Monthly Town Board Meeting
Minutes Dated: July 12, 2010

With all notices having been properly posted, Frank Bartzen, Chairman called the July Board Meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm.

Supervisors Mike Suprenand, Bruce Rhode, Clerk Jill Randall and Treasurer Greg Michels were also in attendance at this meeting.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the June Board Meeting minutes.
Mike made a motion to approve the June Board meeting minutes as presented. Bruce seconded the motion. Motion carried 3-0.

Frank asked Greg to read the June Treasurer’s report. The ending balance as of 6-30-10 is $483,819.69. Bruce seconded by Mike moved to accept the Treasurer’s report as given. Motion carried 3-0.

Citizen Concerns: Janet Williams asked for clarification on the time of the DOT 151 Upgrade Public Meeting scheduled for July 29, 2010 at the Lamartine Municipal Building Meeting Room. The mailing from the DOT stated that the meeting would be at 6:00 Pm and the information listed on the agenda stated 4:00 Pm. All interested parties should go by the mailing from the DOT for the time of the meeting (6:00 PM). At the time the agenda was published the only information the Town had was what time the DOT scheduled the hall. Henry Schneider asked how the dog count was done. Greg explained that he gives the Constable a list of dogs that were registered the previous year but not registered in the current year and the Constable goes to those town residents to inquire if they still have the dog or not. He does not go house to house and count every dog. Henry then asked if the Constable was paid to deliver the NO SMOKING signs to the local bars. No he was not paid. He was sent the signs in the mail and took them to the bars for their use. Larry Conger asked if the Town had any plans to deal with the wild parsnip that is growing in the Town ditches. Frank said that it is a nasty noxious weed and the Town may have to consider spraying it. Larry suggested the Town include some information about this weed in the newsletter. The Board agreed that this would be a good idea.

A. Road Report—Frank reported that two culverts have been replaced. Rich and Frank are going out soon to put black dirt on the ditches by the church (St Stephens) to complete this culvert work. Saturday morning the culvert work on Townline Road will be done. Frank received a call from a resident requesting a new road sign for Mt Pleasant Road as the current sign is rusty and difficult to read. Frank explained to her that this is a gravel / dirt road-driveway and a new sign may cause people to travel down this road. The resident will put up a temporary sign so those attending an event scheduled at her home know where the road is and take it down after.
1. Weight Limit Posting for Town Roads—discussion took place regarding the possibility of the Town posting weight limits on the Town roads. Some of the roads are cracking up and experiencing some problems. Palmer Road from CTH T to Orchard Road is breaking up and should have a 10 ton weight limit posted. Posting the road will only help with heavy trucks taking a short cut, we can’t stop heavy trucks that have a reason to be on these town roads. This includes farm traffic as well. Frank will call the Town Association Attorney for information on the legal aspects of doing these postings and this item will be addressed again at the August Town Board Meeting.
B. Zoning Ordinance Update—Frank reported that Lynne Hess from DATCP had nothing to report on the status of the Lamartine Zoning Ordinance Update that the State is reviewing. We may hear something by the end of this week. Discussion took place regarding how many hours the consultant from Martenson & Eisele actually has in on the recent invoice the Town received. The hours worked on each invoice is something the Town residents is interested in knowing.
C. Update on the Veterans Memorial / Cemetery Committee Meeting held June 28, 2010—Greg reported that the committee met in June and discussed work that needs to be done at the cemeteries. The students that help out a few years ago are not able to get enough students together to continue work this year. Anderson Cemetery on Hwy 23 has many trees that need to be removed. Jacob’s Tree Service has given a quote of $1365.00 to do the work but it is not in the Town budget this year. Several stones need to be straightened. The Committee also discussed the upcoming Sept. 25th “Community Day Celebration”. They are looking for parade entries. The parade will begin at 11:00 Am on Haberkorn Drive and continue on CTH Y through town up to the Lamartine Cemetery. A celebration with musical entertainment and food and beverages for sale will be held at the Municipal Building. They have scheduled a demo with Flight For Life also.

A. St. Stephen’s Church drainage concerns—Update—Frank reported earlier that the culvert and ditch work at this location is complete.

*Frank stated that this item can not be voted on because it is not on the agenda but, he wanted the Board to know that he and Fire Chief Joe Birschbach discovered some damage on the Freightliner Pumper. There is a hole on the top that will begin rusting if not taken care of. It will need to be sandblasted, recoated, and a new fill port and overflow built and welded back to the tank. They guess the amount for repairs could be $2000.00 to $5000.00, but they need to get an estimate. The Board will consider if the Town budget can afford it and discuss it at the August Town Board Meeting.

Approving the monthly vouchers and checks—Mike seconded by Bruce moved to approve the vouchers presented. Motion carried 3-0.

Adjournment—Bruce moved to adjourn the meeting. Mike seconded the motion. Motion carried 3-0 and the meeting adjourned at 8:30 PM.
