Board Meeting Minutes
March 11, 2019

With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting were Supervisors; Randy Kuik and Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
February Board Meeting Minutes (2/11/2019) – Randy seconded by Roger moved to approve the February Town Board meeting minutes as presented. Motion carried 3-0.

Treasurer’s Report – Greg read the February Treasurer’s report aloud. The ending balance as of 2/28/2019 was $682,846.20. Randy made a motion seconded by Roger to approve the treasurer’s report as read. Motion carried 3-0.

Public Comment:

a. Road Report—
i. Culvert Permit Report -- NONE
ii. Road & Culvert update - Frank reported that there was some water on Smith & Priepke Roads. Some dips in the roads here and there. The bad holes/dips will be filled in with gravel for the time being. The roads and culverts will be watched during the upcoming thaw to see what happens. There may be some water on the roads.
iii. Update Road Supervisor Review (Closed Session Meeting Held 3/11/19 @ 6:00 PM) -Frank reported that the board met in closed session regarding Justin’s review. He is doing a great job.
b. Monthly Building Permit Report - NONE
c. Update on DNR meeting held Feb. 19, 2019 regarding drainage issues in the township -Seven Mile Creek – Frank explained that a meeting was held by the DNR to discuss drainage issues in the township to do with Seven Mile Creek. He then asked Janet Williams to talk as she was spearheading getting town landowners and the DNR to do something to get trees, brush, grass, cattails etc. cleaned up on all property where needed to get the water moving so it no longer floods ditches, roads & yards. Janet reported that she has completed an application to be filed with the DNR. Janet already had a group doing some clean up and making some great progress!!

a. Update on Deed Back of Foss Road – Nothing has been heard from the property owner that the road will be deeded back to. A second letter will be sent via certified mail and regular mail.
b. Update on Pinno Road drainage issue – Please see “Reports & Communications C. Update on DNR Meeting… as Pinno Road is one of the areas that gets flooded out due to the poor drainage associated with drainage issues with Seven Mile Creek. Also, Frank reported that he is going to have the county highway department do some coring of this road and see what is under the road. He is also going to look into some ditching along Pinno Road.
c. Update on Hefty Sign Legal Matter—The board is holding a closed session meeting later on this evening to discuss the matter and deliver some options that the town attorney has suggested.

a. Board Action – Iron filter replacement at municipal building – Greg explained that Mark from Strong Plumbing was here to look at the water problems (air in the lines) that the building has been experiencing. Discussion took place.
Frank moved seconded by Randy to install a new iron filter for approximately $1400 to $ 1500. Motion carried 3-0.

8:00 PM – Oakfield School District presentation regarding April 2, 2019 Referendum to exceed state revenue limits

Approving the monthly vouchers and checks – Roger moved seconded by Randy to approve the vouchers as presented. Motion carried 3-0.

Update on Hefty Sign legal matter-- The Town Board intends to convene into closed session pursuant to Wis. Stat. 19.85(1)(g) for the purpose of conferring with legal counsel for the Town who is rendering oral or written advice concerning strategy to be adopted by the Town with respect to litigation in which it is or is likely to become involved and pursuant to Wis. Stat. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business because bargaining reasons require a closed session. In the closed session, the Town Board will discuss the lawsuit involving Hefty Sign Company. Frank read the above statement aloud. Randy seconded by Roger moved that the town board convene in closed session to discuss the options presented by our town attorney in this legal matter. UNDISCLOSED CLOSED SESSION PROCEEDINGS.

Adjournment – Frank seconded by Randy moved to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at
10:15 PM.
