Board Meeting Minutes
June 9, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the June meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Mike Suprenand and Bruce Rhode, Treasurer; Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)—Mike seconded by Bruce moved to approve the May Town Board Meeting Minutes and the 5/19/2014 Special Town Board Meeting minutes as presented. Motion carried 3-0.
Treasurer’s Report—Treasurer, Greg Michels read the May Report with an ending balance of: $ 529,641.84 on
May 31, 2014. Bruce moved seconded by Mike to approve the Treasurer’s report. Motion carried 3-0.
Larry Randall inquired if the Chairman and the Road Supervisor had made any decisions regarding what could be done with the road ditch drainage problem in front of his property on the corner of Hillcrest Road and Thomaswood Trail.
Sarah Everson introduced herself as the Town of Lamartine (District 5) Representative Fond du Lac County Board Supervisor. She will be attending a couple more board meetings this year. The Board welcomed her and thanked her for coming.
REPORTS & COMMUNICATIONS:
a. Road Report—Frank reported that the Foss Road issue has been settled. All documents (Quit Claim Deed) have been signed. Frank also reported a new standard has been signed into law by the state regarding Implements of Husbandry (IOH). It is a very complex law and will require training of farmers, county & town officials. No citations will be issued in 2014. Beginning in 2015 haulers using heavy / overweight limit IOH will need to get permits at no cost to travel on the roadways.
The Town received a list of noxious weeds that were found in the township. The town will need to take care of these weeds.
Rich has started the roadside mowing and is partway through the first pass.
i. Culvert Permit Report—No culvert permits were issued this past month.
ii. Discussion / Decision: Culvert on Giebel Road—Discussion took place regarding six culverts identified as needing to be replaced including the culvert on Giebel Road by Dan Pucker. Mike moved seconded by Bruce that the board approves the culvert replacements of six culverts including the culvert on Giebel Road; the culverts will be done at Frank’s discretion and will not be put out for bids because they will be done individually and will be at a lower cost. Motion carried 3-0.
Frank reported that Rich, himself and Brent Marchant (Marchant Excavating) looked at the two culverts on Palmer Road. Some excavation work was done on the culvert(s) but not as extensively as originally thought. Town will have to watch the culverts and see if this work helps with the area over the culvert “dipping” as the town has seen occur in the past. Northeast Asphalt will begin the TRIP project work on Palmer Road the end of June.
b. Steak Fry—Saturday, June 21, 2014 at the Lamartine Municipal Building
c. Newsletter Articles are due to the Town Clerk or Newsletter Editor Patti Rhode by July 10th
d. Report—Special Town Board Meeting Held 5/19/14 at 6:00 Pm—Board took Action On: 1) Roads to be Patched and Seal Coated this Year and 2) Work on Palmer Road Culverts—Frank reported that the board voted 2-0 (Bruce was absent) to complete projects # 1, #2, #3, #4 & #6 leaving project #5-Brown Road from Townline west to Hillcrest Road (1.99 miles) for another year. Please see attachment “A” 2014 Road Bid Opening Form included with these minutes for a list of the road projects discussed here.
He further reported that at this special meeting it was decided that the town would do both culverts on Palmer Road for costs up to $2500.00.
a. Appointment of Board of Appeals Regular Member (Two Year Term -- June 2014 to June 2016)— Greg Michels Term ends June 2014—Bruce moved seconded by Mike to reappoint Greg Michels as a regular member to the board of appeals for a two year term beginning June 2014 to June 2016. Motion carried 3-0.
a. Board Action – Request for Financial Contribution to Share in Cost to Conduct a County 2014 Well User Survey—Mike moved seconded by Bruce that the town will not contribute any funds to share in the cost to conduct a county well user survey. Motion carried 3-0.
b. Board Action—Picnic License Application—Lamartine Fire Department Steak Fry, June 21, 2014—Mike seconded by Frank moved to approve issuing a Picnic Permit to the Fire Dept. for the Steak fry. Motion carried 3-0.
c. Board Action—Temporary Operator’s License Application—Stan Dietsche—Mike moved seconded by Bruce to issue a temporary operator’s license to Stan Dietsche for the steak fry. Motion carried 3-0.
d. Board Action—Operator’s License Application—Brian Michels (Renewal)—Mike seconded by Frank moved to issue an operator’s license to Brian Michles for the 2014-2015 licensing year. Motion carried 3-0.
e. Board Action—2014 – 2015 Liquor License Applications
i. Lori’s Bar & Grill
ii. Halfway House
iii. Lakeshore Bowhunter’s
iv. Wescot Sportsman’s Club
Let the record show that Mike abstained from discussing or voting on this matter. Frank seconded by Bruce moved that the town issues liquor licenses to the 4 renewal applicants listed above for the type of liquor licenses applied for. Motion carried 3-0.
f. Board Action—2014 – 2015 -- Town Establishments New & Renewal Operator License Applications—Applicants to Be Announced at Meeting—There were no new operator license applications. The clerk read the following renewal operators that submitted an application for the 2014 – 2015 licensing period: Tracy Schaefer, Susan Goding, Paul Deaver, Peggy Stark, Karen & Jim Kopf, Jessica Suprenand, Angela Jacob, Erik Moon, Casey Despres, Kevin Giebel, Jeff Moon, Cody Moon, Jessica Marley, Robert Jacobs, Donald Buerger, David Sabel, Eugene Newton, Marcia Everson, Gary Zivkovich, Dale Pierce, Tom Heise, Stacy Warner and Sue Kleinschmidt. Frank seconded by Bruce moved to approve the above named applicants for operator licenses. Motion carried 2-0.
g. Board Action—2015 Assessing Contract (Bill Kiekaefer & Joel Ryan)—Mike moved seconded by Bruce that the board approve the 2015 Assessing Contract submitted by Kiekhaefer and Ryan for $9000.00. Motion carried 3-0.
h. Discussion / Board Action—Vacation of Mt Pleasant Drive—Frank explained the issues regarding ownership of Mt Pleasant Drive. The Town receives road aides on .14 miles of Mt. Pleasant Drive. The remainder of the road is owned by Dennis Pipping. There is a recorded easement on approximately 715.56 ft. at the end of Mt. Pleasant Drive. Mr. Pipping would like to construct a building that would encroach in the road right of way (ROW). Easements need to be created and recorded for the area between the town’s portion of Mt. Pleasant and the recorded easement. The town has advised Mr. Pipping that it may be in his best interest to take back ownership of the town’s portion of Mt Pleasant Drive. There are a few issues that would need to be resolved in the town vacating this road but the town assured Mr. Pipping that they will work with him. A meeting of all interest parties will be set to take care of any issues in vacating Mt Pleasant Drive to the owner(s).
i. Discussion / Board Action—Ditching on Forest Avenue Road—Woodley Property—After much discussion it was recommended to get hard costs on culvert prices & ditching excavation costs and put this item on the agenda for the July Town Board meeting.
Approval of Monthly Vouchers & Checks—Mike made a motion that the board approve the checks and vouchers as presented. Bruce seconded the motion. Motion carried 3-0.
Adjournment—Mike seconded by Frank moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:52 Pm.
