Board Meeting Minutes
JANUARY 13, 2020

With all notices having been properly posted, Frank Bartzen, Chairman called the January meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
December Board Meeting Minutes (12/9/2019) –Randy seconded by Travis moved to approve the December Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the December Treasurer’s report aloud. The ending balance as of 12/31/2019 was $1,820,199.36. Randy moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
Comment was received on Waste Management buy out the towns’ refuse hauler Advanced Disposal.

a. Road Report—Justin has been plowing. Minor repairs have been done on the International truck. Repairs also have been done on the brine tank. Frank reported that the town has received the check from the state DOT for reimbursement of funds spent on repairs of flood damaged roads. Only $73.36 was not allowed for reimbursement. The town will be taking delivery of the new plow truck in the next week or two. The dually body work is done and the invoice to pay Jeep’s will be in the vouchers to pay this evening.
i. Culvert Permit Report - NONE
b. Monthly Building Permit Report - NONE
c. Update on the new 2020 town plow truck – Please see above (R & C a. Road Report.
d. Meeting date for discussion of possible fee increases for the town – Meeting to discuss and review town fees will be held at 6:00 PM Monday Feb. 3, 2020 at the Lamartine Municipal Building Meeting Room.
e. Announcement – Public Hearing - Monday, February 10, 2020 Request for Conditional Use Permit Public Hearing by the Town Plan Commission. 6:30 PM. The above meeting was announced. Frank noted that it is likely that another public hearing to update the Town Zoning Ordinance- Mobile Cell Tower ordinance, will be added on this same night at 6:00 PM. Please watch for further details on this possible hearing.

a. Board Action – Schrubbe junk issue on Hageman Road – Frank reported that the FDL County Judge granted permission for Justin, Greg and himself to inspected this property. Pictures taken of the junk during this inspection were reviewed by the board. Discussion took place on this matter. Travis moved that the board meet with the property owners and give them 90-days to get a meeting set up with the town board; Matt (town attorney) is to draft and send this letter to the property owners. Randy seconded the motion. Motion carried 3-0.
b. Board Action – Pinno Road drainage issue – The town board discussed this matter at length. Travis moved that the town do no significant construction improvements on Pinno Road above and beyond the normal maintenance the town performs as needed. Randy seconded the motion. Motion carried 3-0.

a. Board Action – “Town Board Resolution for Discontinuing Public Way“. Initial resolution to vacate Foss Road – This is the first resolution to start the process to vacate Foss Road. Randy moved seconded by Travis to adopt the resolution to start the process for the town to vacate Foss Road. Motion carried 3-0.
b. Board Action – Recommendation to update cell tower ordinance – Approval to start this process with Town Attorney. Travis moved seconded by Randy to begin the process to amend the cell tower ordinance

Approval of Monthly Vouchers & Checks – Randy seconded by Travis moved to approve the vouchers presented for payment with permission to pay the invoice due to Advanced Disposal, when it is confirmed that the invoice is correct; and to pay Olsen for the new truck. Motion carried 3-0.

Adjournment – Travis seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at
8:40 Pm.
