Board Meeting Minutes
July 9, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the July meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
June Board Meeting Minutes (6/11/2018) – Randy seconded by Roger moved to approve the June Town Board Meeting minutes. Motion carried 3-0.
Treasurer’s Report – Greg read the June Treasurer’s report aloud. The ending balance as of 6/30/2018 was $592,222.96. Roger moved seconded by Randy to approve the treasurer’s report as presented. Motion carried 3-0.
Public Comment: NONE
Frank moved to change the order of the agenda and accommodate Mr. & Mrs. Gilgenbach waiting for New Business d. Board Action – Certified Survey Map (CSM) Ed & Christine Gilgenbach to be acted on now. Randy seconded the motion. Motion carried 3-0.
Ed & Christine Gilgenbach thanked the board for putting this item on the agenda and taking care of it now. Frank explained that this CSM is part of the Base Farm Tract and is subject to the 1:20 rule. There may be a possibility of one acre left that could be sold off. This CSM is a part of the SE ¼ of the SE ¼, Section 14, T. 15 N. 16E. Town of Lamartine, Fond du Lac County. The driveway for the proposed new home would be on Nelson Road and they will be getting a culvert permit yet this year. Frank moved seconded by Randy to approve the CSM for Ed & Christine Gilgenbach. Motion carried 3-0.
REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that Rich has been mowing, crack filling in the town is done and Scott Construction is in the township to start chip seal coating.
i. Culvert Permit Report -- NONE
ii. Seymer & Frost (W8359 & W8355 Lincoln Ave respectfully) ditch issues – Frank is meeting with Bernie Ritger to discuss this water problem and see what can be done.
iii. Update on culverts (including Orchard Rd culvert) - Frank reported on the culvert work that has been completed this season. Smith Road & Lincoln Ave culverts have been replaced. There are three more culverts that are shot but, Frank is hoping they will hold up until next year. The town has received the DNR permit to replace the Orchard Road culvert. The County gave the town an estimate of $4000.00 to replace this culvert.
b. Monthly Building Permit Report—Frank read the building permits issued aloud.
c. Update of DOT Meeting held 6/28/18 RE: Hwy 23 reconstruction information—Frank reported that the highway was shut down as of today: 7/9/18. The sheriff dept. will be out in force. Highway 23 will be closed immediately to the west of Townline Road (Townline will be opened and vehicles will be able to turn on to 23 to go East only) and remain closed all the way to Rosendale.
d. UPDATE – Fire Department Annual Steak Fry—Held Saturday, June 16, 2018 – Greg stated that the Steak Fry was a success. They sold 75 more steaks than they did last year. The Community did a great job of supporting this fund raiser. There are a few more bills to pay but it looks like they made more than $8000.00 profit.
e. Town Cemetery work update—Greg is overseeing with this project. Watertown Memorial is scheduled to start straightening stones at the cemetery on July 15th and get as much done in the allotted hours set by the town. Signs have been erected at each of the town cemeteries informing people where donations can be made to assist with cemetery upkeep.
f. July 11, 2019 @ 6:00 PM - Meeting date for Board and Pete to discuss building permits, forms etc. was announced.
a. Update – Bosveld driveway matter – The attorney has sent a letter to Bosveld that 10 feel of concrete has to be removed from the end of the driveway to be incompliance with town Access Control Ordinance by July 19th.
b. Garbage & Recycling Contract is up 12/31/18 – Review & discuss Advanced Disposal proposal & seeking other bids. The Board asked that the clerk seek pricing from Waste Management for refuse removal in the township beginning 1/1/2019.
c. Board Action – FDL County Non-Metallic Mining Reclamation Plan for C&B Ventures – Approval of “Proposed Land Use and Zoning Compliance Review” form. The Board reviewed the Proposed Land Use and Zoning Compliance Review form. Randy moved that the board approve the final land use of the C&B Ventures Proposed Land Use and Zoning Compliance Review. Frank seconded the motion. Motion carried 3-0.
a. Board Action temporary weight restriction on Forest Avenue due to Hwy 23 reconstruction. Frank asked that the board consider a temporary weight restriction be posted on Forest Avenue Road to keep the heavy truck traffic from using Forest Ave Road as a detour for the Hwy 23 closure. Roger moved that the town impose a 10 ton weight restriction on Forest Avenue Road from Townline Road to County Road C in the township during the highway 23 closure. Randy seconded the motion. Motion carried 3-0.
b. Excavation Permit Fee (Occupancy of Public R/W Ordinance)—Randy moved seconded by Roger that this item be addressed at the August town board meeting. Motion carried 3-0.
c. Board Action --- Operator’s License for Wade Mostek (Lakeshore Bowhunters) The clerk reported that there was nothing found in the background check for Wade Mostek. Frank seconded by Roger moved to approve an operator’s license be issued to Mostek. Motion carried 3-0.
d. Board Action – Certified Survey Map (CSM) Ed & Christine Gilgenbach—This item was moved up on the agenda after Public Comment.
Approval of Monthly Vouchers & Checks—Randy moved seconded by Roger to approve the checks and vouchers as presented. Motion carried 3-0.
Adjournment—Frank moved seconded by Randy to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:00 PM.
