Board Meeting Minutes
January 12, 2015

With all notices having been properly posted, Frank Bartzen, Chairman called the January meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode (arrived at 7:05), Clerk; Jill Randall and Treasurer, Greg Michels. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. December Board Meeting Minutes (12/8/14)—Mike seconded by Frank moved to approve the December minutes as presented. Motion carried 2-0.
b. Special Town Meeting Minutes (12/16/14 –Forest Avenue Road Ditch Obstruction w/Town Attorney Present)—Mike seconded by Frank moved to approve the minutes as presented. Motion carried 2-0.
c. Special Town Meeting Minutes (12/23/14 –Forest Avenue Road Ditch Obstruction)-- Mike seconded by Frank moved to approve the minutes as presented. Motion carried 2-0.

*Bruce arrived at meeting at 7:05 Pm

Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $1,554,272.96 as of 12/31/2014. Mike moved seconded by Bruce to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Concern was addressed regarding plowing snow on private property at the end of Fenner Road. Frank will look into this matter.

REPORTS & COMMUNICATIONS:
a. Road Report—Frank reported that there were problems with the International truck. The County took the truck into their shop and replaced the electronics. Truck is back in town garage. The truck is no longer under warranty.
i. Culvert Permit Report—No new permits issued this past month
b. Town Caucus will be held—Saturday, January 17, 2015 at 1:00 PM at the Lamartine Municipal Building Meeting Room
c. Update from Building Committee regarding plumbing quotes (If available)—Greg reported that there was nothing new available at this time.
d. Reminder articles for the next newsletter are due to the newsletter editor, Patti Rhode or Clerk, Jill Randall by February 1, 2015.

OLD BUSINESS:
a. Discussion / Board Action -- Forest Avenue Ditching (Woodley Property- W7744 Forest Avenue Road) drainage issues: How does the Town Board want to proceed with this matter? Frank reported that the Town received an information packet via email from Mr. Woodley. Mr. Woodley will not be signing the Watercourse Agreement due to reasons he stated in a letter to the Town Board dated 12/30/2014. Mr. Conger’s offer to pay for the project is done and will not be offered again. Mr. Conger stated that he feels that the drainage of his property has been taken care of. Mike made a motion to schedule a meeting date to meet in closed session with the Town Attorney to discuss this matter. Frank seconded the motion. Motion carried 3-0.
b. Board Action—Appointment of two Plan Commission members for three year terms (Jan. 2015 – Jan. 2018—Terms expiring for Carol Kinyon and Glenn Becker—Bruce seconded by Mike moved to reappoint Carol Kinyon and Glenn Becker as regular members of the Plan Commission for another three year term ending January 2018. Motion carried 3-0.
c. Discussion / Board Action—Voskuil Property clean up—Frank Reported that nothing is moving on this property clean up. Bruce moved seconded by Mike to continue the process and seek more information as to the options the town has to get the property cleaned up. Motion carried 3-0.

NEW BUSINESS:
a. Discussion / Board Action—Health Insurance Premium payments for Town employee—After discussion on this matter the Board was in agreement that there was no choice in the matter, that it is the law that proper payroll taxes must be taken out of the $900.00 monthly payment the Town makes to Rich for his health insurance premiums.

Approval of Monthly Vouchers & Checks—Bruce made a motion that the board accept the checks and vouchers as presented. Frank seconded the motion. Motion carried 3-0.

Approval of Tax Payment Refund Checks written by the treasurer from Hometown Bank. Check #2085 thru #2134 written from Acct# 6109429 for over payment of taxes. Bruce seconded by Mike moved to approve the tax payment refund checks. Motion carried 3-0.

Adjournment—With no further business to discuss, Mike seconded by Bruce moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:00 Pm.
