Board Meeting Minutes
December 8, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the December meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode, Clerk; Jill Randall and Treasurer, Greg Michels. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. November Board Meeting Minutes (11/10/14)—Bruce seconded by Mike moved to approve the November minutes as presented. Motion carried 3-0.
b. Special Town Meeting Minutes (11/24/14 –Forest Ave Road Drainage Issue)—Correction in the language in the third paragraph of these minutes as follows (*Please note that the language to be deleted is shown with a strike through and the new language to be added is underlined): “The Board agrees that the ditch is obstructed there is a problem with the ditch at the W7744 Forest Avenue Road driveway. The culvert needs to be lowered. The board needs to decide how they would like to proceed. The town attorney Matt Parmentier has sent a letter to the town detailing the statute. The board may issue a “Remediation Order” to the abutting property owner to remedy the obstruction. If abutting property owner does not complete the remediation as ordered, the board can have the work done. The town can charge these costs against the abutting owners’ property.” Bruce moved seconded by Mike to approve minutes as corrected. Motion carried 3-0.
Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $341,186.10. Mike moved to approve the treasurer’s report as read. Bruce seconded the motion. Motion carried 3-0.
A comment regarding Forest Avenue Road Ditch drainage will be made later at this meeting when this agenda item is addressed.
REPORTS & COMMUNICATIONS:
a. Road Report—
i. Culvert Permit Report—Culvert permit was granted to Jeremey Rausch.
b. Update on Voskuil property—Frank reported that it looked like the cleanup project was going to start and then all equipment was removed from the site. Frank has been conversing with the property owner and her family on how to move this clean up along. Frank stated that this item will be back on the January 2015 agenda.
c. Update on Building Committee Meeting—Oct. 23, 2014—Committee Chairman Greg Michels reported that the committee met to discuss three items: #1. Lighting in the town hall meeting room – All the lighting in the meeting room is controlled with one switch. The committee looked at the possibility of having one row of lights in the back of the room by the kitchen be able to be turned on and off independent of the other lights. The committee recommends having Advanced Electric due this work for $490.00. #2. The committee addressed the water problems in the building. Iron filter issues, no hot water in the kitchen and very hard water causing sediment and problems with water heater elements. Replacing the iron filter will take care of that issue. Installing a water softener will help with the hard water causing problems, and adding a booster in the kitchen will solve hot water issues. Price estimates totaling $4100.00 were discussed. The board asked that the committee also get a price quote for this work from Silica Plumbing and Heating. #3. Emergency backup power for the municipal building. Greg reported that the town currently has a generator for the building that consists of a tractor located in the town garage to be used to run a generator located under the stairs in the fire department. The fire dept. had a concern that the overhead doors are difficult to operate when the power is out so other power options were being looked into. The committee priced gas generators that would set outside. With this type of generator certain areas or items would be designated to be run by the generator. The switch over would be instant when the power went out. After discussion on this matter the board asked that the committee get another set of prices. The board would then look at possible future budgeting of this item. Mike moved seconded by Frank to spend up to $5000 to do both the first two building committee projects (lighting and water issues). Motion carried 3-0.
a. Forest Avenue Ditching (Woodley Property) Meeting Date Set to Discuss Matter w/Town Attorney present—Tuesday, December 16, 2014 at 6:00 PM at the LMBMR—Frank announced this meeting as referenced above. A concern was addressed at this time that the Forest Ave Road ditch problem at this property was a manmade problem.
The meeting on Dec. 16 @ 6:00 PM is opened to the public.
a. Board Action—Issuing Operator’s License – Kraig Kilpatrick—Bruce seconded by Mike moved to issue an operator’s license to Kraig Kilpatrick. Motion carried 3-0.
b. Board Action—Policy for Returning Hall Rental Fees Paid to Town and then Hall Rental is Canceled—Mike moved that the town refund all hall rental fees if the hall use is canceled more than 60-days prior to the scheduled date of use; and the town retains $20.00 of the hall rental fee if the hall use is canceled less than 60-days before the scheduled hall use. This policy is to start on January 1, 2015 with any new hall rentals. Frank seconded the motion. Motion carried 3-0.
c. Plan Commission Terms Ending January 2015 for Glenn Becker and Carol Kinyon—Frank will talk to these two members and see if they are interested in another term.
d. Set Caucus Date—Frank moved seconded by Mike that Caucus be held on Saturday, January 17, 2015 at 1:00 PM. Motion carried 3-0.
Approval of Monthly Vouchers & Checks—Mike made a motion that the board accept the checks and vouchers as presented. Bruce seconded the motion. Motion carried 3-0.
Adjournment—Mike seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:10 Pm.
