Board Meeting Minutes
January 10, 2022

With all notices having been properly posted, Frank Bartzen, Chairman called the January meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
December Board Meeting Minutes (12/13/2021) –Randy seconded by Travis moved to approve the December Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the December Treasurer’s report aloud. The ending balance as of 12/31/2021 was $2,010,306.77. Randy moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
NONE
1. Board Action - CUP (Plan Commission Public Hearings held 1/3/2022)
1. C&B Ventures = Frank moved to accept the plan commissions recommendation to approve the CUP for C & B Ventures seconded by Travis. Motion carried 3-0.
2. Billy and Lauralee Pontow = Travis moved to accept the plan commissions recommendation that the CUP be granted as long as it stays a single-family home and the 15 acres are not subdivided, seconded by Randy. Motion carried 3-0.
3. Harold Birschbach Survivor Trust c/o Dean Birschbach= Randy moved to accept the plan commissions recommendation to grant the CUP as long as the access to the easement complies with the Town of Lamartine’s Ordinance, seconded by Frank. Motion carried 3-0
2. Board Action – Certified Survey Map
1. Billy and Lauralee Pontow= David Jacob noted that the County does not have any objection to use the field entrance as a driveway. Frank moved to approve the CSM seconded by Travis. Motion carried 3-0
2. Harold Birschbach Survivor Trust c/o Dean Birschbach= Randy seconded by Travis moved to accept the CSM as submitted. Motion carried 3-0
3. Ryan Potratz= After a few questions were answered by Ryan Potratz, Travis seconded by Randy moved to accept the CSM as submitted. Motion carried 3-0.



REPORTS & COMMUNICATIONS
a. Road Report— Frank reported that the work on the Western Start and International have been completed. DOT inspections have also been completed on all the vehicles. Plows are all set for the winter season and no issues have been found.
i. Culvert Permit Report – None
b. Monthly Building Permit Reports - None


OLD BUSINESS:
a. Board Discussion- Update on Foss Rd – The owner of the property on Foss Rd has not responded back from the correspondence from the Town. The Town attorney, Frank, and Terry Dietzel will sit down to discuss the next steps. The townships’ goal is still to give back Foss Rd to the owner.
b. Board Discussion-Update on Solar Energy Ordinance – A meeting with the Plan Commission is set for February 7th at 6pm to go over the Ordinance with the Town Attorney to discuss any possible changes to the Ordinance.


NEW BUSINESS:
a. Board Action-Renewal of Plan Commission Term for Dan Wepner that expires Jan 2022 – Frank stopped by Dan’s home but had no answer. He will try to contact him again this week to discuss the renewal. Frank feels he will not have any issues with remaining as a Plan Commission member. If renewed it would go through Jan 2024.
b. Board Discussion and/or Action- ATV/UTV re discussion for Oakfield Area ATV Club. – the County Hwy Dept would like a more detailed letter stating exact Roads that would be open for the Oakfield ATV/UTV Club. A letter was drafted and reviewed by the board showing the described routes 1. County Rd Y in Town of Lamartine beginning at Oakfield/Lamartine town borders proceeding North .97 Miles to Haberkorn Dr.
2. County Rd Y in the Town of Lamartine beginning at Haberkorn Dr proceeding West .77 Miles to Orchard Rd. After review Randy moved to approve the clubs request to allow ATV/UTVs to operate on County Rd Y on the described routes, seconded by Travis. Motion carried 3-0.
c. Board Discussion and/or Action on Replacing or Reimbursement of Mailboxes – Frank let the board know that 4 mailboxes were hit by a snowplow. He also noted that he discovered that all mailboxes should be placed 2 feet off the edge of the roadway. After discussion Randy moved to approve a $50.00 flat fee to the resident that has their mailbox physically hit by the snow plow and it is the resident’s responsibility to install the new mailbox. Seconded by Travis. Motion carried 3-0.


Approval of Monthly Vouchers & Checks –Randy seconded by Frank moved to approve the vouchers presented for payment as well as including the invoice from Semanas once that is received. Motion carried 3-0.

Adjournment – Randy seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 7:57 PM.
