Board Meeting Minutes
FEBRUARY 10, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
January Board Meeting Minutes (1/13/2020) –Randy seconded by Travis moved to approve the January Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the December Treasurer’s report aloud. The ending balance as of 1/31/2020 was $1,383,722.13. Frank moved seconded by Randy to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:

BOARD ACTION—Plan Commission’s Recommendation on Proposed Ordinance to amend the Town’s existing Zoning Ordinance to regulate by zoning permit the siting and construction of mobile service support structures and related facilities including co-locations. The clerk reported that at the public hearing for the above referenced purpose, the Plan Commission voted 5-0 that the town board adopted the ordinance to amend the town’s existing zoning ordinance to regulate by zoning permit the siting and construction of mobile siting towers. For more information please see the Public Hearing Minutes dated 2/10/2020 on this topic. The town board was in attendance at the public hearing, and heard discussion on this matter. Travis moved that the town adopt the ordinance as recommended by the Plan Commission and complete the leg work regarding the application process with the town legal counsel. Randy seconded the motion. Motion carried 3-0.

BOARD ACTION –Plan Commission’s Recommendation on the Wallace Property Request for a Conditional Use Permit to establish a dog kennel and training facility. The Clerk reported that the Town Plan Commission voted unanimously to recommend to the Town Board that this request for a conditional use permit be granted; as long as a document is drafted by the town, the petitioners and legal counsel to include all aspects of the operation. The town board was in attendance at the public hearing so is aware of the discussion that took place at that meeting. The board discussed possible conditions to be considered if this permit was to be granted. The board was interested in what conditions were stipulated on the other two similar dog facilities in the township. Travis seconded by Randy moved to defer this matter to the next month town board meeting (March 9, 2020 at 7:00 PM at this same location). Motion carried 3-0. The board would like to see the conditions for the other two facilities, the sample conditions from the town attorney and any other pertinent documents. The petitioner(s) were invited to attend this meeting.

a. Road Report—Justin (Town Road Supervisor) reported that he has been plowing snow and replacing signs. A problem exists with town residents continuing to push snow from their driveways across the town roads. Recently one of these piles of snow was not pushed back far enough and one of the town trucks hit the hard snow left on the side and shattered the fender on the truck. This will have to be addressed with town residents. The board was informed that the 2000 Oshkosh truck was listed on the state auction site and the current highest bid was $13,000. Travis moved seconded by Randy that Frank is allowed to use his best judgement and determine the best price to sell the Oshkosh truck. Motion carried 3-0.
i. Culvert Permit Report – One permit was received and read aloud.
b. Monthly Building Permit Report – Frank read the building permits issued this past month.
c. Update on Fee Review for possible fee increases for the town held Mon. Feb. 3 – The board met and discussed town fees. They will be typed up in a form and the board will meet to discuss possible increases at a later date.
d. Update Schrubbe junk issue on Hageman Road – Matt (town attorney) has been unable to get in touch with Mr. Schrubbe’s attorney. Matt will draft a letter to Mr. Schrubbe through his attorney.
e. Update on discontinuation of Foss Road – Town legal counsel continues to work on finding the property owner that needs to sign the paperwork for the town to return this road.
f. ELECTION – Spring Primary – Tuesday, Feb. 18, 2020 – Polls open 7:00 AM to 8:00 PM


a. Board Action – Resolution Adopting the FDL County, Wisconsin Hazard Mitigation Plan 2019-2024 – Frank explained the FDL County resolution as referenced above. Travis moved seconded by Frank that the town approve the adoption of the FDL County, WI Hazard Mitigation Plan for 2019 – 2024. Motion carried 3-0.
b. Board Action—Spring Road Posting – Randy seconded by Frank moved that the town post the roads this spring as needed. Motion carried 3-0.
c. Board Action – Granting operator licenses to: Jeff Karls, Jamie Karls & Timothy Evenson – The clerk reported that nothing was found in the background checks of Jeff & Jamie Karls or Timothy Evenson. Randy made a motion seconded by Travis to approve the three applicants for operator licenses. Motion carried 3-0.
d. Discussion – Clerk’s resignation – Frank read aloud the letter of resignation received at the beginning of the month from Clerk, Jill Randall. Jill will be resigning her position of Town Clerk after the Annual Town meeting on Tuesday, April 21, 2020. The board will need to appoint someone as clerk to finish out the term that expires on April 20, 2021. The board will send out a notice to town residents informing them that the clerk position will be opened mid - April and where interested parties can apply for the position.

Approval of Monthly Vouchers & Checks – Frank seconded by Travis moved to approve the vouchers presented for payment. Motion carried 3-0.

Adjournment – Randy seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned.
