March 12, 2018
With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Randy Kuik, Supervisor Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Please see meeting sign in sheet for other attendees.

Pledge of allegiance was recited.

Approval of Minutes from Previous Meeting(s)
February Board Meeting Minutes (3/12/2018) – Corrections in the minutes were noted as follows: Treasure’s report it stated “Randy seconded by Roger Frank moved to accept… Frank actually seconded that motion. In the Public Comment Section regarding the Ryan & John Van Ruiswijk CSM in the center of the paragraph it was incorrectly typed as Randy Ryan and John Van Ruiswijk… Randy should be corrected to Ryan. Under Adjournment section of the minutes it stated that the motion carried 32-0 it should read 2-0. Roger moved to approve the February Town Board Meeting minutes with the corrections. Randy seconded the motion. Motion carried 3-0.
February 28, 2018 Road Supervisor Application Review Minutes-Roger seconded by Randy moved to approve these minutes from the 2/28/2018 meeting. Motion carried 3-0.
Treasurer’s Report – Greg read the February Treasurer’s report aloud with an ending balance of
$664,721.42 as of February 28, 2018. Roger moved seconded by Randy to accept the treasurer’s report as presented Motion carried 3-0.

Public Comment: NONE

a. Road Report—Frank reported on the Smith Road culvert needing to be replaced in spring and if it get worse barricades may be placed. A used tire was put on the International truck. Roger noted that he saw evidence of a hydraulic leak from a town truck. Frank will have Rich check this out.
i. Culvert Permit Report--NONE
b. Monthly Building Permit Report—NONE received.
c. Update Mullenbach Legal Matter—This legal matter was confidentially settled out of court. The Mullenbach’s will be removing ten (10) feet of the concrete driveway by June 1, 2018.
d. PRIMARY ELECTION – Tuesday, February 20, 2018 – The clerk reported that 149 people voted at this election. One voter voted absentee ballot.
e. Spring ELECTION – Tuesday, April 3, 2018 – Polls will be opened from 7:00 AM to 8:00 PM
f. Locking Heinrich Road Gate—Frank reported that the gate has been locked as people have already been down there rutting up the area.
a. Discussion Possible Action – Hiring for Road Supervisor Position—Frank reported that the board interviewed 4 of the 5 candidates they invited to interview. One candidate did not show up. They have narrowed it down to 2 candidates they will ask to interview a seconded time on Saturday morning March 17th.
a. Board Action -- Town Applying for Alliant Energy Hometown Grant—Frank explained the grant opportunity from Alliant Energy. He suggested the town consider applying for a grant that would match town funds to purchase a defibrillator cabinet for the town meeting room area. Randy moved seconded by Roger to apply for a grant for a defibrillator for the meeting room. Motion carried 3-0. Greg told the board that Agnesian also offered a program that supplied some organizations with a defibrillator for no cost. Frank will check in to this.
Approval of Monthly Vouchers & Checks—Randy moved seconded by Roger to approve the checks and vouchers as presented. Motion carried 3-0.
Adjournment—Roger moved seconded by Randy to adjourn the meeting. Motion carried 3-0 and the meeting adjourned at 8:05 PM.
