Minutes Dated: July 11, 2011

With all notices having been properly posted, Frank Bartzen, Chairman called the July meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also in attendance at this meeting.
The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the June Board Meeting minutes.
¬Mike seconded by Bruce made a motion to accept the June Board meeting minutes as presented. Motion carried 3-0.

Frank called for any corrections or additions in the Special Town Board Meeting (held 6-16-2011) minutes. Motion made by Bruce to approve minutes from the June 16, 2011 Special Town Board Meeting. Motion seconded by Frank. Motion carried 3-0.

Frank asked Greg to read the June Treasurer’s report. The ending balance as of 6-30-11 is $520,828.94. Mike seconded by Bruce moved to accept the Treasurer’s report as presented. Motion carried 3-0.

REPORTS AND COMMUNICATIONS:
A. Road Report
1. Road Evaluation (Rating)—Setting Meeting/Road Inspection Date—This item was table to the August Town Board Meeting.
2. Wild Parsnip Spraying in Town Ditches—Much discussion took place. Rich stated that the Wild Parsnip is growing out of control in all the ditches. Frank spoke with Mike Rankin, a crop weed specialist from the UW Extension. The recommendation is to keep the ditches mowed and spray in the fall. Rich did not agree, the parsnip is growing to fast. Other townships, the state and the county have no intentions on spraying for this weed. The possibility was discussed of getting a price from a professional sprayer to see how much it would cost to spray the ditches.
A culvert has collapsed on Forest Avenue Road. Rich stated that there are more culverts that need to be done in the township. Discussion took place on how the town should move forward in getting the culvert projects done in the township. An invitation to bid will be placed in the newspaper for work to be done on the two larger culvert projects (Forest Avenue Road & Priepke Road) in the township. The town will hold off on the smaller culvert projects until a cost is known for the larger projects. The town will purchase the culverts directly.
B. Update on the Veterans Memorial / Cemetery Committee Meeting held June 27, 2011—Greg reported that flowerbed and sign area edging is complete and looks great. Anderson Cemetery looks nice with the fence down and the trees out. Community Day will be held August 28, 2011. They are looking for parade entrants; floats, military, motorcycles, antique cars & tractors, etc.
C. Update CTH T Bridge Construction Project & Holzman Property Access—Frank reported that the property transfer took place was signed and is a done deal. Bids for the CTH T Bridge construction project will be let.
D. Announcement—Primary Recall Election—Tuesday, July 12, 2011—Polls opened 7:00 Am to 8:00 Pm—at the Lamartine Municipal Building Meeting Room
E. Recall Election will be held Tuesday, August 9, 2011— Polls opened 7:00 Am to 8:00 Pm—at the Lamartine Municipal Building Meeting Room
F. Update on DOT Meeting held 6/22/2011 RE: STH 151 Future Reconstruction plans—the future reconstruction plans for STH 151 are 15 – 20 years in the future unless there are some traffic problems prior to that time. The town will receive maps of the reconstruction plans in the next 45-days to two months. It looks like future plans will close off access to STH 151 at Townline Road, Schaefer Drive and Wonser Road. CTH TC will have entrance and exit ramps.




OLD BUSINESS:
A. Adult Oriented Establishment Ordinance—Typographical errors were found and corrected in the ordinance. The town asked the town attorney if it was necessary to have an application form developed for anyone wishing to start an adult oriented establishment. The attorney emailed an application form he found that could be used as a template. The board would like to wait until the attorney drafts an application for another township and then we can use that as our template.

NEW BUSINESS:
A. Board Action on Resolution M-071111: “Authorizing The Division of the Town of Lamartine into Two Wards”—Mike seconded by Bruce moved to adopt the resolution “Authorizing The Division of the Town of Lamartine into Two Wards”. Motion carried 3-0.
B. Board Action on Resolution E-071111: “Resolution Combining Wards in the Town of Lamartine for Election Purposes Whenever Possible”—Mike seconded by Frank moved to adopt the “Resolution Combining Wards in the Town of Lamartine for Election Purposes Whenever Possible”. Motion carried 3-0.
C. Board Action—Approval to issue Operator Licenses to Christina Babler & Sarah Godshall—The clerk reported that nothing was found in the background check for either Babler or Godshall. Bruce seconded by Mike moved to approve the issuing of Operator’s Licenses to Christina Babler & Sarah Godshall. Motion carried 3-0.
D. Board Action--Door Openers for Fire Department—The Fire Dept explained that they would like to have 5 remote garage door openers installed in each one of the trucks. So time does not have to be taken to close the doors when going on a fire call. The price for five openers would be $500+. Maintenance also needs to be done on all the overhead doors. Motion by Mike to approve the purchase of the remote door openers. Bruce seconded the motion. Motion carried 3-0.

Frank Bartzen presented a donation to the Town from him and his wife Jeri, of four (4) matted and framed plat maps of the Town of Lamartine. The plat maps are from 1862, 1874, 1890 and 1910. They will be hung in the town hall for all to enjoy. The board thanked Frank and Jeri for this historic donation.

Approving the monthly vouchers and checks—Mike moved to approve the vouchers as presented for payment and give permission to pay the Concrete & Landscape invoice for $545.00, Jacobs Quality Tree Service invoice for $1500.00 and the US Bank Visa charge card when it comes in the mail. Bruce seconded the motion. Motion carried 3-0.

With no further business to discuss, Mike seconded by Bruce made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:35 Pm.
