Board Meeting Minutes
June 12, 2017

With all notices having been properly posted, Frank Bartzen, Chairman called the June meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors Randy Kuik & Roger Grade; Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
a. May Board Meeting Minutes (5/08/17)—Randy moved seconded by Roger to accept the May minutes as presented. Motion carried 3-0.
Treasurer’s Report—Greg read the May Treasurer’s report aloud with an ending balance of
$589,744.21. Roger moved to accept the treasurer’s report as presented. Randy seconded the motion. Motion carried 3-0.

Public Comment: A concern was raised regarding a culvert on Merrill Road by the Vandeberg Property. This item will be added to the July Town Board meeting agenda. Another concern was addressed regarding the vision triangle at the intersection of Brown & Nelson Road that is blocked by pine trees when coming from the left. These trees are on private property. This will need to be addressed with the property owner(s).

OPENING OF ROAD BIDS 7:30 PM— BIDS SUBMITTED by the deadline will be opened by the Board. Bids may or may not be awarded at this meeting.
With the time being 7:30 pm Frank asked for the bids received by the 3:30 Pm, June 12, 2017 deadline. The Clerk announced that only one Bid was received from Scott Construction and it was submitted on time. The bid was opened and read aloud and discussed.
Roger moved seconded by Randy that the Town award the Bid to Scott Construction as follows:
Project #2 – Option 2 and projects #4, #5 & #6 for a total of $86,448.00. Motion carried 3-0. A copy of the bid amounts, project roads and specifications, are filed in the clerk’s office.
The Bid was signed and dated and will be mailed to Scott Construction Representative, Greg Goodhue.

REPORTS & COMMUNICATIONS
a. Road Report—Frank reported that the County is recommending that the towns spray for invasive weeds to help slow the spread of them.
i. Culvert Permit Report—NONE
ii. Seymer & Frost (W8359 & W8355 Lincoln Ave respectfully) ditch issues—Grades were shot to see how this ditch flows. When Lincoln Ave was redone the ditch was not done correctly. It looks like some digging may need to be done to help the water flow more freely. Frank will get some prices and this will be addressed at the July board meeting.
b. Monthly Building Permit Report-- Frank read aloud the building permits issued this past month.
c. Update of DOT Meeting held 5/18/17 regarding County Y overpass repair—A meeting was held by the DOT on 5/18/17 regarding the repair of the overpass on County Y that was hit by a large piece of equipment being hauled down State Highway 151. Two beams were cracked and will need to be replaced. County Y will be closed for about 8 weeks in June 2018.
d. Update of Joint Public Hearing between Towns of Eldorado & Lamartine regarding the temporary closing of Heinrich Road when necessary due to road conditions—Frank reported that each township will get a gate to close their portion of Heinrich Road. The DNR will buy the gates. The townships will be working with the DNR as to when the road can be closed. The DNR wants the road left opened until January 1st each year for hunting. Both Town of Lamartine and Eldorado requested that Heinrich Road be closed during the winter and early spring due to the vehicles that go down this road only to mess around and tear up the road, creating big ruts that the towns have do costly repairs on later.
e. Update of Board of Review hearings held – 5/18/2017—4 to 6 PM—There were no board of review cases this year.
f. SAVE THE DATE – Fire Department Annual Steak Fry—Saturday, June 17, 2017—Serving from 3 to 8 PM
g. Dead Deer Carcass Pick up—There is still someone contracted to pick up deer carcass on the roadsides. The County will bill the towns at the end of the year.
h. Invasive Weed Control—Frank reported that at the June Wisconsin Town’s Association Quarterly District meeting someone spoke about the invasive weeds in our area and controlling the spread. Information regarding these weeds and how to control them was emailed to the townships.
OLD BUSINESS:
a. Update – Letter of Credit or other financial instrument to secure road paving for Woodland Estates by SID Investments—Town Attorney Matt Parmentier is working with National Exchange Bank and Trust to get the Letter of Credit done for SID Investments, Woodland Estates road paving guarantee. Matt thinks it will be coming soon to the Town.
NEW BUSINESS:
a. Board Action on Plan Commission’s recommendations from the Public Hearing, earlier this evening, regarding approval of Amendments to the Town of Lamartine Zoning Ordinance. The Plan Commission Secretary read the Plan Commission’s recommendations to the town board: The Plan Commission recommended 4-0 that the following language be added to SECTION 8.6(A) as number 2. “One (1) acre is the minimum acreage for a non-farm residence created by CSM, subdivision or a conditional use as part of a farm consolidation including surrounding buildings. Please note that the current language in 8.6(A)(2) will not change but will default to 8.6(A)(3). The Plan Commission also recommends to the Town Board that Section 20.0 Access Control Ordinance be repealed as the Town in December 2016 adopted a new standalone Access Control Ordinance. The Plan Commission also recommended to the Town Board regarding amendment of Section 14.0 Signs; the deletion of old and addition of new language in this section of the Town of Lamartine Zoning Ordinance. The Plan Commission recommended 5-0 that the Town Board takes action to impose a six (6) month moratorium on the issuance of any sign permits in the township. Hearing the recommendations of the Plan Commission Roger moved to accept the Plan Commission’s first recommendations to add language to 8.6(A)(2) “One (1) acre is the minimum acreage for a non-farm residence created by CSM, subdivision or a conditional use as part of a farm consolidation including surrounding buildings; and that the Town Board repeal Section 20.0 Access Control Ordinance out of the Zoning Ordinance and keep the Access Control Ordinance adopted by the Town in December 2016 as a standalone ordinance. Randy seconded the motion. Motion carried unanimously 3-0. Randy then moved to accept the second recommendation of the Plan Commission regarding Section 14.0 Signs that the Town Board takes action to impose a six (6) month moratorium on the issuance of any sign permits in the township. Frank seconded the motion. Following is the roll call vote: Frank—YES, Randy—Yes & Roger—No. Motion carried 2-0.
b. Board Action on adoption of “An Ordinance to Impose a Temporary Stay on Issuance of Sign Permits in the Town of Lamartine”. Frank read the ordinance aloud. Frank moved to adopt “An Ordinance to Impose a Temporary Stay on Issuance of Sign Permits. Randy seconded the motion. Follows is the roll call vote: Frank—YES, Randy—Yes & Roger—No. Motion carried 2-0.
c. Board Action--Changing the October Board meeting to a different date in October due to the WTA Convention being held Oct 8 – 10th during the towns’ normal 2nd Monday board meeting night. Randy seconded by Roger made a motion that the October Town Board meeting date be moved from the normal second Monday to the 1st Monday in October 2017. Motion carried 3-0. The October monthly Town Board meeting will be held at 7:00 Pm on October 2, 2017.
d. Board Action --- Picnic License Application—Fire Department Steak Fry, June 17, 2017—Frank seconded by Roger moved to grant a Picnic License to the Lamartine Fire Department for Saturday, June 17, 2017. Motion carried 3-0.
e. Board Action – (New) Operator’s License Application from Samantha Hecht. The Clerk reported that a background check was done and there was nothing found. Randy moved seconded by Frank to issue an operator’s license to Samantha Hecht. Motion carried 3-0.
f. Board Action—2017 – 2018 Liquor License Applications
1. Lori’s Bar & Grill
2. Halfway House
3. Lakeshore Bowhunter’s
4. Wescot Sportsman’s Club
The clerk presented the applications for the town establishments requesting liquor license renewals. Roger seconded by Randy moved to issue liquor licenses to the listed establishments requesting renewal for the 2017 – 2018 licensing period. Motion carried 3-0
g. Board Action – 2017 – 2018 Operator License Application (Renewals)— The Clerk read the list of renewal applicants for Operator licenses for Lori’s Bar & Grill, the Halfway House, Lakeshore Bowhunter’s and Wescot’s Sportsmen’s Club. The names of the applicants for Operator Licenses is on file at the Clerk’s office. Randy moved seconded by Roger to approve the Operator License applicants as read. Motion carried 3-0.

Approval of Monthly Vouchers & Checks—Roger moved seconded by Frank that the board approve the vouchers as presented. Motion carried 3-0.

Adjournment— Frank moved seconded by Randy to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:10 PM.
