TOWN OF LAMARTINE
Town Board Meeting
Minutes Dated: February 14, 2011
With all notices having been properly posted, Frank Bartzen, Chairman called the February meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.
Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also in attendance at this meeting.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the January Board Meeting minutes.
Mike seconded by Bruce made a motion to approve the January Board meeting minutes as presented. Motion carried 3-0.
Frank asked Greg to give the January Treasurer’s report. The ending balance as of 1-31-11 is $1,259,442.79. Bruce moved to approve the Treasurer’s report as presented. Mike seconded the motion. Motion carried 3-0.
REPORTS AND COMMUNICATIONS:
A. Road Report—Road Supervisor, Rich Buteyn reported that he is tired of the snow. The last snow storm things did not go as planned but the roads got cleared. Frank reported that he received the Bridge Inspection Report and will be reviewing it.
B. Zoning Ordinance Update—Adult Entertainment & Solar Panel Ordinances—Town Attorney John St Peter has an Adult Entertainment Ordinance and a Solar Panel Ordinance drafted and would like the Town Plan Commission and the Town Board to meet and review and discuss the documents and then with the Plan Commission’s recommendation the Board would adopt both ordinances.
C. Update Caucus—The Town Caucus was held on Saturday, January 22, 2011 at 1:00 PM at the Lamartine Municipal Building Meeting Room—Frank reported that Caucus was held as stated above. There are no changes. All current officers will be running for office unopposed at the Spring Election to be held April 5, 2011.
D. Recycling of Oil filters & Oil Absorbents—The Clerk researched the new law banning used oil filters and oil absorbent materials in landfills in Wisconsin as of January 1, 2011. The ban covers everyone in the state, including homeowners, farmers, businesses, industrial operations and others. Several attempts were made to find local places for people to drop off these newly banned items with no success. The UW Extension and the DNR reported that they will soon have information on their websites. The UW Ext. stated that they were in the process of verifying that O’Reilly Auto Parts stores and Walmarts are taking them in Wisconsin. Please watch the posting boards, town website and summer newsletter for more information regarding this issue.
E. Primary Election - Tuesday, February 15, 2011 at the Lamartine Municipal Building Meeting Room.
Polls will be opened from 7:00 Am to 8:00 Pm
F. Apologize for not being able to post on the Town posting board at Woodhull Church due to the snow pile it is impossible to get to the board to post or for town residents to read—Greg Michels reported that today (2/15/2011) he had his son take their skid steer to the church parking lot and clean the area in front of the posting board so the Clerk and the town residents can use the board. This may help until we get more snow.
A. Discussion regarding possible amendments to the Town Subdivision Ordinance—Frank explained that the state is mandating time frames to allow developers to submit plat plans to municipalities. These times regulate when plans are to be in and when municipalities have to act on them. These dates were established by the state of Wisconsin in 2010 and now apply to all developers and municipalities. Our subdivision ordinance must be amended to reflect these changes.
A. Appointment of a Zoning Administrator for Town of Lamartine—Discussion took place regarding the Zoning Administrator position for the township. Pay for this position will be discussed at a future meeting. A motion to appoint Pete Michels as Town Zoning Administrator was made by Mike and seconded by Bruce. Motion carried 3-0. Frank will be helping Pete transition into this position as well as Warren Utecht from Martenson & Eisele who will answer any questions working on a time a material basis. A meeting will be scheduled to discuss pay for this position as well as pay for the Plan Commission, Board of Appeals and fees to be charged for rezoning, variance and conditional use permit requests. The Board will act on these items at a future town board meeting.
Approving the monthly vouchers and checks—Bruce moved to approve the vouchers presented at this meeting and to approve the clerk and treasurer writing the February tax settlement checks to the appropriate entities and a $100.00 check to Judith Berger of the Berger Company. Mike seconded the motion. Motion carried 3-0. The Clerk noted that the Berger Company is being paid for the purchase of the board table and eight chairs.
With no further business to discuss, Mike seconded by Bruce made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:39 Pm.
