Board Meeting Minutes
December 14, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Deputy Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
November Board Meeting Minutes (11/09/2020) –Randy seconded by Travis moved to approve the November Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the November Treasurer’s report aloud. The ending balance as of 11/30/2020 was $425,403.46. Frank moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Donn Mortier addressed his concern for having to pay for the digging of the ditch on his property that was done by Mike Rabe Trucking on Priepke Rd. The Township informed him in September 2019 that there was issues with his culvert and it needed to be replaced. He feels along with his neighbors Jeff and Gary Marggi that the town should pay for the expense for the ditch digging while they pay for the culvert replacement expense. Frank and Travis will go to the properties in question to see what can be done.

Brain Merkel noted that the roads after this 1st winter weather of the year were not very well taken care of. He addressed his frustrations with the sand/salt mix and that it can be a safety concern with the residents and the fire department. Frank and Travis addressed his concerns and noted the surrounding community roads had issues as well.

Donn Mortier and Greg Michels also brought up the fact that it looks like Waste Management is dumping the garbage and recycling into the same container, not separating them like they should be. Frank has been trying to reach management at Waste Management to discuss the townships concerns and is supposed to receive a call on Wednesday the 16th to address them.

Janet Williams had a Sediment Sampling and Analysis done for 7 Mile Creek and the Sample came back clear of any Sediments from the Wisconsin Lake and Pond Resource, LLC. There will now be a discussion with the DNR in regards to a permit.

Tim and Alyssa Babler questioned the status of the Petition that was filled out by residents in support of an ATU/UTV ordinance. Frank mentioned that per the town lawyer the Petition was not valid due to the fact that it was on the wrong petition. Travis supports the cause and needs a good Ordinance drafted to move forward. This topic will be on the January 2021 Agenda for the meeting on January 11th, 2021
REPORTS & COMMUNICATIONS
a. Road Report—Justin and Andy Coates went out on Saturday and Sunday to plow the roads after the winter weather on Saturday. There has also been issues with the International Truck. One of the issues has been fixed and the other will be fixed in the next couple of weeks.
i. Culvert Permit Report – Frank read two report was aloud
b. Monthly Building Permit Report – Frank read the building permits issued this past month.
c. Set a meeting date to discuss increase in permits & fees – Meeting date was set for 6:00 PM on January 4, 2021.

OLD BUSINESS:
Board Discussion—Schrubbe Property. The town board has not been allowed on the property to evaluate the progress on the cleanup. It has sent to the courts to get a court order to get an inspection warrant. The Town’s attorney is still working on this matter.

NEW BUSINESS:
a. Board Action – The date for the Spring Caucus will be held on Saturday, January 9th at 1pm.
b. Board Action – Approve Operator’s License for Megan TerBeest and Holly Schneider – Travis seconded by Randy moved to grant Megan TerBeest and Holly Schneider an operator’s license. Motion carried 3-0.
c. Board Action—Acceptance of Aidan Court and Halle Dr in Fairview Estates to Township Road inventory—The roads have been blacktopped and the roads have also been shouldered. There will be no Road Aid till 2022. Randy seconded by Travis approved the acceptance of Aidan Ct and Halle Dr to Township Road Inventory. Motion carried 3-0

Approval of Monthly Vouchers & Checks – Frank seconded by Travis moved to approve the vouchers presented for payment along with the payment to be processed for Precision Overhead Door when it is received. Motion Carried 3-0.


Adjournment – Frank seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:26 Pm.
