TOWN OF LAMARTINE
Board Meeting Minutes
Minutes Dated: February 11, 2013
With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.
Supervisors Mike Suprenand and Bruce Rhode, Clerk Jill Randall and Treasurer, Greg Michels were also in attendance.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the January Board Meeting minutes.
Mike seconded by Bruce made a motion to approve the January Board meeting minutes as presented.
Motion carried 3-0.
Frank asked Greg to read the Treasurer’s report. The ending balance as of 1-31-13 is $1,062,331.24. Greg noted that like last month this total reflects tax collection money. Bruce moved to approve the December Treasurer’s report as presented. Mike seconded the motion. Motion carried 3-0.
REPORTS AND COMMUNICATIONS:
A. Road Report—Mike commented that Rich and Leonard are doing a great job on the roads this winter. Frank noted that some of the roads and culverts are moving this winter. Rich will start digging some culvers out. Frank agreed that the guys are doing a good job on the winter roads.
a. Posting Weight Limits this spring—Mike move to post roads for the spring thaw with weight limits as needed. Frank seconded the motion. Motion carried 3-0.
B. Report on results of Town Caucus held Saturday, January 19, 2013—There will be no change in elected officials this next two year term. The same elected officials are running for office at the April 2, 2013 election.
C. Report on Properties in township with excessive unlicensed vehicles—Frank reported that there are 8 to 10 properties with too many unlicensed vehicles. In spring Frank and Harold will address this with the property owners.
D. Report on Township Comprehensive Plan Mandatory 2013 Update--of the PC information only meeting held at 7:00 PM 2/4/13 and the 2/11/2013 PC meeting held at 6:30 Pm 2/11/2013 at the Lamartine Municipal Building Meeting Room (LMBMR) This item will be addressed later at this meeting (Please see Old Business: A)
E. Spring Primary Election—February 19, 2013—Polls will be opened at the Lamartine Municipal Building Meeting Room from 7:00 Am to 8:00 PM. Jill reported that there is only one office on the ballot for this election. “Justice of the Supreme Court”.
A. Recommendation to the Town Board from Plan Commission (PC) re proceeding with the recertification of the Town Farmland Preservation Plan & Zoning Ordinance—The Town PC met at 6:30 PM this evening. The Clerk reported that the PC voted unanimously to recommend to the town board to move forward with the recertification of the plan. Mike moved to take the PC recommendation to move forward and hire Martenson and Eisele to do the paperwork for the recertification of the DATCP farmland preservation ordinance. Bruce seconded the motion. Motion carried 3-0. Mike thanked Frank for doing all the leg work necessary to figure all this out.
B. Legal opinion from Town Attorney regarding sharing the Towns’ annual Federal Fish & Wildlife Payment—The Town received a letter from FDL County asking for the town to make payment to the county for their share of the Fish & Wildlife payment. The town has never shared this payment with any other entities. Apparently Town of Waupun does not share the money they receive either. Town of Oakfield and another municipality share their payments. The county would like their share of the payment for 2010 and 2011. Frank spoke about this issue with the Town attorney, Matt Parmetier. Matt is sending a letter back to Fond du Lac County Corp. Council asking for them to show us where it says in the federal stats that we have to share the $1100.00 we receive from the Federal Fish & Wildlife program. Frank will check with Waupun to see what they are planning on doing regarding this issue.
A. Discussion / decision on removal of a tree on Hillcrest Road /Brown Road—Frank agrees with Mike that this tree needs to be removed. There is another tree that is farther off the roadway that may also need to be removed. The town will speak to the property owner to see it they would like the wood.
B. Approval to renew an operator’s license to Stephanie Kiser and issue a new operator’s license to Kevin Giebel—Bruce moved to approve issuing an operator’s license to Kevin Giebel. Mike seconded the motion. Motion carried 3-0. Stephanie Kiser never came to the clerk’s office to complete the paperwork necessary for an operator’s license.
Approving the monthly vouchers and checks—Mike seconded by Bruce moved to approve payment of the monthly checks and vouchers as presented and give permission to the clerk and treasurer to pay the February School Settlements when they are received from the county. Motion carried 3-0.
Adjournment—Bruce moved seconded by Frank to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:10 Pm.
