Minutes Dated: March 10, 2014
With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 Pm.

Supervisors Mike Suprenand and Bruce Rhode, Treasurer, Greg Michels and Clerk, Jill Randall were also in attendance. Please see meeting sign in sheet (included with these minutes) for other attendees.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the February Board Meeting minutes. Mike seconded by Bruce made a motion to accept the February Board meeting minutes as presented. Motion carried 3-0.

Frank asked Greg to read the Treasurer’s report. The ending balance as of 2-28-2014 is $569,358.38. Bruce moved to accept the February Treasurer’s report as presented. Mike seconded the motion. Motion carried 3-0.

Citizen Concerns:

A. Road Report—Frank spoke with Rich regarding numerous cracks in town roads. All that can be done is to wait and see how they are when all the frost is out of the ground.
1. Report – Road Supervisor Re: Culvert/Access Permits Issued since last Board meeting—Frank reported that none were issued.
B. Update on Farmland Preservation / Zoning Ordinance 2013 Update – Will public hearing be held on Monday, April 7, 2014? Discuss rescheduling of hearing to Wednesday, March 26, 2014 @ 6:30 PM at the LMBMR, immediately followed by a Special Town Board meeting for Board Action on Adoption of the Zoning (Farmland Preservation) Ordinance. Frank reported that the Zoning Ordinance is ready to go. DATCP has approved the updated Town Zoning /Farmland Preservation Ordinance and in the certification requires that the Town Board adopts the Zoning Ordinance by 3/31/2014. Therefore, the Plan Commission will hold a Public Hearing on Wednesday March 26th at 6:30 Pm at the LMBMR for the purpose of receiving public comment on the updated ordinance and make a recommendation to the Town Board on adoption of the Zoning / Farmland Preservation ordinance. Immediately following the public hearing, the Town Board will hold a Special Town Board meeting to act on the Plan Commissions recommendations. The Public is encouraged to attend.
C. Update on Foss Road Issues Regarding Road Owner of Record—There has been no action by the owner of this property to sign the Quit Claim Deed. Greg will call the family to discuss this as he knows them personally.
D. Update on Progress of Delinquent Property Tax Payments for Lori’s Bar. See Old Business “A” for Board Action regarding extending bar liquor license that expires on March 31, 2014—The Town received a letter from Oakfield Bank stating that all delinquent taxes will be paid in full.
E. Spring Election—April 1, 2014— Polls will be opened at the Lamartine Municipal Building Meeting Room from 7:00 Am to 8:00 PM. In person or Absentee voting ends Friday, March 28, 2014 @ 5:00 Pm—Please call the Clerk at 920-906-3683 to request an absentee ballot or make an appointment to vote in person. To see what is on your ballot for this election please visit myvote.wi.gov
F. Annual Town Meeting will be held on the 3rd Tuesday of April (April 15, 2014) at the Lamartine Municipal Building Meeting Room at 7:30 PM
G. Annual Roadside Clean up Information—Reminder for everyone to clean up your ditches! Thank you

A. Board Action— Extension of Lori’s Bar Liquor License that expires March 31, 2014—Let the record show that Mike removed himself from all discussion and voting on this matter. Motion by Frank and second by Bruce to approve extending the liquor license for Lori’s Bar to June 30, 2014. Motion carried 2-0.

A. Discussion / Decision RE: Updating Office Computer Workstation, Computer / Network Cable Clean up & Wiring Entire Building, Building Wi-Fi, Installing Switches, Firewalls for Hall Computer Security. Frank reported to the board what needed to be done to update town & fire dept. computer equipment, software and wiring that are all between 8 – 14 years old. The operating systems on all the computers will no longer be supported by Microsoft as of April 8th of this year. Prices are being sought for this work to be done as a turn key project. We need to move as fast as possible to get the computers upgraded. The schedule will likely require a special town board meeting to okay the project so a schedule can be maintained.
B. Discussion / Decision Re: Town Board having Building Committee look into remodel (painting, flooring & under cabinet work station lighting) of Town Office—Bruce moved seconded by Mike to have the Building Committee look into the redecorating and lighting for the town office and make a recommendation to the Town Board. Motion carried 3-0.
C. Board Action—Approval to issue Operator Licenses to:
a. Casey Despres—The Clerk reported no problems with background check. Mike moved second by Frank to issue an operator’s license to Casey Despres. Motion carried 3-0.
b. Courtney Bohler—Clerk reported results of background check and reviewed correspondence with the Town Attorney where he offered an opinion on how the Town Board may proceed with the decision to grant or deny an operator’s license to Ms. Bohler. Mike moved that the Town Board deny issuing an operator’s license to Bohler due to past criminal record & convictions. Board sites Section 125.04 of the WI Statutes. Bruce seconded motion. Motion carried 3-0.

Approving the monthly vouchers and checks—Mike seconded by Bruce moved to accept the vouchers presented for payment. Motion carried 3-0.

Adjournment—Bruce moved seconded by Mike to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:25 PM.
