Board Meeting Minutes
February 13, 2017

With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor Bruce Rhode, Roger Grade was absent; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. January Board Meeting Minutes (1/9/17)—Bruce seconded by Frank moved to approve the January minutes as presented. Motion carried 2-0.

Treasurer’s Report—Greg read the January Treasurer’s report aloud with an ending balance of $1,478,624.74. Frank moved to approve the treasurer’s report as presented. Bruce seconded the motion. Motion carried 2-0.

Public Comment: Concern was raised about placing a bump sign on Nelson Road at the culvert between Brown Road and County T.
Greg Michels listed town resident’s concerns/wishes that he repeatedly heard while collecting taxes.
□ Newsletter – They would like to get newsletters again.
□ Recycling—They would like to have recycling pick up two times per month.
□ Refuse pick up calendar. They would like to receive an annual calendar for refuse removal again.
□ Two (2) residents requested garbage cans from the refuse haulers be distributed to residents.
The board thanked Greg for bring these items to their attention.

REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that Rich is out working on the ditches, pulling the dirt back from winter plowing. There was a water problem on Foss Road with 6” of ice.
i. Culvert Permit Report—One culvert permit was issued this past month to Thomas Schuster/Signature Homes (on Treptow Lane).
ii. Bridge Inspection Report—the town received the Bridge Inspection report for the towns’ bridges from Fond du Lac County. Frank explained that there were some minor issues with some of the bridges. Brown Road Bridge and Forest Ave Bridge will need to have the cracks ground out and epoxy put in. The county can do this for the town. Forest Ave Road Bridge will also need the edges sealed. Townline Road Bridge—The deck is holding good. It continues to move to the north. It is currently posted at 10 ton and a speed of 45 mph. This is the bridge that will need to be replaced.
b. Monthly Building Permit Report--NONE
c. ELECTION – Spring Primary – Tuesday, February 21, 2017 – Polls Open at 7:00 Am to 8:00 PM—This election was announced. The only office on the ballot is for the State School Superintendent office.

OLD BUSINESS:
a. Board Action – Approval of the First Amended Development Agreement for Woodland Estates as prepared by the Town Attorney—Bruce moved to accept the proposed Development Agreement as written and is thankful that they have stayed on board with the town. Frank seconded the motion. Motion carried 2-0.

NEW BUSINESS:
a. Board Action: Spring Road Posting for Weight Limits—Frank moved that the board approve posting weight limits on the town roads this spring when necessary. Bruce seconded the motion. Motion carried 2-0.
b. Board Action: Wage Increase for Part-time Plow Drivers—Bruce moved seconded by Frank for a wage increase to $15.50 per hour retroactive back to 1/1/2017 for the part-time snowplow drivers. Motion carried 2-0.
c. Board Action: Townline, Forest Avenue & Brown Road Bridge Repairs and Application for Funding of Townline Rd Bridge Replacement—Frank explained that the town has been putting money away each year for future replacement of Townline Bridge. The County Highway Engineer has notified Frank that the process is starting to lock in the federal bridge money. He recommended that the town submit Townline Bridge for the 80/20 % federal assistance. Discussion took place regarding all three bridges. Bruce moved that the town hire the county to grind the cracks and fill them with epoxy as needed on Forest Ave and Brown Road bridges. Frank seconded the motion. Motion carried 2-0. Bruce moved seconded by Frank to have the county submit an application on behalf of the town, to the federal government for monies to assist with the Townline bridge replacement. Motion carried 2-0.
d. Board Action: Appointment of Jane Randall to the Election Board; Term ending 12/31/2017—Frank seconded by Bruce moved to appoint Jane Randall to the Election Board (term ending 12/31/2017) Motion carried 2-0.
e. Board Action: Approval of Certified Survey Map for Thomas Coyne Jr. property on County Road I in the Township—Bruce moved seconded by Frank to approve the CSM for Thomas Coyne Jr. property. Motion carried 2-0.
f. Board Action: Approval for Town Payment of Fire Truck Repair bills—Frank moved seconded by Bruce to approve the town paying the fire department truck repair bills; JX Enterprise - $2,487.72 and Whealon - $415.00. Motion carried 2-0.

Approval of Monthly Vouchers & Checks—Frank moved seconded by Bruce that the board approve the vouchers as presented here tonight as well as the tax overpayment checks. Motion carried 2-0.

Adjournment—Bruce moved seconded by Frank to adjourn the meeting. Motion carried 2-0 and the meeting adjourned at 8:05 PM.
