Town Board Meeting
Minutes Dated: March 14, 2011

With all notices having been properly posted, Frank Bartzen, Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room at 7:50 Pm. (Meeting was late starting due to the Gupta Rezoning Hearing held prior to this meeting going overtime).

Supervisor Bruce Rhode, Treasurer Greg Michels and Clerk Jill Randall were also in attendance at this meeting. Supervisor Mike Suprenand was absent.

The Pledge of Allegiance was recited.

Frank called for any corrections or additions in the February Board Meeting minutes.
Bruce seconded by Frank made a motion to approve the February Board meeting minutes as presented. Motion carried 2-0.

Frank asked Greg to give the February Treasurer’s report. The ending balance as of 2-28-11 is $565,307.33. Bruce moved to accept the Treasurer’s report as presented. Frank seconded the motion. Motion carried 2-0.

Citizen Concerns:
Concerned citizens asked if something could be done about a semi-truck and trailer that is parking overnight on Treptow Lane. The driver goes too fast down Treptow Lane and at times unloads and reloads the vehicles he is hauling to reorganize the load. Frank will check into this.
Wayne Bartelt stated that he would like to thank the town for the good winter roads in the town this year.

A. Consideration and action on rezoning application submitted by Gupta Properties LLC to rezone approximately 36 acres from Ag Transitional to Residential—The Board members were in attendance at the public hearing held this same night at 6:30 Pm.—Discussion took place regarding this request. The Plan Commission voted 4-1 to recommend to the Town Board that this rezoning be granted. Bruce moved to grant Mr. Gupta’s request to rezone 36 acres of land from AG Transitional to Residential. Frank seconded the motion. Frank called for a vote with the following results: Frank—YES, Bruce—YES. Motion carried 2-0.

A. Road Report—Town Road Supervisor, Rich Buteyn stated that he was not happy with the conditions of the roads from the winter. Roads are dipping over the culverts and are breaking up in some places. Bad holes and dips have been temporarily filled with gravel.
B. Zoning Ordinance Update—The Town Board has scheduled a Public Hearing to be held by the Plan Commission on April 19, 2011 at 6:30 Pm at the Lamartine Municipal Building Meeting Room. This meeting is to review the Adult Entertainment & Solar Panel Ordinances that need to be incorporated into the Town Zoning Ordinance. There are also a couple of minor changes/amendments to be made in the original zoning ordinance—Frank addressed the above meeting. Minor changes in the Zoning Ordinance will have to be made to reflect the changes the state has made on time frames allowed when reviewing preliminary and final plats. The Town also needs to incorporate the Adult Establishment Ordinance and the Solar Energy Ordinance into the Zoning Ordinance. The Town attorney will be in attendance at this public hearing to review all the materials. It is imperative that the Plan Commission and the Town Board understand how and why this Adult Establishment Ordinance was written. The Town Board will hold a special meeting immediately following the public hearing to act on the Plan Commissions recommendations.
C. Discussion - Garbage & Recycling Pick up issues—Veolia uses a double body / divided truck when picking up refuse in the township—A representative of Veolia Environmental Services called the Town to address some concerns they have gotten from town residents that the garbage haulers are picking up recyclables and garbage at the same time. Veolia uses a double body / divided truck with recyclables being placed on one side and the garbage on the other. Any town residents that would like to look in the truck are more than welcome to do so. Frank asked residents to please not put the garbage out too early as animals get into it and the wind blows it around.
D. County Bridge Replacement Project—Public Meeting to be held for all County projects on March 16, 2011 at 6:30 Pm at the Lamartine Municipal Building Meeting Room—Frank announced this meeting, which is opened to the public. Oil, oil filters & oil absorbents can no longer be placed in the garbage. These items must be recycled. Please see the WI DNR website for more information. It is believed that O’Reilly Auto will take these items for recycling.
E. Spring Election - Tuesday, April 5, 2011 at the Lamartine Municipal Building Meeting Room.
Polls will be opened from 7:00 Am to 8:00 Pm

A. Discussion / action regarding amendments to the Town Subdivision Ordinance—The Town Subdivision Ordinance must also be amended to reflect the state changes in plat review times as mentioned earlier. This will be done at the public hearing and special town board meeting scheduled for April 19, 2011 at 6:30 Pm at the Lamartine Municipal Building Meeting Room.
B. Bowmar Appraisals—Discussion of contract issues and signing of contract for reassessment of the township—Greg read aloud the Contract Amendments the town had asked for. Discussion took place regarding the contract from Bowmar and the Amendments the town had requested. Frank moved seconded by Bruce to sign the Bowmar Contract as well as the Contract Amendment #1 addition. Motion carried 2-0.

A. Discussion / action on Certified Survey Map (CSM) for Byron Balken—Frank explained that this property was split only so the owner could get a fixed rate mortgage. Frank seconded by Bruce moved to approve and sign the CSM for Balken. Motion carried 2-0.

Approving the monthly vouchers and checks—Frank moved to approve the vouchers as presented for payment. Bruce seconded the motion. Motion carried 2-0.

With no further business to discuss, Bruce seconded by Frank made a motion to adjourn. Motion carried 2-0 and the meeting adjourned at 8:45 Pm.
