TOWN OF LAMARTINE
Town Board Meeting
Minutes Dated: March 12, 2012
With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room at 7:30 Pm. Supervisors Mike Suprenand and Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall also attended this meeting.
The Pledge of Allegiance was recited.
Frank called for any corrections or additions in the February Board Meeting minutes.
¬Mike seconded by Bruce made a motion to approve the February Board meeting minutes as presented.
Motion carried 3-0.
Frank asked Greg to read the February Treasurer’s report. The ending balance as of 2/29/2012 is $542,700.61. Bruce seconded by Frank moved to approve the Treasurer’s report as presented. Motion carried 3-0.
REPORTS AND COMMUNICATIONS:
A. Road Report—Frank reported that Rich is working on maintenance items in the shop. Roads were looked at for crack filling this season and a quote will be coming soon. Frank recently met with John Delmore regarding summer road projects.
B. Annual Roadside Clean Up – April 2012—There will be no official time for roadside clean up this year. Town residents are encouraged to clean up their roadside ditches like they have in the past.
A. Townline Bridge Cost Sharing with Town of Fond du Lac—Frank checked into the portion of Townline Road the Town of Lamartine takes care of and what the town submits for road aides. The town receives road aides on 1.65 miles of Townline Road from CTH T to STH 23. He doubts that Town of Fond du Lac will be willing to share any of the bridge reconstruction costs but he will check with Town of Fond du Lac Chairman Harold Manske and report back at the next board meeting.
B. Discussion / decision regarding Attorneys opinion of Citizen Concerns / Public Comments type items on Town Board Meeting Agendas—Discussion took place regarding what public comment the board would permit at the board meetings. The board feels there is a great value in public comments but also needs to hold a legal orderly meeting. A letter of legal opinion was received from the town attorney that stated how the board meetings should be conducted. Frank asked the supervisors to submit the language they feel should be used on the monthly board meeting agenda regarding public comment and he will have the town attorney look it over and give his opinion. This item will be addressed again at the next town board meeting.
C. Discussion / decision regarding creating and adopting a Sign Inventory Ordinance due to a Federal Mandate to replace road signs with more visible signs—Mike seconded by Bruce moved to adopt the “Sign / Traffic Operations Maintenance Policy and Procedure Ordinance”. Motion carried 3-0.
D. Well Water Sampling for Town Residents: Sample jar Distribution & Collection Dates— Frank announced that the Town will distribute sample collection jars on Wednesday, April 11th from 8:00 Am to 11:00 Am and 4:00 Pm to 6:00 Pm. After well sampling the Town will collect residents filled sample jars Monday, April 16th at 6:00 Am to 8:00 Am and again at 4:00 Pm to 6:00 Pm. The results meeting will be held Tuesday, May 22, 2012 at 6:30 Pm until 8:30 Pm at the Rolling Meadows Meeting Room, 560 W Rolling Meadow Drive, Fond du Lac—Please note that individual homeowner’s results will be kept confidential!
A. Action by the Board to Adopt “Ordinance to Extend Town Officer Terms in Response to Election Law Changes”. Elected Officials terms will need to be extended one week to April 16, 2013. Frank explained that with new election laws changing regarding provisional ballots and when they are officially counted after the election; the state has changed the terms of office for elected officials. The term of elected town officers has previously begun on the 2nd Tuesday in April. The term of office for elected town officials has been changed to the 3rd Tuesday in April creating a one week “gap” between the end of the current terms of office for those town officers elected in either 2012 or 2011 and the start of the new terms of office for those officers elected in April 2012 or April 2013. To bridge this gap the town needs to adopt an ordinance to extend the elected officials terms one week to April 16, 2013 instead of April 9, 2013. Mike seconded by Frank moved to adopt the “Ordinance to Extend Town Officer Terms In Response to Election Law Changes”. Motion carried 3-0.
B. Discussion Re: Letter From Seneca Food Requesting the Town Does Not Do Roadside Spraying Along Their Property—Frank explained that Seneca was requesting the town not spray the ditches along their crops on Merrill Road. The town will refrain from spraying these ditches.
C. Discussion / decision Approval and Signing of a CSM for the Holzman Property—Mike seconded by Bruce moved to approve the signing of the CSM for Scott and Peter Holzman for property located in the SW ¼, SW ¼, & SE ¼, SW ¼ Sec 13 15N 16 E Fire Number W7603 & W7609 CTH T Town of Lamartine, Fond du Lac County, WI. Motion carried 3-0.
D. Action By the Board to Issue an Operators License to Angela Jacob—Bruce second by Mike moved to approve issuing and Operators License to Angela Jacob for the term ending June 30, 2012. Motion carried 3-0.
Approving the monthly vouchers and checks—Mike seconded by Frank moved to approve payment of the vouchers presented. Motion carried 3-0.
Adjournment—With no further business to discuss, Bruce seconded by Mike made a motion to adjourn. Motion carried 3-0 and the meeting adjourned at 8:45 Pm.
