Board Meeting Minutes
July 11, 2022

With all notices having been properly posted, Frank Bartzen, Chairman called the July meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels, Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
June Board Meeting Minutes (6/13/2022) –Randy moved to approve the June Board Meeting Minutes seconded by Frank. Motion carried 3-0.

Treasurer’s Report – Greg read the June Treasurer’s report aloud. The ending balance as of 6/30/2022 was $983,017.23. Randy moved seconded by Travis to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment: -Don Hannemann is running for State Assembly District 52, he came in to introduce himself and answer any questions anyone may have. Norbert Giebel who lives on Jones Dr wanted to know about potential road work to be completed on Jones Dr. and also about Ditch Mowing on his road as well. Frank informed Mr. Giebel that chip sealing will be completed this year and next year as well on Jones Dr. Craig also made note that he will mow the ditches this week. Andy Thone submitted a quote for replacing some of the lighting in the Town Hall. He was wondering if any decisions were made as of yet. Frank informed him that he has not had a chance to discuss it with Greg and he will do so and get back in touch with Mr. Thone in regards to the estimate.

1. Board Action – Rezoning
Leo Fisher = With the Planning Commissions recommendation the Town Board Approved Leo Fisher’s Rezoning with the condition that the lots must not have any multi-family homes built on the land. Only single-family dwellings. Frank made the motion to approve the rezoning with the condition seconded by Travis. Motion carried 3-0.

2. Board Action -- CSM
Leo Fisher—Travis seconded by Randy moved to approve the Certified Survey Map for Leo Fisher. Motion Carried 3-0.


REPORTS & COMMUNICATIONS
a. Road Report— Craig mentioned that he has been mowing the Towns ditches as well as brush cutting. He also burned some brush on Orchard Rd. Signs also have been ordered for Townline that are damaged and needs replacing.
i. Culvert Permit Report- NONE
b. Building Permit Report – Frank read the monthly building permit report
c. Steak Fry—Greg reported that the Steak Fry went well. He made mention that the turnout was good but a little lower than in the past. The did received quite a few donations as well. The fire department had a $8500 profit. Thank you to everybody that came out and/or made donations!

OLD BUSINESS:
a. Board of Appeals – Reappointment for 2-year terms for: Greg Michels and Paul Dercks -Randy moved to approve the reappointment of Greg and Paul to another two-year term to end June 2024. Motion was seconded by Frank. Motion carried 3-0.
b. Board Discussion/Decision—Amend Access Ordinance (Vision Corner Setbacks)—Frank made mention that this Amendment does not need to be seen by the Planning Committee per Matt the Towns Attorney. Travis moved to amend the last 2 pages of the Access Ordinance seconded by Frank. Motion carried 3-0.
c. Board Discussion—Ordinance Review—Travis mentioned that he has not had the time as of yet to review the Ordinances. Frank informed the board to keep track of any errors that they find in the ordinances after review and that will be address at a later date.
d. Board Discussion—Update Landscaping—Greg informed everyone that the landscaping around the Municipal sign has been completed. Greg also is in the process of getting a quote for caps to replace the cones out in front of the building.

NEW BUSINESS:
a. Board Action—Operating License for Kenneth Vandeberg—Randy seconded by Frank moved to approved the Operators license for Kenneth Vandeberg. Motion carried 3-0



Approval of Monthly Vouchers & Checks – Frank seconded by Travis moved to approve the vouchers presented for payment. Motion carried 3-0.

Adjournment – Randy seconded by Travis moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 7:45 PM.
