Board Meeting Minutes
December 14, 2015

With all notices having been properly posted, Frank Bartzen, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Bruce Rhode and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. November Board Meeting Minutes (11/09/15)—Roger seconded by Bruce moved to approve the November minutes as presented. Motion carried 3-0.

Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $465,192.92. Bruce moved to approved as presented. Roger seconded the motion. Motion carried 3-0.

Public Comment:
Sara Everson, Fond du Lac County Supervisor for the Lamartine district introduced herself and explained that she was running again for County Supervisor. Clerk, Jill Randall reported that Patti Rhode had contacted her regarding the upcoming newsletter and if the Board was going to take action to allow a town resident to submit an article for the January newsletter regarding a 2016 community rummage sale. The board will address this matter at the January 2016 board meeting.

a. Road Report—Frank reported that Rich has the trucks ready for snow. The Town continues to search for part time help with snowplowing. Frank also discussed someone driving down in the ditches and rutting up the ground. Rich has also been working on cleaning up the shop; heavy shelving was donated to the town by Dan Knaus. Rich is doing a great job of straightening up the shop.
i. Culvert Permit Report--NONE
b. Update on Thomaswood Trail & Thomaswood Court Asphalt Completion by Developer—Frank recommends that a follow up letter be sent to each SID Investments member regarding the letter dated 11/5/15 asking that they contact the town regarding completing the second lift of asphalt on Thomaswood Trail and Thomaswood Court by September 1, 2016, so the town can take over the road. No contact has been made with the town regarding the November letter. Bruce moved to continue to pursue the matter sending a letter to developers to proceed with the blacktopping final coat. Roger seconded the motion. Motion carried 3-0.

a. Town Gravel Roads Vacation—Discussion took place regarding the town’s plans to vacate five (5) gravel roads in the township: Ballwanz Drive, Darling Road, Giebel Drive, Sunnyside Drive & Waldson Drive. David Jacob recently submitted the surveys and legal descriptions for each. Frank recognized Kevin Ferguson (Ballwanz Drive). The Board explained that the town planned on returning these gravel roads/driveways to the original property owner as it functions as the equivalent of a private road or private driveway and the road aides received by the town for these “roads” does not cover their upkeep.
The Town will gravel and grade these roads where needed, before they are returned to the owner. The Town will plow these gravel roads until April 1, 2016. More legal notices will be sent to the property owners and special meetings will be held to legally complete the vacation process. Bruce moved that the town proceed with the resolutions to the property owners to vacate the gravel roads with the knowledge that they will be returned in good shape to the land owner. Roger seconded the motion. Motion carried 3-0.

a. Plan Commission—Tom Kramer and Dan Wepner’s terms expire January 2016—Frank reported that Tom Kramer and Dan Wepner are both willing to be reappointed for another three (3) year term as regular members on the Plan Commission. Bruce moved to reappoint Tom and Dan for the terms described. Frank seconded the motion. Motion carried 3-0. The new terms will run from January 2016 to January 2019.
b. Ordinance—Sex Offender Ordinance—Frank explained the matter regarding sex offenders in Milwaukee attempting to be housed in Fond du Lac County townships. The town attorney has recommended that the towns’ consider adopting a “Sex Offender Residency Ordinance” to prevent sex offenders from other counties being housed in our townships. Under this ordinance the Town of Lamartine would allow housing of sex offenders from Fond du Lac County only in the township. Roger moved seconded by Bruce to adopt the town of Lamartine Sex Offenders Residency Ordinance. Motion carried 3-0.
c. Poll Workers for two year term 1/1/2016 thru 12/31/2017—Roger seconded by Bruce moved to approve all the poll workers submitted by the clerk for a two year term beginning 1/1/2016 thru 12/31/2017. Motion carried 2-0 (Frank abstained as his spouse is a poll worker) to appoint David and Kathleen Stetter, Linda Birschbach, Jodi Suprenand, Jeri Bartzen, Sue Seresse, Greg Michels, Mary Ayer and Ellen Gottinger to the Town of Lamartine Election Board.
d. Review of Cemetery Fees—Greg reported that the Town has been selling some gravesites in the town owned North Lamartine Cemetery on County Y. The current price to purchase a site is $100.00. After discussion the board proposed the following cemetery fees:
Price for each Gravesite $200.00
Vaulted Burial $600.00
Cremation Burial $250.00
Grave Marker Guarantee Fee $500.00
Grave Marker Date Guarantee Fee $100.00
Frank moved seconded by Roger that the board approve the fees as stated above. Motion carried 3-0. See Attachment “B” for an updated Cemetery Fee List 12/14/2015.
e. Review of Building Permit Fees—The board will hold a special town meeting where they will look at ALL town fees and consider if they should be increased or not next year.

Approval of Monthly Vouchers & Checks—Frank moved seconded by Bruce to allow the clerk and the treasurer to make payment of $3,975.12 to JTL Repair LLC (Fire Department Truck repair), and to approve all vouchers presented for payment this evening. Motion carried 3-0.

Adjournment—Bruce seconded by Roger moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:20 Pm.
