Board Meeting Minutes
March 14, 2016
With all notices having been properly posted, Bruce Rhode, Acting Chairman called the March meeting to order at the Lamartine Municipal Building Meeting Room (LMBMR) at 7:00 pm. Also present at this meeting was Supervisor; Roger Grade, Treasurer, Greg Michels and Clerk; Jill Randall. Chairman Frank Bartzen was absent. Please see meeting sign in sheet for other attendees.
Pledge of allegiance was recited.
Approval of Minutes from Previous Meeting(s)
a. February Board Meeting Minutes (2/8/16)—Roger seconded by Bruce moved to approve the February minutes as presented. Motion carried 2-0.
b. Special Board Meeting Minutes Re: Fire Truck (2/17/16)--Roger seconded by Bruce moved to approve the Special Board Meeting minutes as presented. Motion carried 2-0.
c. Public Hearing (5) Road Vacation Meeting Minutes (2/8/16)—Roger seconded by Bruce moved to approve the Public Hearing minutes as presented. Motion carried 2-0.
Treasurer’s Report—Greg read the treasurer’s report aloud with an ending balance of $721,724.39. Bruce moved to approve the treasurer’s report as presented. Bruce seconded the motion. Motion carried 2-0.
Dan Fine (New Holstein) introduced himself stating that he was running for State Senate to fill the seat currently held by Rick Gudex.
Sarah Everson, Fond du Lac County Supervisor who represents the Town introduced herself.
REPORTS & COMMUNICATIONS:
a. Road Report—The towns’ roads have been posted with weight limits. There appears that some roads are showing possible deterioration. With the frost and water levels we need to protect them from road damage.
i. Culvert Permit Report—NONE this past month
b. Election Results – Feb 16, 2016—Spring Primary Election—Election results were read aloud.
c. Update on Special Town Board Meeting--February 17, 2016—5:30 Pm-- Presentation of Possible Fire Truck to Purchase & State Trust Fund Loan—The Town Board approved the purchase of a new fire truck. This purchase was anticipated in 2017. Due to a very good price on a demonstrator chassis the decision was made to do it now and save the money. At the increased cost each year of trucks, the amount the town was putting away did not cover the increase in cost each year. The application request for a State Trust Fund Loan has been submitted. More information will be provided at the Annual Town Meeting. (To be held; Tuesday, April 19, 2016 @ 7:00 PM
d. Update on Deer Shining Ordinance; Communications with the Fond du Lac County—Fond du Lac County Supervisor for Lamartine, Sara Everson reported that it is true that the Town of Lamartine by state statute cannot write an ordinance restricting the shining of deer in the township. The ordinance would have to come from the county level. The sheriff department has no record of complaints on shining into homes from the Lamartine area. The County Parks Department would be the next place to seek assistance and discuss the possibility of a County ordinance. The group petitioning the Town for a Shining Ordinance will be contacted with this information.
e. Update on Procedures and Fees Review meeting held March 7, 2016 @ 6:00 PM—The Board met to look at fees and procedures of the township. Changes will be made and put in draft form. Any final changes would be discussed and board action taken at either the April or May Board meeting.
f. SPRING & PRESIDENTIAL PREFERENCE ELECTION – April 5, 2016—Polls open 7:00 AM to 8:00 PM at the Lamartine Municipal Building Meeting Room. In person absentee voting begins March 21 – 25 and March 28 – April 1, please call Clerk Jill Randall at 920-960-7835 or via email at [email protected] to make an appointment to vote in person.
g. 2016 ANNUAL TOWN MEETING—Tuesday, April 19, 2016 at 7:00 Pm at the Lamartine Municipal Building Meeting Room (N5269 Schaefer Drive). ALL ARE ENCOURAGED TO ATTEND!!
a. Board Action – Contract with Fond du Lac County for Pick-up of Car killed deer on Town Roads—The County will be entering into a contract with a private person to have the deer carcasses removed from the roadsides. The Towns’ have been given an option by the County to be included in this contract and have the deer killed on the town roads picked up also. Frank would recommend that the T of Lamartine approve the County’s request to be a part of the contract at the cost of $80.00 / Year is very reasonable. We cannot put this on as our road supervisor’s responsibility and we could not get this service anywhere else for that cost. Roger moved that the Town contracts along with the County to remove car killed deer from the Town Roads for $80.00/year. Bruce seconded the motion. Motion carried 2-0.
b. Board Action – Connell Certified Survey Map (CSM) (Hillcrest Road Property) – Bruce moved seconded by Roger to approve the Connell Hillcrest Road Property CSM to be signed by the Town Chairman and Clerk. Motion carried 2-0.
Approval of Monthly Vouchers & Checks—Roger moved seconded by Bruce to approve vouchers presented for payment. Motion carried 2-0.
Adjournment—Roger seconded by Bruce moved to adjourn the meeting. Motion carried 2-0 and the meeting adjourned at 8:00 Pm.
