there has been only 2 applicants. The Township is also looking for an additional 2 plow drivers.
b. Monthly Building Permit Report – Frank read the building permits issued this past month.
a. Board Discussion—Update on Municipal Sign—Signarama is still waiting on materials and it may take another 6 more weeks to receive the parts. Greg also received a quote of $1480.00 from Central Restoration, LLC for Tuckpointing block at the Municipal Sign outside the Fire Dept. This quote is within the town budget and work is to completed. This work will need to be completed before Signarama can start their work on the sign.
b. Board Discussion—Update on Foss Rd—All paperwork has been drawn and sent to the resident. The township is waiting on the resident to review and sign. If the resident does not sign for the vacation of Foss Rd, it will be taken to the town attorney for the next step.
a. Board Action – Appointment of Election Board for the Jan. 1 2022 thru Dec. 31, 2024.—Travis moved to approved Rita Baumhardt, Shelly Schmidt, Karen Roberts, Greg Michels for the next term seconded by Randy. Motion carried 3-0.
b. Board Action – Update Pay for Plow Drivers—The current rate for plow drivers is $18.00 per hour. After discussion Frank moved to up the pay rate for Glenn Becker and Andy Coates to $19.00 per hour for the extra work, they are doing due to the empty Road Supervisor Position. The rate will stay the same at $18.00 for the remaining drivers. Travis seconded the motion. Motion carried 3-0.
c. Board Discussion—Town Snow Blower—Frank had the snow blower fixed and it should get the township through the winter. A new snow blower will be needed in the future and will be addressed next fall.
d. Board Discussion and/or Action—Town Facebook Page—Jessica said that it would benefit the Township if a Facebook page was set up. It would be beneficial to get important information to the residents quicker. Randy moved to approve the set up of the Facebook Page seconded by Travis. Motion carried 3-0.
e. Board Action—Sales tax from Fond du Lac County—Frank spoke with the county and they had passed resolution and was informed that in March 2022 the town will receive $22,717.00. Frank moved that Town of Lamartine accepts the sales and use tax funding from Fond du Lac County from the sales tax revenue and the Town of Lamartine will use the funds for town projects that benefit all tax payers in the township seconded by Travis. Motion carried 3-0.
Approval of Monthly Vouchers & Checks – Travis seconded by Randy moved to approve the vouchers presented for payment besides Harter’s and Torres Tree Service. Greg will contact those 2 to investigate the charges before payment is approved. Motion Carried 3-0.
Adjournment – Randy seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:20 Pm.
