Board Meeting Minutes
February 12, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Randy Kuik, Supervisor Roger Grade was ABSENT, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
January Board Meeting Minutes (1/8/2018) – Randy seconded by Frank moved to approve the January Town Board Meeting minutes. Motion carried 2-0.
Special Board Meeting Minutes (1/13/2018) Snowplow Driver’s meeting –Frank seconded by Randy moved to approve the Special Board Meeting (Snowplow Driver’s meeting) minutes. Motion carried 2-0.

Treasurer’s Report – Greg read the January Treasurer’s report aloud with an ending balance of
$1,423,973.92. Greg further reported that there was no change in the December 2017 Treasurer’s report as the NSF check for $100.00 had been repaid in full. Randy moved seconded by Roger to accept the treasurer’s report as presented in December 2017 as well as the January 2018. Motion carried 2-0.

Public Comment: NONE

Jeff Butzke with Compass Surveying, LLC asked if the Board would change the order of business and move“New Business item a. Board Action - Van Ruiswijk CSM to be considered at this time so he could make it to another Town Board meeting for another client. Chairman Frank Bartzen moved seconded by Randy that the board change the order of business as requested and take action on this CSM immediately. Motion carried. 2-0.
Jeff Butzke presented a certified survey map for Ryan Van Ruiswijk and John Van Ruiswijk, (A part of the NW ¼ of the NW ¼, Section 14, T15N-R16 E in the Town of Lamartine). The present land use is A-1 Farmland Preservation Zoning District and would remain the same. Lot 1 to buyer Ryan & Katie Van Ruiswijk and Outlot 1 to be retained by Randy & John Van Ruiswijk. Mr. Butzke noted that NO rezoning was needed per Town Chairman Frank Bartzen. Currently the Base Farm Tract for this “Farm” is 36.25 acres. Maintaining a 1:20 ratio after this land division, a 1.726 acre lot is available to be divided from this existing Base Farm Tract per the Zoning Ordinance of the Town of Lamartine. Outlot 1 has been included in this CSM as the existing tax parcel is 11.25 acres and this outlot is being included to comply with the Fond du Lac County Subdivision Ordinance for parcels less than 35 ac. An existing POWTS is in place on Lot 1 of this CSM. Outlot 1 may not be improved until soil tests are submitted and approved by the Fond du Lac County Code Enforcement Office.

REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that there are bumps coming up in some of the town roads. The town is using several new part time plow drivers.
i. Culvert Permit Report--NONE
ii. Bridge Inspection Report—NO classification changes on town bridges. The town will need to take care of some minor things like brush cutting, etc.
b. Monthly Building Permit Report—NONE received. Greg noted that there were two permits issued this past month that he had receipted the money for; Nick Kuik & Dean Perlick.
c. Update Mullenbach Legal Matter—Depositions for several current & previous town officials & Building Permit Issuer have been scheduled for March 1 & 2, 2018 in Mullenbach’s attorney’s office.
d. PRIMARY ELECTION – Tuesday, February 20, 2018 – Polls will be opened from 7:00 AM to 8:00 PM.



OLD BUSINESS:
a. Discussion Possible Action – Hiring for Road Supervisor Position—Several newspaper employment ads as well as online employment sites, were prepared to try and get applications in for the road supervisor position.
The cost of the ad(s) for the newspapers in the area including Action Advertiser will cost approximately $1500.00. The online sites for employment ads will cost $15.00. The board discussed this and decided to wait to see what they receive for applications for this position advertising ONLY the job online at this time and NOT to spend the money with the newspaper ads right now.

NEW BUSINESS:
a. Board Action – Van Ruiswijk CSM—this item was moved up on the agenda before Reports and Communications.
b. Board Action – Spring Road Weight Limit Posting—Randy seconded by Frank moved to approve the posting of weight limits on the town roads this spring if necessary. Motion carried 2-0.

Approval of Monthly Vouchers & Checks—Randy moved seconded by Frank to approve the checks and vouchers as presented but asked that the treasurer hold the PILT checks until the town receives the PILT money from the state. Motion carried 2-0.

Adjournment—Frank moved seconded by Randy to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 7:35 PM.
