Board Meeting Minutes
Minutes Dated: January 13, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the January meeting to order at the Lamartine Municipal Building Meeting Room at 7:00 Pm.
Supervisors Mike Suprenand and Bruce Rhode, Treasurer, Greg Michels and Clerk, Jill Randall were also in attendance. Please see meeting sign in sheet for other attendees.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the December Board Meeting minutes. Frank reported that in Reports & Communications – A – Road Report it stated… Henkel & McCoy reported that they are in the township working in the village laying cable for Charter. Henke & McCoy is incorrect and instead should read… Henkel & McCoy H & H Utility reported that they are in the township working in the village laying cable for Charter. Mike seconded by Bruce made a motion to approve the December Board meeting minutes as corrected. Motion carried 3-0.
Frank asked Greg to read the Treasurer’s report. The ending balance as of 12-31-13 is $1,187,125.55. Mike moved to approve the December Treasurer’s report as presented. Bruce seconded the motion. Motion carried 3-0.
Concern was expressed regarding Fenner Road turn around during plowing.
REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that due to the recent weather the budget is taking a hit on employee overtime pay and fuel costs. The Oshkosh truck is at the county for repairs. A spare truck from the county is in the town garage ready to go if we need it.
1. Personal Use of Town Truck(s) by Town Employees / Elected Officials—Discussion took place regarding this issue. Mike moved that town employees, to take town truck home must call and get permission from the Town Chairman. Bruce seconded the motion. Motion carried 3-0.
B. January 15, 2014 is the Deadline for Articles to be in to the Newsletter Editor
C. Update on Foss Road Issues Regarding Road Owner of Record—The new deed has been drafted and has been mailed to the owner for signing. The Town Attorney anticipates no problems with the signing of this deed. He will keep Town informed on this matter.
D. Update on Progress of Delinquent Property Tax Payments for Lori’s Bar—Ms. Suprenand presented a payment receipt to the Town as proof that payments are being made on the delinquent taxes. The Town also received payment in full of the delinquent 2013 personal property taxes.
E. Update on Farmland Preservation – Setting date for Public Hearing—Frank explained that DATCP has approved our 2013 updated Zoning Ordinance / Farmland Preservation Plan. The Clerk noticed that the document used to update the Zoning ordinance was dated 12/21/2010 and the document that should have been used is dated 4/19/11. The Town Attorney had the town readopt the ordinance after adding a solar energy ordinance and an adult oriented establishment ordinance that are referenced in the ordinance dated 4/19/11. The new information / changes will be gotten to Martenson and Eisele for inclusion in the 2013 updated ordinance. DATCP will likely not have to review the ordinance again as none of these changes have anything to do with the Farmland Preservation section of the Plan. A meeting date of Monday, March 3, 2013 @ 6:30 PM was planned for the Public Hearing on this matter. This date is only tentative pending the changes completed in the ordinance and DATCP certification. Please watch the town website: www.townoflamartine.com and the town posting boards for official notice of this public hearing.
A. Board Action—Reappointment of Jim Reitzner to Plan Commission for three year term
1/2014 – 1/2017—Frank moved seconded by Bruce to reappoint Jim Reitzner to the Plan Commission for a three year term 1/2014 – 1/2017. Motion carried 3-0.
B. Board Action—Possible increase of Building Permit Fees—Mike moved that the Building Permit Issuer be paid a salary of $1000.00 per year and be paid the current mileage rate for miles driven for town business. He further moved that the building permit fee for remodeling projects will be $25.00 with allocations of $10.00 paid to Permit Issuer and $15.00 retained by the Town. The building permit fee for new home construction projects will be $150.00 with allocations of $50.00 paid to Permit Issuer and $100.00 retained by the Town. The building permit fee for commercial construction projects will be $200.00 with allocations of $75.00 paid to Permit Issuer and $125.00 retained by the Town. The Building Permit Issuer’s payroll & mileage will be paid on a monthly basis. Supporting mileage documentation is to be submitted each month. Bruce seconded the motion. Motion carried 3-0.
A. Board Action—Hourly Wage Increase for Part time Highway Dept. Employees—Discussion took place regarding part time highway department employees. It was decided that Jim Hoffman would be the number one man called in when help was needed. Mike seconded by Bruce moved that Harold Haney be paid the same amount the town pays Jim Hoffman when plowing ($14.00) and the rate of $12.50 applies for all other work. Motion carried 3-0. Mike then moved that the #1 part time employee also is paid only $12.50 per hour when performing duties other than plowing. Bruce seconded the motion, Motion carried. Mike moved seconded by Bruce to pay back pay to Harold Haney of $1.50 per hour for plowing done this season. Motion carried 3-0.
B. Board Action—Approval to issue an Operator’s Licenses to Jeff A. Moon—Mike moved seconded by Bruce that the town issue an operator’s license to Jeff Moon. Motion carried 3-0.
Approving the monthly vouchers and checks—Bruce seconded by Mike moved to approve the vouchers presented for payment. Motion carried 3-0.
Adjournment—Bruce moved seconded by Mike to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:30 PM.
