Board Meeting Minutes
JUNE 13, 2022

With all notices having been properly posted, Frank Bartzen, Chairman called the June meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Travis Kloetzke, Treasurer, Greg Michels and Clerk; Jessica Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
May Board Meeting Minutes (5/9/2022) –Randy seconded by Travis moved to approve the May Town Board meeting minutes. Motion carried 3-0.

Treasurer’s Report – Greg read the May Treasurer’s report aloud. The ending balance as of 5/31/2022 was $929,304.44. Randy moved seconded by Frank to approve the treasurer’s report as presented. Motion carried 3-0.

Public Comment:
NONE

Board Action - Rezoning (Plan Commission Public Hearings held 06/13/2022)—Rezoning cancelled for Leo Fisher due to no show from Petitioner. Rescheduled for July 11, 2022.

Leo Fisher CSM postponed until after Rezone has been completed


OPENING OF ROAD BIDS 7:30 PM-- With the time being 7:30 pm Frank asked for the bids received by the 3:30 Pm, June 13, 2022 deadline. The Clerk announced that only one bid was received from Scott Construction and it was submitted on time. The bid was opened and read aloud and discussed.
Travis moved that the Town award the bid to Scott Construction to complete the 2022 road projects, noting that the projects to be done this year are #1, 2, 4, 5 ,6 (2nd option), and 7. This was seconded by Randy. The 2022 Road List will be with the June 2022 Minutes. The contract was signed and dated and will be mailed to Scott Construction. Total cost of the accepted bid from Scott Construction was $ 124,074.00. Frank will also get a quote from Scott Construction in regards to a couple culvert patches and overlay that may need to be completed as well.

REPORTS & COMMUNICATIONS
a. Road Report— Frank reported that a very large tree went down on Lincoln Road and Craig has been working on that to get it trimmed and removed.
i. Culvert Permit Report- Frank read the permits aloud.
b. Monthly Building Permit Report – Frank read the building permits issued.
c. Fire Department ANNUAL STEAK FRY! -Saturday June 18, 2022.
d. Election Results from June 7, 2022—Jessica reported that 134 residents voted in the June Special Election with Sam Kaufman having 122 votes.

OLD BUSINESS:
a. Board of Appeals – Reappointment for 2-year terms for: Greg Michels and Paul Dercks – Frank will reach out to these people to see if they are still interested in reappointment.
b. Board Action-Cedar Corp Contract for Comp Plan—Randy seconded by Frank moved to sign the contract with Cedar Corp. Motion carried 3-0.
c. Board Discussion-Nelson Rd/Forest Ave Ditch—The Board heard from Andy Thone in regards to why he had a wetland lineation completed. He made mention that he wanted to dig a pond but found out when the lineation was completed that the west end of his property is a wetland. The town did have elevations done and found that it is very flat. After a lengthy discussion on this matter Frank asked Mr. Thone to give the board a chance to look into some options for Mr. Thone. He agreed and Frank will be in touch with him.
d. Board Discussion-Update on Town Ordinances—Frank met with the Town Attorneys (Matt and Alex) in regards to recodifying some of the Ordinances. Most have been updated in the last 10-12 years and do not need any updating. There is a couple that may need updating and the board will sit down individually to inspect them and then hold a meeting to discuss any changes that the Ordinances may need at a later date that is to be determined.
e. Board Discussion—Change Vision Triangles on Access Ordinance—Frank let the board know that 2 pages at the end on the Ordinance in the appendix may need to have changes made to it. 1. The set back from 15ft-10ft that is recommended by the State would need to be changed. 2. The table on the lower right needs to match the FDM Manual as well. Travis moved to recommend to the Planning Committee that we modify to Vision Triangles to match. This motion was seconded by Randy. Motion carried 3-0.
f. Board Discussion—Update on Cutting of dead trees and planting new ones.—Frank said that 3 trees were cut and ground down and on June 7, 2022 5 new trees were planted.
NEW BUSINESS:
a. Board Action/Approval Temporary Lamartine Fired Dept Liquor License for Steak Fry. Randy seconded by Travis moved to approve the temporary Liquor License for the steak fry on June 18th, 2022.
b. Board Discussion/Decision—Ditch Ordinance—Travis informed Frank that he wants to review and think it over at this time. Will address at a later date. Frank and Randy were in agreement as well.
c. Board Discussion—Possible Fiber Optic Cable for Bug Tussel—Bug Tussel is looking into bury Fiber Optic on a few roads within the Township. Frank sent the Bug Tussel Representative the application that is required within the Access Ordinance. At this time Bug Tussel has not made any final decisions.
d. Board Action—2022-2023 Liquor License Applications
1. Lori’s Bar & Grill
2. Halfway House
3. Lakeshore Bowhunter’s
4. Wescot Sportsman’s Club
Travis moved to approve the four applicants (listed above) for renewal of liquor licenses for 2022-2023. Randy seconded the motion. Motion carried 3-0.
e. Board Action – 2022– 2023 Operator License Application (Renewals)—Applicants announced at meeting. Frank read the Operator license applicants aloud. Travis seconded by Randy moved to approve all operator applicants for renewal. Motion carried 3-0.
f. Board Action – New Operator License Applications for Jeff Montsma and Christina DeMarre – The Clerk reported that nothing was found on the back ground check on either of the new applicants. Randy seconded by Frank moved to grant operator licenses to Jeff and Christina. Motion carried 3-0.

Approval of Monthly Vouchers & Checks – Randy seconded by Frank moved to approve the vouchers presented. Motion carried 3-0.

Adjournment – Frank seconded by Randy moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 9:00 PM.
